一、項目背景
I. Project background
成都市是國家歷史文化名城，國家中心城市，正努力建設(shè)“三城三都”（世界文創(chuàng)名城、旅游名城、賽事名城，國際美食之都、音樂之都、會展之都），邁向全面貫徹新發(fā)展理念的公園城市、國內(nèi)國際雙循環(huán)門戶樞紐、可持續(xù)發(fā)展的世界城市。武侯區(qū)是成都市中心城區(qū)之一，是國務(wù)院命名的“高科技文化區(qū)”，先后獲評“天府旅游名縣”“中國最佳國際營商環(huán)境城區(qū)”等榮譽(yù)。當(dāng)前，武侯區(qū)正以建設(shè)踐行新發(fā)展理念的公園城市示范區(qū)為引領(lǐng)，努力建設(shè)更高能級的“國際商務(wù)高地·人文宜居武侯”。
Chengdu is a national historical and cultural city, a national central city, and is striving to build “Three cities, Three Centers” (a world city of culture and creativity, tourism, event, and an international capital of food, music, and exhibitions), and is becoming a park city that fully implements the new development concept, a domestic and international double-cycle portal hub, and a sustainable development world city. Wuhou District is one of the central urban areas of Chengdu, and is named “High-tech Cultural District” by the State Council of the People’s Republic of China, and has been awarded the honor of “The Famous County of Tianfu Tourism”, “The Best International Business Environment City of China” and so on. Currently, Wuhou District is guided by building a park city demonstration area with the new development concept and striving to build a higher level of “International Business Heights - Humanistic and Livable Wuhou”.
成都音樂文創(chuàng)總部基地規(guī)劃面積約4.6平方公里，核心起步區(qū)為新南路、一環(huán)路南一段與錦江合圍區(qū)域，規(guī)劃面積1.2平方公里，是成都建設(shè)“國際音樂之都”的核心區(qū)。區(qū)域內(nèi)坐擁四川大學(xué)、四川音樂學(xué)院、四川職業(yè)藝術(shù)學(xué)院等高等院校，已建成成都城市音樂廳及成都音樂產(chǎn)業(yè)中心等多個重大項目，是展示中華文明、天府文化、成都魅力的重要窗口，將打造成為“國際音樂生態(tài)示范區(qū)”和“成都城市音樂會客廳”，構(gòu)建世界音樂族的追夢天堂，讓世界聽見成都的聲音。
Music Cultural and Creative Headquarters Base of Chengdu has a planning area of 4.6 km2. The core start-up area is with the area of 1.2 km2, surrounded by Xinnan Road, the southern section of the First Ring Road and Jinjiang River, and it is the core area of “International Music Capital” constructed by Chengdu. The planning area contains Sichuan University, Sichuan Conservatory of Music, Sichuan Vocational College of Art and other colleges and universities, and has completed a number of major projects such as Chengdu City Hall and Chengdu Music Industry Center. Meanwhile, the planning area is an important window to show Chinese civilization, Tianfu Culture and charm of Chengdu, and it will be built as the “International Music Ecology Demonstration area” and “Chengdu City Concert Living Room”, and a dream paradise for the world’s musicians to let the world hear the sound of Chengdu.
成都音樂文創(chuàng)總部基地位于成都音樂坊核心區(qū)域，共由音樂坊6、7、8號地塊組成，占地面積28.5畝，規(guī)劃屬性為商業(yè)用地。項目地處音樂大道與群眾路交叉處，緊鄰成都城市音樂廳與四川音樂學(xué)院，區(qū)位優(yōu)勢明顯，周邊人才富集，擬建成音樂演藝、原創(chuàng)音樂孵化、數(shù)字音樂等音樂產(chǎn)業(yè)為核心，融合商業(yè)、酒店等業(yè)態(tài)的城市綜合體。
Music Cultural and Creative Headquarters Base of Chengdu, which is located at the core area of Chengdu Music Fun, is combined with No. 6, No.7 and No.8 parcels of land of Music Fun covering an area of 28.5 mu (a unit of area, =0.0667 hectares), with the planning attribute of commercial land. The project is located at the intersection of Music Avenue and Mass Road, close to Chengdu City Music Hall and Sichuan Conservatory of Music, with obvious location advantages and abundant talents in the surrounding area. It is intended to be built as an urban complex with music performance, original music incubation, digital music and other music industries as the core, integrating commercial and hotel businesses.

（三）項目規(guī)模
本項目共有6、7、8號三宗地，總用地面積：19025.53㎡。宗地一與宗地二南北相鄰，中央為群眾路，宗地三位于宗地二西側(cè)。其中宗地一位于一環(huán)路南段與群眾路交匯處北側(cè)，南側(cè)為市政道路，北側(cè)臨住宅用地，用地面積為1899.27㎡，容積率1.5；宗地二位于一環(huán)路南段與群眾路交匯處南側(cè)，周邊為市政道路，用地面積為4732.01㎡，容積率7.0；宗地三位于群眾路與絲竹路交匯處西南側(cè)，周邊為市政道路，用地面積為12394.25㎡，容積率8.0。
(III). Project scale: Three parcels of land (No. 6, 7, and 8) are consisted in this project, Total land area: 19,025.53 m2. Parcel of Land 1 and Parcel of Land 2 are adjacent to each other from north to south, where Qunzhong Road is in the middle of them, and Parcel of Land 3 is located on the west side of Parcel of Land 2. Parcel of Land 1 is with a land area of 1899.27 m2 and floor area ratio of 1.5, it is located on the north side of the intersection of Qunzhong Road and the southern section of the First Ring Road, its south side is the municipal road and its north side is adjacent to the residential land； Parcel of Land 2 is with a land area of 4732.01 m2 and floor area ratio of 7.0, it is located on the south side of the intersection of Qunzhong Road and the southern section of the First Ring Road, and surrounded by municipal roads； Parcel of Land 3 is with a land area of 12394.25 m2 and floor area ratio of 8.0, it is located on the southwest side of the intersection of Qunzhong Road and Sizhu Road, and surrounded by municipal roads.

(IV). Overall project requirement
1.突顯音樂產(chǎn)業(yè)發(fā)展功能。成都音樂文創(chuàng)總部基地承載著聚集音樂產(chǎn)業(yè)、吸引音樂人才、彰顯音樂文化的功能，須突出音樂產(chǎn)業(yè)發(fā)展功能，科學(xué)布局演藝演出、辦公、商業(yè)等需求，使項目成為成都發(fā)展音樂產(chǎn)業(yè)總部最具吸引力的高地。
1. Highlight the function of music industry development. Chengdu Music Culture and Creative Headquarters Base carries the function of gathering music industry, attracting music talents and manifesting music culture. The project must highlight the function of music industry development, scientifically lay out the needs of performing arts, office and business, etc., making it as the most attractive highland for developing music industry headquarters in Chengdu.
2.突顯音樂文化特性。需充分挖掘成都城市文化，結(jié)合音樂文化特性，結(jié)合傳統(tǒng)文化與現(xiàn)代文化，彰顯強(qiáng)烈的音樂藝術(shù)氣息，打造具有國際一流水平，代表城市形象，突顯藝術(shù)品味的城市新地標(biāo)。
2. Highlight the characteristics of music culture. The project needs to fully explore the city culture of Chengdu, combine traditional culture, modern culture and the characteristics of music culture，highlight the strong musical art atmosphere. Meanwhile, the project should be built into a new landmark with international first-class level to represent the city image and highlight the artistic taste.
3.突顯社區(qū)協(xié)調(diào)統(tǒng)一。充分考慮城市發(fā)展規(guī)劃，結(jié)合成都城市音樂廳、四川音樂學(xué)院等周邊建筑和社區(qū)環(huán)境，三宗地塊統(tǒng)一規(guī)劃，合理布局，整體設(shè)計和社區(qū)和諧相融，特點突出。
3. Highlight coordination and unity of community. The project should take into full consideration of the urban development plan, combine with the Chengdu City Concert Hall, Sichuan Conservatory of Music and other surrounding buildings and community environment. The three parcels of land are planned in a unified and reasonable layout, with the overall design and community harmoniously blended and outstanding features.
4.突顯綠色環(huán)�？萍肌�概念設(shè)計要遵循貫徹新發(fā)展理念的公園城市建設(shè)要求，符合國家綠色建筑設(shè)計標(biāo)準(zhǔn)，充分體現(xiàn)生態(tài)綠化和低碳環(huán)保，使之成為碳中和的先鋒模范。
4. Highlight the environmental protection technology. The conceptual design should follow the requirements of the new development concept for the park city construction, meet the standards of national green building design, fully embody ecological greening and low carbon environmental protection, and make it a pioneering model of carbon neutrality.
（五）其他要求
中選單位（即編制中選方案的應(yīng)征單位）需按照征集人及政府相關(guān)部門要求對中選方案進(jìn)行修改、完善等工作，并承擔(dān)本項目設(shè)計方案優(yōu)化服務(wù)，以及項目實施期的總控咨詢服務(wù)，配合做好初步設(shè)計、施工圖設(shè)計期間及施工期間對創(chuàng)意理念、設(shè)計效果專業(yè)性的把控和服務(wù)。
(V) Other requirements
The selected institution (i.e., the candidate institution who prepared the selected proposal) is required to modify and improve the selected proposal according to the requirements of the solicitor and relevant government departments, and undertake the optimization service of the design proposal of the project, as well as the controlling consulting services during the project implementation. Meanwhile, the selected institution should cooperate well in controlling and serving the creative concept and professionality of design effect during the preliminary design, construction drawing design, and construction.

IV. Requirements of applicant qualification
（一）應(yīng)征人條件
(I) Candidates qualifications
1.為中國內(nèi)地（非港、澳、臺）機(jī)構(gòu)的，須為獨立法人，并具有建筑行業(yè)（建筑工程）設(shè)計甲級及以上資質(zhì)；
1. If the candidate is the organization in Chinese mainland (not including Hong Kong, Macau or Taiwan), the candidate should be an independent legal person and have the qualification of Grade A or above in construction industry (building engineering) design.
2.為我國港、澳、臺機(jī)構(gòu)的，須在其所在地區(qū)具有合法營業(yè)及設(shè)計許可；
2. If the candidate is the organization in Hong Kong, Macau or Taiwan of China, the candidate should have legal business and design permission in its region.
3.為境外機(jī)構(gòu)的，須在其所在國家或地區(qū)具有合法營業(yè)及設(shè)計許可。
3. If the candidate is overseas organization, it should have legal business and design license in its country or region.
4.本項目不接受聯(lián)合體參加。

5.應(yīng)征單位：被“列入失信被執(zhí)行人、重大稅收違法案件當(dāng)事人名單、政府采購嚴(yán)重違法失信行為記錄名單”的機(jī)構(gòu)，征集單位有權(quán)拒絕其參加本次征集活動。
5. The candidate institution: The solicitation institution has the right to refuse the participation of institutions that are listed in the “l(fā)ist of executors who have lost trust, the list of parties to major tax violation cases and the record list of serious illegal and untrustworthy acts in government procurement”.
（二）方案征集文件的獲取

1.凡有意參加方案應(yīng)征的單位，請于2021年10月30日至2021年11月5日，每日上午8:00時至12:00時，下午12:00時至18:00時（北京時間，下同，節(jié)假日除外）憑以下資料在四川標(biāo)成工程項目管理有限公司（四川省成都市成華區(qū)建材路37號1棟916號）或?qū)⒁韵沦Y料掃描件加蓋鮮章發(fā)送郵件（sichuanbiaocheng@outlook.com）進(jìn)行報名和獲取征集文件。
1. All institutions who are interested in participating in the solicitation of the proposal should apply and obtain the solicitation documents at Sichuan Biaocheng Engineering Project Management Co., Ltd. (No. 916, Building 1, No. 37, Jiancai Road, Chenghua District, Chengdu, Sichuan Province) from October 30, 2021 to November 5, 2021, daily from 8:00 to 18:00 (Beijing time, the same below, except holidays) with the following documents or by sending the scanned copies of the following documents with the fresh official seal by email (sichuanbiaocheng@outlook.com)

(1) Business license or legitimate business of the enterprise legal person, qualification certificate or design permit, authorization letter of legal person and ID card of the entrusted agent, confirmation letter of participation, confirmation letter of confidentiality, application form, contact information (including contact name, telephone number, mobile phone number, fax number and e-mail).
（2）報名資料須裝訂成冊；若報名資料是通過郵件發(fā)送的則必須遞交應(yīng)征文件時一并提交。

按照新冠疫情防控的新形勢及要求，“成都音樂文創(chuàng)總部基地概念設(shè)計方案征集項目推介會”為線下、線上相結(jié)合的形式同時舉行，各應(yīng)征單位自愿選擇參加會議的方式。
一、參加線下推介會的要求：各應(yīng)征單位限一人參加，參會人員須持48小時內(nèi)核酸檢測證明（陰性），并提交法定代表人委托函書，全程佩戴好口罩，且體溫正常。
會議地址：成都市武侯區(qū)絲竹路151號音產(chǎn)中心3樓
二、參加線上推介會的途徑：依托騰訊會議APP進(jìn)行，其中會議室號989781990，會議密碼652588。
（四）評審、獎勵辦法及相關(guān)要求
(IV) Evaluation, award method and related requirements
1.征集人邀請相關(guān)專家等組成評審專家組對本次方案進(jìn)行評審。
1. The solicitor will invite relevant experts and others as an evaluation expert panel to evaluate proposals.
2.評審委員會評審?fù)扑]應(yīng)征方案5名應(yīng)征人；并給予獎金各50萬元人民幣（含稅）。
2. The judging committee will review and recommend 5 candidates； and give a prize with 500,000 RMB (including tax) to these 5 candidates.
3.中選單位由應(yīng)征人報上級相關(guān)主管部門商議后確認(rèn)。中選單位應(yīng)按要求進(jìn)行方案優(yōu)化、完善修改并進(jìn)行方案匯報，滿足政府相關(guān)部門的審查要求，并按要求重新制作打印方案文本；在后續(xù)方案深化、初步設(shè)計或施工圖設(shè)計期間，做好對創(chuàng)意理念及設(shè)計效果專業(yè)性的把控、服務(wù)及咨詢工作，并根據(jù)征集人要求出具書面意見，中選單位深化方案費用 250 萬元人民幣（含稅）。
3. The selected institution will be reported by the solicitor to the superior relevant managing department to confirm the final selected institution after consultation. The selected institution should optimize, improve, modify and report the proposal as required, meet the review requirements of the relevant government departments, and recreate and reprint the proposal documents as required； during the subsequent proposal enhancement, preliminary design or construction drawing design, the selected institution should perform well in controlling, serving and consulting the creative concept and the professionalism of the design effect, and issue a written comment according to the requirements of the solicitor, the payment for the selected institution to improve the proposal is 2.5 million RMB (including tax).
4.報名單位少于10家時本項目征集工作終止，征集人不對應(yīng)征單位做任何補(bǔ)償。
4. If the number of the applied institution is less than 10, the solicitation process will be terminated and the solicitor will not make any compensation to the candidate institution.
（五）關(guān)于版權(quán)
(V) About copyright
1.應(yīng)征文件必須具有完整的著作權(quán)，不得侵犯他人著作權(quán)，若有侵權(quán)等違法行為，由應(yīng)征人承擔(dān)一切責(zé)任。
1. The candidate documents must have complete copyright and must not infringe on the copyright from others. If there exists any infringement and other illegal acts, the candidate should bear all responsibilities.
2.中選方案知識產(chǎn)權(quán)歸征集人所有，同時征集人具有全部使用權(quán)和修改權(quán)。
2. The intellectual property of the selected proposal belongs to the solicitor, and the solicitor has all rights in use and modification.
3.本次征集活動本身及與本次活動相關(guān)的文件所適用的法律和法規(guī)僅為中華人民共和國的法律和法規(guī)。
3. The solicitation itself and the documents related to the solicitation shall be governed only by the laws and regulations of the People’s Republic of China.
（六）應(yīng)征文件的遞交時間和地點

二、由于疫情原因，本項目接受中、高風(fēng)險地區(qū)應(yīng)征單位遞交電子文檔參與。（電子文檔要求：遞交電子文檔的應(yīng)征單位需在2021年12月11日上午9：30分前發(fā)送至指定郵箱（2088515252@qq.com），以郵箱到達(dá)的時間為準(zhǔn)，超過截止時間做無效應(yīng)征處理，電子文檔格式為PDF并加蓋單位公章。主創(chuàng)設(shè)計師方案闡述一并在規(guī)定時間提交，格式為MP4格式。）應(yīng)征公告中要求裝訂成冊的報名資料須在2021年12月10日下午5：00前通過郵寄方式郵寄至四川標(biāo)成工程項目管理有限公司（收件地址：成都市成華區(qū)建材路37號1棟916號，收件人：代先生，聯(lián)系方式：028-83350117。）
三、應(yīng)征單位提交的應(yīng)征文件若為中英文，以中文為準(zhǔn)，各應(yīng)征單位主創(chuàng)設(shè)計師匯報時長為8-10分鐘（主創(chuàng)設(shè)計師闡述需為中文）。
四、應(yīng)征文件為正本一套，副本六套并加蓋公章，正本與副本不一致時以正本為準(zhǔn)。
五、現(xiàn)場遞交應(yīng)征單位限二人參加，參會人員須持48小時內(nèi)核酸檢測證明（陰性），若無48小時內(nèi)核酸檢測證明（陰性）征集人有權(quán)拒收應(yīng)征文件；全程佩戴好口罩，且體溫正常。
（七）發(fā)布公告的媒介

方案征集公告在ABBS網(wǎng)（http://www.shihaitang.com）、中國招標(biāo)投標(biāo)公共服務(wù)平臺（bulletin.cebpubservice.com）、成都市武侯區(qū)人民政府門戶網(wǎng)（http://www.cdwh.gov.cn）上發(fā)布。
The solicitation announcement for the proposal is published on the ABBS website（http://www.shihaitang.com）, the China Bidding Public Service Platform (bulletin.cebpubservice.com), and the “Portal of the People’s Government of Wuhou District, Chengdu City” (http://www.cdwh.gov.cn).
（八）各應(yīng)征單位為參加本次方案設(shè)計征集而發(fā)生的一切費用均由各應(yīng)征單位自行承擔(dān)。
(VIII) All costs incurred by each candidate institution to participate in this solicitation proposal should be borne by itself.
（九）征集單位擁有本次征集活動的最終解釋權(quán)。
