一.方案征集名稱(chēng)
I. Project Name
廣州市番禺區(qū)蓮花灣柏堂村及周邊城市設(shè)計(jì)方案公開(kāi)征集(以下簡(jiǎn)稱(chēng)“方案征集”)。
International Consultation of Urban Design for Lianhua Bay (Baitang Village and Surrounding Area), Panyu District, Guangzhou, China (hereinafter referred to as the ‘Consultation Project’).

蓮花灣片區(qū)位于“黃金內(nèi)灣”,廣州第三軸-活力創(chuàng)新軸的樞紐核心位置,是沿“獅子洋-伶仃洋”南拓的中繼支撐,定位為連接廣深港、廣珠澳科技創(chuàng)新走廊的重要節(jié)點(diǎn)、 粵港澳大灣區(qū)創(chuàng)新開(kāi)放的新高地、廣州活力開(kāi)放的新平臺(tái),是“十四五 ”期間廣州市重點(diǎn)打造的功能片區(qū)之一。
The Lianhua Bay area, situated in the "Golden Inner Bay" around the Pearl River estuary, occupies a pivotal position on Guangzhou’s Dynamic Axis for Innovation (the third development axis of Guangzhou). Providing buttressing support to Guangzhou’s southward expansion along the Shizi Yang and Lingding Yang, the Lianhua Bay area is one of the key functional areas designated by the municipality during the 14th Five-Year Plan period, which is to serve as an important node connecting the Guangzhou-Shenzhen-Hong Kong and the Guangzhou-Zhuhai-Macao Corridors for Science and Technology Innovation. It is also expected to achieve a new height in creative innovation in the further opening-up of Guangzhou and the Guangdong-Hong Kong-Macao Greater Bay Area (the GBA).
本片區(qū)作為蓮花灣片區(qū)的啟動(dòng)項(xiàng)目,毗鄰多個(gè)重點(diǎn)產(chǎn)業(yè)功能區(qū),具有聯(lián)動(dòng)魚(yú)珠科創(chuàng)資源和海絲城歷史文化積淀打造廣州東部新三極的天然優(yōu)勢(shì),是落實(shí)東進(jìn)發(fā)展戰(zhàn)略,打造珠江口“黃金內(nèi)灣”的北部極點(diǎn),戰(zhàn)略性建設(shè)“獅子洋增長(zhǎng)極”的前沿陣地。
Inaugurating the development of Lianhua Bay area, the site of the Consultation Project is adjacent to several key industrial functional zones. With a locational advantage that can tap into the resources for technological innovation in Yuzhu, as well as the historical and cultural assets of Guangzhou’s Maritime Silk Road City, the Lianhua Bay and its surrounding area has the potential to become a third growth pole in the eastern part of the municipality. The area is also tasked with implementing Guangzhou’s Eastward Extension Strategy, with a view to creating a northern nodal point in the Pearl River’s "Golden Inner Bay" and strategically forming a vantage point in developing the "Shizi Yang Growth Pole".

四.設(shè)計(jì)范圍
IV. Design Scope
項(xiàng)目位于番禺區(qū)東北部化龍鎮(zhèn),北臨珠江后航道,東為廣州繞城高速。工作范圍包括研究范圍、總體城市設(shè)計(jì)范圍、核心設(shè)計(jì)范圍三個(gè)層次。
The project site is located in the northeastern part of Hualong Town in Panyu District, with the core design area abutting the Pearl River Back Channel on the north and the Guangzhou Outer Ring Expressway on the east. The design scope is composed of three spatial levels: research area, area of general urban design, and the core design area.
(一)研究范圍
(I) Research area
研究范圍57平方公里。北至珠江后航道,南至廣惠城際鐵路,西至新化快速路,東至獅子洋。
The research area covers 57 square kilometers, bounded by the Pearl River Back Channel on the north, the Guangzhou-Huizhou Intercity Railway on the south, the Xinhua Expressway on the west, and the Shizi Yang on the east.
(二)總體城市設(shè)計(jì)范圍
(II) Area of general urban design
總體城市設(shè)計(jì)范圍9.5平方公里。北至珠江后航道、南至廣州繞城高速,西至規(guī)劃石化大道,東至黃埔大橋。提出總體城市設(shè)計(jì)方案。
This area covers 9.5 square kilometers, abutting the Pearl River Back Channel on the north, the Guangzhou Outer Ring Expressway on the south, the Shihua Avenue (planned) on the west, and the Huangpu Bridge on the east. A general plan for urban design shall be proposed for this area.
(三)核心設(shè)計(jì)范圍
(III) Core design area
核心設(shè)計(jì)范圍4.03平方公里,為主要建設(shè)區(qū)域。提出詳細(xì)城市設(shè)計(jì)方案。
The core design area covers 4.03 square kilometers, which is the site for major developments. A detailed urban design plan shall be proposed for this area.

五.方案公開(kāi)征集規(guī)則
V. Rules for Solicitation of Proposals
本次城市設(shè)計(jì)方案征集采用全球公開(kāi)征集的方式,征集工作分為資格預(yù)審階段、方案設(shè)計(jì)階段兩個(gè)階段進(jìn)行。(詳見(jiàn)附件1)
The proposal solicitation for the Consultation Project opens globally to all design institutions. The solicitation process is divided into two stages, i.e. the pre-qualification stage and the plan formulation stage. (See Appendix 1 for details)
(一)資格預(yù)審階段
(I) Pre-qualification
通過(guò)在網(wǎng)上公開(kāi)發(fā)布方案征集公告,公開(kāi)接受?chē)?guó)內(nèi)外設(shè)計(jì)單位(包括聯(lián)合體,下同)的參賽申請(qǐng)。由方案公開(kāi)征集主辦單位組織資格預(yù)審會(huì),對(duì)提交的資格預(yù)審申請(qǐng)文件進(jìn)行綜合評(píng)估,擇優(yōu)評(píng)選出5家入圍參賽單位及2家候補(bǔ)參賽單位。如符合參賽資格的單位不足5家的,則主辦單位可根據(jù)實(shí)際情況決定入圍參賽單位數(shù)量或重新組織方案公開(kāi)征集工作;如確定入圍參賽單位后,出現(xiàn)入圍參賽單位因故放棄參賽資格的,在候補(bǔ)參賽單位中依次替補(bǔ)。資格預(yù)審結(jié)果經(jīng)主辦單位審定后在相關(guān)平臺(tái)對(duì)外公布。
By releasing an official announcement online, the Consultation Project is open to applications from domestic and overseas design institutions, which may apply alone or as a consortium. The Host will organize a pre-qualification review meeting to comprehensively evaluate the submitted application documents and based on merit short-list five pre-qualified participants (including consortium) and two alternate participants. In the case that fewer than five applicants are pre-qualified, the Host may decide on the actual number of short-listed participants or reorganise the solicitation process. Pre-qualified participant(s) who withdraw(s) halfway will be replaced by the alternate participant(s) in turn. The results of pre-qualification will be released on relevant platforms after approval by the Host.
(二)方案設(shè)計(jì)階段
(II) Plan formulation
1. 5家入圍參賽單位按要求參加方案公開(kāi)征集任務(wù)書(shū)發(fā)布會(huì)暨現(xiàn)場(chǎng)踏勘,開(kāi)展方案設(shè)計(jì),期間參加1次答疑暨中期交流會(huì),按時(shí)提交成果。
1. The five pre-qualified applicants are required to participate in the release and briefing meetings for public solicitation of proposals and a site visit. They should then proceed with the design proposal, take part in a Q & A session and mid-term exchange meeting, and submit the deliverables on time.
2. 方案公開(kāi)征集主辦單位組織方案評(píng)審工作,評(píng)選推薦2個(gè)優(yōu)勝方案(不分排名)。
2. The Host will organise the proposal evaluation process, select and recommend two winning proposals (without ranking).
六.資格預(yù)審階段細(xì)則
VI. Detailed Rules for Pre-qualification
(一)參賽資格條件要求
(I) Applicants’ qualifications
以下第1-6項(xiàng)為必要性要求,第7項(xiàng)為參考性要求。
The first six items are mandatory requirements, while the seventh is referential.
1.本次方案公開(kāi)征集接受境內(nèi)外參賽申請(qǐng)單位單獨(dú)或組成聯(lián)合體參賽,不接受自然人或自然人組合參賽。境內(nèi)外參賽申請(qǐng)單位均須在其所在地完成合法、有效的機(jī)構(gòu)注冊(cè)。
1. The solicitation of proposals is open to applications from domestic and overseas institutions, which may apply individually or as part of a consortium. Applications made by natural persons or teams of natural persons will not be accepted. All applicants must be legally and validly incorporated at their domiciles.
2.聯(lián)合體內(nèi)各參賽申請(qǐng)單位不得再以單位名義單獨(dú)參賽,或與其他參賽申請(qǐng)單位組成新的聯(lián)合體參賽。聯(lián)合體須提交《聯(lián)合體協(xié)議書(shū)》,并應(yīng)在聯(lián)合體協(xié)議中明確牽頭單位、各單位分工及費(fèi)用比例情況。
2. Members of a consortium are not allowed to enter the Consultation Project twice, either in its own name or as the member of another consortium. Consortia must submit a Consortium Agreement which clearly defines the consortium leader, the division of work, and the distribution proportions of design expense.
3.參賽申請(qǐng)單位負(fù)責(zé)人為同一人或者存在控股、管理關(guān)系的不同單位,不得同時(shí)單獨(dú)或加入不同的聯(lián)合體進(jìn)行參賽申請(qǐng)。
3. Applicant institutions which are run by one same person or interrelated in terms of shareholding or management are not allowed to enter the Consultation Project simultaneously, either alone or by joining different Consortia.
4.需指定1位領(lǐng)銜設(shè)計(jì)師,該領(lǐng)銜設(shè)計(jì)師須擔(dān)任過(guò)同類(lèi)型城市設(shè)計(jì)項(xiàng)目的主要設(shè)計(jì)負(fù)責(zé)人;且須直接參與本次方案公開(kāi)征集全過(guò)程,以及參與主辦單位要求的重要節(jié)點(diǎn)會(huì)議(包括但不限于現(xiàn)場(chǎng)踏勘、成果匯報(bào)、評(píng)審答疑等)。如在方案征集過(guò)程中發(fā)現(xiàn)領(lǐng)銜設(shè)計(jì)師與資格預(yù)審申請(qǐng)文件不符,主辦單位有權(quán)取消其入圍和獲獎(jiǎng)資格,并可根據(jù)相關(guān)規(guī)定追究其責(zé)任。
4. A lead designer shall be appointed, who must have experience of serving as a chief designer in projects of the same kind. The lead designer must be directly involved in the entire process of this solicitation of proposals and attend important meetings as required by the Host (including but not limited to site visits, results presentations, answering questions at evaluation meetings). During the proposal solicitation process, if discrepancies are identified between the lead designer and the information supplied in the pre-qualification application documents, the Host reserves the right to revoke their shortlisting and eligibility, and may enforce accountability according to relevant laws and regulations.
5.參賽申請(qǐng)單位的團(tuán)隊(duì)?wèi)?yīng)由多專(zhuān)業(yè)的人員構(gòu)成,包括但不限于城市規(guī)劃與城市設(shè)計(jì)、建筑設(shè)計(jì)、園林景觀(guān)、交通、生態(tài)、產(chǎn)業(yè)等專(zhuān)業(yè)人員。
5. The participating team of each applicant shall comprise a diverse range of specialists, including but not limited to those with expertise in urban planning, urban design, architecture, landscape architecture, transportation, ecology, and industry.
6.參賽申請(qǐng)單位須具有城市重點(diǎn)片區(qū)的城市設(shè)計(jì)、大型城市群或都市圈內(nèi)重要發(fā)展平臺(tái)的空間發(fā)展戰(zhàn)略或策劃項(xiàng)目、城市濱水重點(diǎn)地段詳細(xì)城市設(shè)計(jì)、城市更新項(xiàng)目經(jīng)驗(yàn)。
6. Applicants must have project experience in designing for key urban areas, formulating spatial development strategy or planning for large urban agglomerations or major development platforms within metropolitan areas, detailed urban design for key urban waterfront areas, and urban regeneration.
7.優(yōu)先考慮具有未來(lái)城市、生態(tài)韌性、綠色建筑、智慧交通等一個(gè)或多個(gè)方面的前沿性關(guān)鍵技術(shù)儲(chǔ)備的參賽申請(qǐng)單位。
7. Preferences will be given to applicants who possess cutting-edge expertise in one or multiple key technologies related to future cities, ecological resilience, green architecture, and smart transportation.
注:參賽申請(qǐng)單位需根據(jù)參賽資格條件要求按照參賽申請(qǐng)文件規(guī)定的內(nèi)容提供相應(yīng)證明材料。
Note: Applicants are required to submit the necessary supporting materials in accordance with the eligibility criteria outlined in the application documents.
(二)資格預(yù)審申請(qǐng)文件內(nèi)容
(II) Pre-qualification application documents
格式1-格式12按以下內(nèi)容及順序制作 ,A4橫版規(guī)格(210mm×297mm),格式13,A3橫版規(guī)格 ,雙面打印 , 簡(jiǎn)裝 ,軟皮封面裝訂成冊(cè)。一式兩份 ,正本1份(封面標(biāo)注“正本”字樣) ,副本4份 (封面標(biāo)注“副本”字樣) ,副本可為正本復(fù)印件。內(nèi)容包括但不限于(登記文件格式及內(nèi)容要求參見(jiàn)第三部分登記文件格式(格式1-格式13)及應(yīng)征單位認(rèn)為有必要提供其他材料)。
Templates 1 to 12 should be prepared in the specified order and content, in A4 landscape format (210mm×297mm), whereas Template 13 should be presented in A3 landscape format, printed on both sides, bound in soft covers, and compiled into a booklet. Two sets are required: one original copy (labeled ‘Original’ on the cover) and four duplicate copies (labeled ‘Duplicate’ on the cover), which may be photocopies of the original. The contents should include, but are not limited to (for registration document formats and content requirements, refer to Part Three Registration Document Formats (Templates 1-13) and any additional materials deemed necessary by the applicant).
(三)資格預(yù)審申請(qǐng)文件遞交時(shí)間及方式
(III) Submission time and method for pre-qualification application documents
1.資格預(yù)審申請(qǐng)文件遞交截止時(shí)間為2024年5月21日17:00(北京時(shí)間)。參賽申請(qǐng)單位須在資格預(yù)審申請(qǐng)文件遞交截止時(shí)間前,將完整資格預(yù)審申請(qǐng)文件按以下要求提交:
1. The deadline for submitting pre-qualification application documents is 17:00, 21 May 2024 (Beijing time). Applicants must submit the complete Pre-qualification Application Documents before the deadline in the following manner:
(1)電子文件:電郵至聯(lián)系郵箱 66459066@qq.com,其中資格預(yù)審申請(qǐng)文件提交可編輯文件及蓋章掃描件。郵件命名為“參賽申請(qǐng)單位全稱(chēng)—廣州市番禺區(qū)蓮花灣柏堂村及周邊城市設(shè)計(jì)方案公開(kāi)征集”。
(1) Electronic files: Email to the contact email address 66459066@qq.com, and the pre-qualification application documents should include editable files and scanned copies with official stamps. The email subject should be ‘Full Name of Participating Applicant - International Consultation for Urban Design for Lianhua Bay (Baitang Village and Surrounding Area), Panyu District, Guangzhou, China’.
(2)紙質(zhì)文件:現(xiàn)場(chǎng)提交或郵寄至廣州市越秀區(qū)站南路15號(hào)之一512室, (聯(lián)系人:班工,聯(lián)系電話(huà):020-62655580)并在外包封上標(biāo)注“參賽申請(qǐng)單位全稱(chēng)——廣州市番禺區(qū)蓮花灣柏堂村及周邊城市設(shè)計(jì)方案公開(kāi)征集”。
(2) Hard copy: Must be submitted in person or by post to Room 512, 15-1 Zhannan Road, Yuexiu District, Guangzhou (Contact person: Mr Ban; Tel: +86-20-62655580), and indicate on the envelope ‘Full Name of Participating Applicant - International Consultation for Urban Design for Lianhua Bay (Baitang Village and Surrounding Area), Panyu District, Guangzhou, China.
2.本次參賽以收到紙質(zhì)文件為準(zhǔn),提交時(shí)間以方案征集協(xié)辦單位接收到紙質(zhì)資格預(yù)審申請(qǐng)文件時(shí)間為準(zhǔn),逾期抵達(dá)的資格預(yù)審文件概不受理。書(shū)面紙質(zhì)文件與電子文件不一致的,以書(shū)面文件為準(zhǔn)。
2. For this Consultation Project, the receipt of hard copy documents will be considered official. The submission time will be based on when the co-organisers of the proposal solicitation receive the hard copy of pre-qualification application documents. Any pre-qualification documents that arrive after the deadline will not be accepted. In the event of discrepancies between hard copy and electronic files, the hard copy version will take precedence.
(四)資格預(yù)審辦法
(IV) Prequalification Methods
1. 主辦單位組織資格預(yù)審申請(qǐng)文件符合性審查,對(duì)資格預(yù)審申請(qǐng)文件的完整性、時(shí)效性進(jìn)行審查。
1. The Host will conduct a compliance review of the pre-qualification application documents, assessing their completeness and timeliness.
2. 主辦單位組建資格預(yù)審委員會(huì),資格預(yù)審委員會(huì)成員由專(zhuān)家及主辦單位代表組成。資格預(yù)審委員會(huì)由評(píng)審組長(zhǎng)主持評(píng)審工作,評(píng)審組長(zhǎng)通過(guò)推選產(chǎn)生,在評(píng)審中與其他成員有同等表決權(quán)。具體評(píng)審細(xì)則由資格預(yù)審委員會(huì)依據(jù)評(píng)審要點(diǎn)確定。
2. The Host will form a Pre-qualification Review Committee, consisting of experts and representatives from the Host. The committee will be led by the Committee Chair, selected through a nomination process and granted equal voting rights as other members during evaluations. Specific evaluation guidelines will be established by the Pre-Qualification Review Committee based on the evaluation criteria.
3. 資格預(yù)審委員會(huì)對(duì)參賽申請(qǐng)單位提交的資格預(yù)審文件從綜合實(shí)力、擬投入設(shè)計(jì)團(tuán)隊(duì)、相關(guān)業(yè)績(jī)等方面進(jìn)行綜合評(píng)估,采用投票方式,擇優(yōu)評(píng)選出5家入圍參賽單位及2家候補(bǔ)參賽單位。
3. The Pre-qualification Review Committee will make a comprehensive evaluation of the submitted pre-qualification application documents in terms of comprehensive strength, proposed design team and relevant portfolio, and vote to select 5 participants and 2 alternate participants.
4. 如符合參賽資格要求的參賽申請(qǐng)單位不足5家,則主辦單位可根據(jù)實(shí)際情況決定入圍參賽單位數(shù)量或重新組織方案公開(kāi)征集工作。入圍參賽單位評(píng)選結(jié)果經(jīng)主辦單位審定后將在相關(guān)平臺(tái)對(duì)外公布。
4. If there are fewer than 5 participating applicants that meet the eligibility requirements, the Host may decide on the number of shortlisted participants based on the actual situation or reorganise the proposal solicitation process. The results of the selection of shortlisted participants will be announced to the public on relevant platforms after approval by the Host.

本次方案征集通過(guò)廣州公共資源交易中心網(wǎng)站(網(wǎng)址:www.gzggzy.cn)、ABBS建筑論壇網(wǎng)站(網(wǎng)址:http://www.shihaitang.com/)、廣州國(guó)企陽(yáng)光采購(gòu)信息發(fā)布平臺(tái)(網(wǎng)址:http://ygcg.gzggzy.cn)和中國(guó)招標(biāo)投標(biāo)公共服務(wù)平臺(tái)(網(wǎng)址:http://www.cebpubservice.com)進(jìn)行發(fā)布,本公告在各媒體發(fā)布的內(nèi)容如有不同之處,以廣州公共資源交易中心網(wǎng)站(www.gzggzy.cn)站為準(zhǔn)。本次方案征集活動(dòng)不收取任何費(fèi)用。
The proposal solicitation for the Consultation Project will be announced on the websites of Guangzhou Public Resources Trading Service Platform (www.gzggzy.cn), ABBS Architecture Forum (http://www.shihaitang.com/), Guangzhou State-owned Enterprises Yangguang Procurement Information Release Platform (http://ygcg.gzggzy.cn) and China Tendering and Bidding Public Service Platform (http: //www.cebpubservice.com). In case of any discrepancy in the contents of this announcement as released in various media outlets, the website of Guangzhou Public Resources Trading Center (www.gzggzy.cn) shall prevail. There will be no fees charged for this proposal solicitation activity.
八.費(fèi)用支付安排
VIII. Payment arrangements
(一) 費(fèi)用設(shè)置
(I) Payments
1.方案基本費(fèi)用
入圍參賽單位按征集文件規(guī)定報(bào)送成果文件并經(jīng)審查符合方案公開(kāi)征集要求的,每家各獲得方案基本費(fèi)用(含稅)人民幣100萬(wàn)元。
1. Basic payment for the proposal
Each shortlisted participant that has submitted the required deliverable documents as stipulated in the solicitation documents and met the requirements of the proposal solicitation review will receive a basic payment of CNY 1,000,000 (tax inclusive).
2.優(yōu)勝方案費(fèi)用
主辦單位組織入圍參賽方案評(píng)審,評(píng)出2個(gè)優(yōu)勝方案,每家優(yōu)勝方案單位額外獲得優(yōu)勝方案費(fèi)用(含稅)人民幣130萬(wàn)元。
2. Payments to winning proposals
The Host will organise the evaluation of the shortlisted proposals and select 2 winning proposals. Each winning participant will receive an additional payment of CNY 1,300,000 (tax inclusive) for their winning proposal.
注:方案公開(kāi)征集成果經(jīng)主辦單位評(píng)定為無(wú)效方案的參賽單位,將不能獲得任何費(fèi)用。
Note: Participants whose proposal solicitation deliverables are deemed invalid by the Host will not receive any payment.
(二) 支付方式
(II) Method of payment
1.方案基本費(fèi)用:“入圍單位”提交的設(shè)計(jì)方案符合方案公開(kāi)征集要求的,經(jīng)評(píng)審選出優(yōu)勝方案結(jié)果后,根據(jù)評(píng)審結(jié)果簽訂《廣州市番禺區(qū)蓮花灣柏堂村及周邊城市設(shè)計(jì)方案公開(kāi)征集合同》,甲方于合同簽訂后及乙方向甲方提供的足額、合法有效的等額增值稅專(zhuān)用發(fā)票后向乙方支付方案基本費(fèi)用。
1. Basic payment for the proposal: If the design proposals submitted by the ‘shortlisted participants’ meet the requirements for the proposal solicitation, and after the wining proposals are selected through the evaluation process, the Contract for International Consultation for Urban Design for Lianhua Bay (Baitang Village and Surrounding Area), Panyu District, Guangzhou, China will be signed based on the evaluation results. After signing the contract by both parties and upon the submission of equivalent valid VAT special invoice of the PRC by Party B to Party A, Party A will proceed with the payment of the basic payment for the proposal to Party B.
2.優(yōu)勝方案費(fèi)用:經(jīng)評(píng)審選出優(yōu)勝方案結(jié)果后,根據(jù)評(píng)審結(jié)果簽訂《廣州市番禺區(qū)蓮花灣柏堂村及周邊城市設(shè)計(jì)方案公開(kāi)征集合同》,甲方于合同簽訂后及乙方向甲方提供的足額、合法有效的等額增值稅專(zhuān)用發(fā)票后向乙方支付50%費(fèi)用。乙方向甲方提交按照專(zhuān)家及相關(guān)部門(mén)意見(jiàn)修改完善后的方案(含時(shí)長(zhǎng)不少于1分鐘動(dòng)畫(huà))和足額、合法有效的等額增值稅專(zhuān)用發(fā)票后,甲方向乙方支付剩余50%費(fèi)用。
2. Payments to winning proposals: After the winning proposals are selected through the evaluation process, the Contract for International Consultation for Urban Design for Lianhua Bay (Baitang Village and Surrounding Area), Panyu District, Guangzhou, China will be signed based on the evaluation results. After signing the contract by both parties and upon the submission of equivalent valid VAT special invoice of the PRC by Party B to Party A, Party A will proceed with 50% of the payment to Party B. Subsequently, after Party B revises the proposal based on expert and departmental feedback, submits an animation (with a duration of no less than 1 minute), and provides Party A with equivalent valid VAT special invoice of the PRC, Party A will proceed with the remaining 50% of the payment to Party B.
3.乙方為中國(guó)境內(nèi)個(gè)人及企業(yè)的,應(yīng)自行辦理完稅手續(xù),并提供有效的稅局發(fā)票;乙方為中國(guó)境外個(gè)人及企業(yè)的,應(yīng)提供發(fā)票并辦理中國(guó)境內(nèi)完稅手續(xù)。
3. If Party B is a resident or a business entity within the PRC, they are responsible for processing tax procedures independently and providing valid tax bureau invoices. If Party B is a resident or a business entity outside the PRC, they must provide invoices and comply with tax procedures within the PRC.

本次方案公開(kāi)征集時(shí)間為2024年5月至2024年7月。
The proposal solicitation period is from May 2024 to July 2024.
2024年5月13日,發(fā)布方案公開(kāi)征集正式公告。
13 May 2024: Release of official announcement;
2024年5月21日,截止提交資格預(yù)審申請(qǐng)文件。
21 May 2024: Deadline for submitting pre-qualification application documents;
2024年5月下旬,組織資格預(yù)審會(huì),公布入圍參賽單位名單。
Late May 2024: Pre-qualification review meeting and announcement of pre-qualified applicants;
2024年5月下旬,召開(kāi)項(xiàng)目開(kāi)題會(huì)、答疑會(huì)和現(xiàn)場(chǎng)踏勘。
Late May 2024: Conducting project kickoff meeting, Q&A session, and site visit;
2024年5月下旬-7月下旬,方案編制階段,期間開(kāi)展1次的答疑暨中期交流會(huì)。
Late May - late July 2024: Plan formulation stage, with a Q&A session and mid-term exchange meeting;
2024年7月20日,各入圍參賽單位提交成果。
20 July 2024: Submission of final deliverables by shortlisted participants;
2024年7月下旬,召開(kāi)專(zhuān)家評(píng)審會(huì),評(píng)選出前2名優(yōu)勝方案。
Late July 2024: Organising an expert evaluation meeting to select 2 winning proposals.
注:所有時(shí)間均為北京時(shí)間,主辦單位可根據(jù)實(shí)際情況調(diào)整日程安排。
