01 項(xiàng)目概況Project Overview
項(xiàng)目區(qū)位示意圖 Project Location
本項(xiàng)目位于寶安區(qū)新橋街道新橋東片區(qū)重點(diǎn)城市更新單元內(nèi)，處于上南大道與長(zhǎng)流陂路之間，西側(cè)與恒昌榮高新產(chǎn)業(yè)園相鄰，東側(cè)靠長(zhǎng)流陂水庫和望天山。
The project is located in the key urban renewal unit of Xinqiao East Area, Xinqiao Subdistrict, Bao'an District, between Shangnan Avenue and Changliupi Road, adjacent to Hengchangrong High-tech Industrial Area on the west side, and Changliupi Reservoir and Wangtian Mountain on the east side.
本項(xiàng)目用地面積42057.11平方米，總建設(shè)面積約90000平方米，共48個(gè)班，提供2400個(gè)學(xué)位。項(xiàng)目工程總投資估算額72000萬元。（為匡算值，最終以概算批復(fù)的數(shù)據(jù)為準(zhǔn)）。根據(jù)全市教育設(shè)施建設(shè)安排，本項(xiàng)目施工工期約2年，需在2024年5月30日基本建成。
The project covers an area of 42,057.11 sqm, with a gross floor area of about 90,000 sqm. There are 48 classes and 2,400 posistions. The total investment of the project is estimated at RMB 720,000,000. (The final amount shall be subject to the approved budget estimate). According to the construction arrangements of educational facilities in Shenzhen, the construction period of the project is about 2 years, and it needs to be basically completed on May 30, 2024.

本項(xiàng)目將貫徹市委市政府加速建設(shè)高中的要求，通過運(yùn)用先進(jìn)教學(xué)理念和高標(biāo)準(zhǔn)建設(shè)要求，把項(xiàng)目建設(shè)成一所集生態(tài)、綠色、人文、智慧化的特色校園，期待打造成為國(guó)內(nèi)一流、高標(biāo)準(zhǔn)、高水平、具有經(jīng)典品質(zhì)的學(xué)校。
This project will implement the requirements of the Municipal Party Committee and Municipal Government to accelerate the construction of high schools, and apply advanced teaching philosophy and high construction standards, aiming to build a characteristic campus integrating ecology, green, humanity and intelligence and a domestically first-class school of high standard, high level and classic quality.

02 招標(biāo)內(nèi)容Tender Content
主要包括項(xiàng)目可研報(bào)告編制、方案設(shè)計(jì)及優(yōu)化、建筑專業(yè)初步設(shè)計(jì)、施工配合及服務(wù)、協(xié)助報(bào)建等。具體設(shè)計(jì)范圍包括但不限于以上各階段所涉及的總平面圖規(guī)劃、樁基礎(chǔ)、人防、建筑、結(jié)構(gòu)、給排水、電氣、通風(fēng)空調(diào)系統(tǒng)、燃?xì)�、智能化（含智慧校園）系統(tǒng)、消防系統(tǒng)、BIM、節(jié)能、綠色建筑、水土保持、海綿城市、景觀工程、室外工程、裝修裝飾、市政配套、外線電源、室內(nèi)外標(biāo)識(shí)標(biāo)牌等項(xiàng)目建設(shè)過程中的全部設(shè)計(jì)工作及項(xiàng)目可行性研究報(bào)告編制工作（如中標(biāo)單位無相應(yīng)分項(xiàng)資質(zhì)，需進(jìn)行專業(yè)分包）。
Major scope of work includes the preparation of project feasibility study report, schematic design, architectural design development, construction cooperation and service, assistance in construction application, and so on. The specific work includes, but is not limited to, all design work and the preparation of project feasibility study report of the following aspects, that is, general planning, pile foundation, civil air defense, architecture, structure, water supply and drainage, electrical, ventilation and air conditioning system, gas, intelligent (including intelligent campus) system, fire protection system, BIM, energy saving, green building, soil and water conservation, sponge city, landscape engineering, outdoor engineering, decoration, municipal facilities, external power supply, indoor and outdoor guide design. If the bid winner is not qualified to part of these service, specialist sub-contractors are required.
注：最終工作內(nèi)容以招標(biāo)文件和設(shè)計(jì)合同為準(zhǔn)，招標(biāo)人有權(quán)根據(jù)項(xiàng)目的批復(fù)情況調(diào)整工作內(nèi)容。
Note: the tenderee has the right to adjust the contents of the work according to the approval of the project.
03 招標(biāo)程序Tender Process
本項(xiàng)目采用公開招標(biāo)（資格預(yù)審）方式，分為三個(gè)階段，第一階段為資格預(yù)審階段、第二階段為方案投標(biāo)階段、第三階段為定標(biāo)階段。對(duì)資格預(yù)審入圍但未中標(biāo)的單位設(shè)置落標(biāo)補(bǔ)償費(fèi)。
The project adopts open bid (pre-qualification), including Stage 1 Pre-qualification, Stage 2 Design Competition and Stage 3 Final Evaluation. Unshortlisted bidders will be compensated.
■ 資格預(yù)審階段Pre-qualification phase
投標(biāo)申請(qǐng)人需提交資格預(yù)審申請(qǐng)文件，資格預(yù)審申請(qǐng)文件包含公司實(shí)力、設(shè)計(jì)團(tuán)隊(duì)實(shí)力與業(yè)績(jī)經(jīng)驗(yàn)、概念提案。
All design teams can apply by submitting pre-qualification application documents (company profile, team strength and similar experience, and draft concept).
資格預(yù)審合格的概念提案成果，以暗標(biāo)形式交由資格預(yù)審專家組進(jìn)行評(píng)審，最終確定7家入圍投標(biāo)人（無排序）及2家備選投標(biāo)人（有排序）作為備選。
The qualified anonymous conceptual proposal will be numbered and evaluated with open vote until 7 shortlisted bidders without ranking and 2 alternatives with ranking are selected.
通過資格預(yù)審的7家入圍投標(biāo)人應(yīng)按時(shí)提交《投標(biāo)確認(rèn)函》。如7家入圍投標(biāo)人中有退出下一階段方案投標(biāo)的，則備選投標(biāo)人依序替補(bǔ)。
The 7 shortlisted bidders should submit Bidding Participation Confirmation in time. If one of the 7 shortlisted bidders quits the bidding of the design competition stage, the alternative bidders shall be replaced in order.
若遞交《投標(biāo)確認(rèn)函》的投標(biāo)人因非不可抗力因素中途退出或最終放棄投標(biāo)，招標(biāo)人有權(quán)在今后拒絕該投標(biāo)人參加招標(biāo)人其他任何建設(shè)項(xiàng)目的投標(biāo)。
If the bidder who has submitted Bidding Participation Confirmation withdraws due to nonforce majeure, the tenderee shall have the right to refuse the bidder to participate in the tenderee's other project bid in the future.
■ 方案投標(biāo)階段Design Competition Stage
7家正式投標(biāo)人提交符合設(shè)計(jì)任務(wù)書要求的成果文件,每家投標(biāo)人只允許提交一個(gè)投標(biāo)方案。
The 7 bidders shall submit deliverables in accordance with the requirements of the design brief. Only ONE scheme of bidding documents is allowed from each bidder.
招標(biāo)人依法組建方案評(píng)標(biāo)委員會(huì)，對(duì)7家投標(biāo)人提交的投標(biāo)方案進(jìn)行評(píng)審（暗標(biāo)形式）。方案評(píng)標(biāo)委員會(huì)采用記名投票法，推薦3名中標(biāo)候選人（無排序）進(jìn)入定標(biāo)階段。
The tenderee will organize Scheme Review Committee by law. The jury members will evaluate the anonymous proposal with open vote, and recommend 3 shortlisted without ranking to the final evaluation.
■ 定標(biāo)階段 Final Evaluation Stage
定標(biāo)方式：票決定標(biāo)法（直接票決定標(biāo)、且票數(shù)過半數(shù)）
Method of Final Evaluation: Voting method (direct voting method with a majority of the votes)
由招標(biāo)人依法依規(guī)組建定標(biāo)委員會(huì)，并從方案評(píng)標(biāo)委員會(huì)推薦的3名中標(biāo)候選人中確定1名中標(biāo)人。
A final evaluation committee shall be set by the tenderee to determine the winner from the 3 finalists recommended by the scheme review committee.

05 資格預(yù)審報(bào)名條件Application Requirements
■ 報(bào)名條件Application Requirements
投標(biāo)人申請(qǐng)人必須是獨(dú)立法人機(jī)構(gòu)或合伙制企業(yè)或其他組織機(jī)構(gòu)。
The bidder applicant must be an independent legal entity or partnership or other organization.
如中標(biāo)人不具備國(guó)家住房和城鄉(xiāng)建設(shè)部頒發(fā)的建筑行業(yè)（建筑工程）甲級(jí)資質(zhì)或以上資質(zhì)，該中標(biāo)人應(yīng)在其中標(biāo)后自行委托一家國(guó)內(nèi)具有相應(yīng)設(shè)計(jì)資質(zhì)的單位，確保方案和初步設(shè)計(jì)滿足國(guó)內(nèi)、深圳市有關(guān)規(guī)范、規(guī)定和行政審批部門的要求。合同簽訂前，中標(biāo)人應(yīng)將擬委托單位的企業(yè)及擬派團(tuán)隊(duì)的業(yè)績(jī)提交招標(biāo)人確認(rèn)后方可進(jìn)行委托。
If the winning bidder does not possess the Engineering Design Integrated Qualification Class-A, the winning bidder shall entrust a qualified Chinese unit to ensure that the scheme and preliminary design meet the requirements of relevant domestic and Shenzhen norms, regulations and administrative examination and approval departments. Before signing the contract, the winning bidder shall submit the performance of the proposed entrusted enterprise and the team to the tenderee for confirmation.
本項(xiàng)目接受聯(lián)合體投標(biāo)，以聯(lián)合體投標(biāo)的合作方需符合以下要求：
This project accepts consortium bidding, and the bidding partners in the consortium must meet the following requirements:
1）聯(lián)合體成員不得超過2名（含牽頭單位）。
1) One consortium shall include no more than 2 members (including the leading member).
2）聯(lián)合體成員不得再單獨(dú)或以其他名義與其他設(shè)計(jì)單位組成其他聯(lián)合體參與報(bào)名。
2) Members of the consortium may not register individually or as part of another consortium.
3）聯(lián)合體合作方需簽署具法律效力的《聯(lián)合體協(xié)議》，并明確牽頭單位,各個(gè)設(shè)計(jì)階段中雙方的分工劃分方式和設(shè)計(jì)費(fèi)用的分?jǐn)偙壤�、分配方式等�?br />
3) The consortium members must sign a Consortium Agreement and clarify the leading member, division of labor between the two parties in each design stage, and design cost allocation ratio, distribution method, and other aspects.
本項(xiàng)目不接受個(gè)人或個(gè)人組合的報(bào)名。
Individual or teams of individuals will not be accepted.
06 設(shè)計(jì)費(fèi)Design Fee
本項(xiàng)目招標(biāo)控制價(jià)為668.09萬元，其中可行性研究報(bào)告編制費(fèi)：65.09萬元（參考《國(guó)家計(jì)委關(guān)于印發(fā)建設(shè)項(xiàng)目前期工作咨詢收費(fèi)暫行規(guī)定的通知》（計(jì)價(jià)格[1999]1283號(hào)計(jì)算，并下浮10%），方案及建筑專業(yè)初步設(shè)計(jì)費(fèi)為603萬元，招標(biāo)采用固定報(bào)價(jià)投標(biāo)（不下浮、不競(jìng)價(jià)）。
The control price of the tender is RMB 6,680,900, including RMB 650,900 for the preparation of project feasibility study report, with reference to Circular of the State Planning Commission on Issuing Interim Provisions on Consulting Fees for Preliminary Work of Construction Projects (calculated by Price [1999] No. 1283, and floating by 10%), and RMB 6,030,000 for schematic design and architectural design. The tender adopts a fixed quotation (no floating, no bidding).
本項(xiàng)目落標(biāo)補(bǔ)償標(biāo)準(zhǔn)為：進(jìn)入定標(biāo)環(huán)節(jié)但未中標(biāo)的2家單位各補(bǔ)償30萬元，資格預(yù)審合格但未進(jìn)入定標(biāo)環(huán)節(jié)的4家單位各補(bǔ)償15萬元。落標(biāo)補(bǔ)償費(fèi)用共計(jì)120萬元（含支付稅額），由招標(biāo)人支付給未中標(biāo)人。
The project offers compensation to the unshortlisted. 2 Applicants who enter final evaluation stage, but not the bid winner, will be compensated RMB 300,000 each. The 4 pre-qualified applicants that fail to enter the final evaluation stage will be given RMB 150,000 each. The total compensation fee is RMB 1,200,000, tax included, will be paid by the tenderee
