01 項目概況
One. Overview
本次國際競賽旨在通過國內(nèi)外優(yōu)秀規(guī)劃設(shè)計機構(gòu)集思廣益，征集兼具未來性、創(chuàng)意性與實施性的城市設(shè)計方案。立足深圳建設(shè)中國特色社會主義先行示范區(qū)的使命，以粵港澳大灣區(qū)的視野，高起點規(guī)劃建設(shè)國際消費中心城市，將龍華國際商圈建設(shè)成為融合商業(yè)服務(wù)、創(chuàng)新創(chuàng)意、科創(chuàng)服務(wù)、品質(zhì)生活的多樣化城市功能的“粵港澳灣區(qū)消費首選地”。
The present international competition aims at drawing on collective wisdom and absorbing all useful ideas from both domestic and international excellent designing institutions for prospective, creative and operable urban designs. With Shenzhen’s mission of building a demonstrative pilot zone of socialism with Chinese characteristics as the foundation as well as the Guangdong-Hong Kong-Macao Greater Bay Area as the vision, it is expected that the construction of an international city of consumption center should be planned from a high point, so that Longhua International Business District can be built to become “the first choice of consumers in Guangdong-Hong Kong-Macao Bay Area” with diversified urban functions that are integrated with commercial services, innovative creation, scientific and technological services, and life of good quality.
02 項目區(qū)位
Two. Location
龍華國際商圈是龍華區(qū)六大重點片區(qū)之一，位于深圳市都市核心區(qū)、中部發(fā)展軸，橫跨龍華、民治、大浪三個街道，南部緊鄰深圳北站國際商務(wù)片區(qū)，東北部為龍華富士康和坂雪崗科技城，西部為陽臺山森林公園。一小時抵達寶安國際機場，10分鐘可達深圳北站，30分鐘抵達福田中心區(qū)，對外對內(nèi)交通便利。
The Longhua International Business District is one of the six key- areas in Longhua District. It is located in the core part and central development axis of Shenzhen City, stretching itself into three subdistricts of Longhua, Minzhi and Dalang whilst being adjacent to the Shenzhen North Station International Business Zone in the south. Longhua Foxconn and Banxuegang Technology City are located in the northeastern direction and Yangtaishan Forest Park is located in the west. Bao’an International Airport is just one-hour drive away, and Shenzhen North Railway Station is within 10 minutes’ drive and Futian Central is just 30 minutes away. Therefore, the traffic both outbound and inbound is of great convenience.
龍華國際商圈是提升中軸綜合服務(wù)能力的核心節(jié)點，一方面，承擔(dān)完善龍華自身功能體系，提升龍華生活品質(zhì)的重要職能，另一方面，依托北站交通樞紐，拓展商業(yè)中心輻射范圍，為其提供包容、便捷、生態(tài)、富有活力的復(fù)合商業(yè)空間。
The Longhua International Business District is the core section to improve the comprehensive service capabilities of the central development axis. On one aspect, the district has the function of perfecting Longhua’s own implementing system whilst enhancing the quality of life there. On the other aspect, with the North Railway Station Hub as the base, the exposure range of the business is expanded in the district, which provides Longhua with a space of commercial complex that is widely-open, handy, ecological, and vibrant.

03 本次競賽工作內(nèi)容
Three. The Work Contents for the Present Competition
本次國際競賽范圍共包含兩個層次，即城市設(shè)計范圍和概念建筑設(shè)計范圍。城市設(shè)計范圍約325公頃，具體范圍為東環(huán)一路、龍華大道、工業(yè)路、龍勝路、公園路圍合而成的區(qū)域（見下圖白色范圍線），其中包括三個重點項目的概念建筑設(shè)計：龍華商業(yè)中心、龍華第三工業(yè)區(qū)、核心區(qū)意向棚改項目。
The present international competition consists of two levels, namely the scope of urban design and the scope of conceptual architecture design. The former covers an occupation of approximately 325 hectares, including the range of Donghuan First Road, Longhua Avenue, Industry Road, Longsheng Road and Park Road (refer to the white scope line on map below). Among those, there are three key projects for conceptual architecture designs, namely the project of Longhua Business Center, the project of Longhua Third Industrial Zone as well as the intended shanty-area renovation project of the Core Zone.
本次國際競賽在人民路商業(yè)中心城市設(shè)計整體框架下對于片區(qū)重大商辦功能的標(biāo)志性建筑群征集創(chuàng)意性方案。參賽單位應(yīng)在對片區(qū)發(fā)展的綜合性分析基礎(chǔ)上，提出未來發(fā)展的產(chǎn)業(yè)和功能定位，提出城市設(shè)計理念，在功能布局、交通、公共空間、重點建筑形態(tài)等內(nèi)容上開展設(shè)計。
The present international competition aims at recruiting creative plans for sectional major landmark building complex with business and office functions under the general framework of the urban design of the Renmin Road Business Center. It is required that the participating entities should make a proposal of the orientation of the industries and functions for future development, based upon the comprehensive analyses of the sectional development whilst pushing forward the concept of urban design and performing the work of design in terms of functional layout, traffic, public space, key architecture formats etc.

1. 城市設(shè)計
1. Urban Design
對接龍華國際商圈的結(jié)構(gòu)框架，提出功能構(gòu)成及面向未來的空間結(jié)構(gòu)理念和措施，重點考慮“兩橫兩縱”（人民路、和平路、工業(yè)路、景龍建設(shè)路）四條重要軸線兩側(cè)城市設(shè)計管控、地上地下空間塑造與交通組織，以及片區(qū)與觀瀾河等公共開放空間的關(guān)系。
采用“綜合設(shè)計，綜合手段”針對片區(qū)在高強度存量開發(fā)、多個實施主體、新建與已建交織的背景下，提出構(gòu)建系統(tǒng)性、完整性的國際商圈的空間解決方案。
In accordance with the structural framework of Longhua International Business District, composition of functions as well as future-oriented spatial structure concepts and measures are required to be proposed. For the completion of the comprehensive conceptual urban design, focus shall be placed upon the design administration and control, the aboveground and underground space shaping and traffic organization of the four important axis lines of "the two- horizontal and the two -longitudinal" (namely Longhua Renmin Road, Longhua Heping Road, Industrial Road and Jinglong Construction Road), as well as the relationship between the district and different public open spaces, like the Guanlan River, etc.
Comprehensive Design and Comprehensive Approach shall be adopted to make a proposal of spatial solutions for building a systemic and integral international business district, with the areas of high-strength inventory development, multiple implementation entities, and the interweaved new and established sections as the context.

2. 概念建筑設(shè)計
2. Conceptual Architecture Design
重點考慮項目落地性，結(jié)合主辦方要求，充分考慮當(dāng)?shù)卣吲c規(guī)范、項目建設(shè)可行性，對龍華商業(yè)中心、龍華第三工業(yè)區(qū)、核心區(qū)意向棚改項目三個重點項目（用地面積約76公頃、總建筑面積約371萬㎡）方案達到概念性建筑設(shè)計深度。
The project implementation shall be on key focus. With the requirements raised by the host combined, the local policies and standards as well as the operability and economic costs of the project construction shall be taken into sufficient consideration. In the meanwhile, the plans for the three key projects (with a site occupation of about 76 hectares and a total floorage of about 3.71 million m2), namely of the Longhua Business Center, Longhua Third Industrial Zone and the intended shanty-area renovation project of the Core Zone, are requested to reach the depth of conceptual architecture design.

04 競賽規(guī)則
Four. Competition Rules
本次國際競賽采用 “公開征集+邀請參與” 的方式，分為資格預(yù)審階段，城市設(shè)計及概念性建筑方案設(shè)計階段、成果整合深化階段。
The mode of "open entry submission + invitation" is adopted for the present international competition, which consists of three phases, namely the pre-qualification, the urban design and conceptual architecture design, as well as the integration and further development of the accomplishments.
資格預(yù)審階段：資格預(yù)審共分為兩場，主辦方向受邀單位發(fā)出邀請，并從中選出2家入圍單位；未入選的受邀設(shè)計機構(gòu)，自動進入公開報名的設(shè)計單位名單中，參與第二場資格預(yù)審,過程中不可更換聯(lián)合體。另外4家入圍單位將在公開報名的設(shè)計單位（或聯(lián)合體）中擇優(yōu)選取，同時，評選出2個備選參賽團隊（須排序）。
The Phase of Pre-qualification: The pre-qualification consists of two rounds. The host shall send out letters of invitation to the invited entities and select two shortlisted teams. Invited entities that are not selected will automatically be included in the list of openly registered design entities to participate in the second round of prequalification and will not be allowed to change the consortium. The other four shortlisted teams shall be well selected from the design entities (or consortium) registered through public entries. In the meanwhile, there shall be two alternative teams selected based on the order.
城市設(shè)計及概念性建筑方案設(shè)計階段：6家設(shè)計機構(gòu)（聯(lián)合體）在提交有效的成果文件后，主辦方依法組建評審委員會，對參賽方案進行評審。
The Phase of Urban Design and Conceptual Architecture Design: After six design institutions (or consortium) submit valid documents of accomplishments, the host shall establish a judge panel in accordance with laws and conduct the evaluation of participating plans.
成果整合深化階段：第一名的設(shè)計機構(gòu)（聯(lián)合體）進行城市設(shè)計方案整合、重點建筑設(shè)計深化工作，其方案將作為本項目實施方案。原則上由第一名獲勝參賽團隊完成競賽方案深化工作。如第一名團隊放棄成果整合工作，則視為違約，只支付設(shè)計補償費人民幣120萬元。主辦方將另行委托其他設(shè)計單位負(fù)責(zé)后續(xù)工作。如有必要，整合深化單位需與設(shè)計范圍內(nèi)已確定的實施主體地塊的設(shè)計方案進行對接。
The Phase of Integration and Further Development of the Accomplishments: The winning designing institution (or consortium) of the first prize shall be allowed to carry out the integration of the urban design plans and the deepening of architecture design, and their plan shall be put into implementation for the present project. Normally, the winner(s) shall be able to complete the further development work of the prized plan. If the winner(s) shall abandon the integration work of the deliverables, the conduct shall be considered as a breach of the contract, and only the compensation fee of 1.2 million CNY shall be able to be paid out. The host shall have the right to entrust other design teams to take over the follow-up work. If necessary, the integration unit needs to connect with the design plan of the main plot that has been determined within the design scope.
05 報名要求
Five. Application Requirements
1. 受邀單位
Invited Entities
主辦方將邀請具有相關(guān)商業(yè)中心城市設(shè)計經(jīng)驗，具有國內(nèi)外重點地區(qū)城市設(shè)計實踐及成功案例經(jīng)驗的6家設(shè)計機構(gòu)（聯(lián)合體）參與本次國際競賽，并從中擇優(yōu)選出2家受邀設(shè)計機構(gòu)（聯(lián)合體）。
The host will invite six design institutions (consortium) which possess relevant experience in urban design of commercial centers as well as practical and successful experience in urban design of key areas domestically and internationally to attend the present international competition. Two excellent invited design institutions (consortium) shall be well-selected through proper evaluation.
2. 公開報名
Open Application
（1） 申請人須是國內(nèi)外注冊的獨立法人企業(yè)或機構(gòu)，如為國外單位，必須與國內(nèi)注冊的獨立法人企業(yè)聯(lián)合報名。本次競賽不設(shè)資質(zhì)要求。
The applicants shall be either enterprises with an independent legal person or institutions registered either in China or abroad. Foreign companies shall submit entries jointly with domestic enterprises with an independent legal person. No qualifications are required for the present competition.
（2） 接受聯(lián)合體參賽，聯(lián)合體成員數(shù)量不限。聯(lián)合體成員不得再單獨或以其他名義與其他設(shè)計單位組成其他聯(lián)合體參與報名，聯(lián)合體合作方需簽署具有法律效力的《聯(lián)合體協(xié)議》，并明確牽頭單位、各方工作分工等。
Consortium shall be accepted for the participation with no limitation in member numbers. No consortium members shall have the right to participate in the competition again alone or with another consortium by another name. The consortium members shall be requested to sign a Consortium Agreement with force of law whilst specifying the leading entity and individual labor division.
（3） 不接受個人或個人組合的報名。
No individual participant or individually-combined group will be accepted for the sign-up.
（4） 鼓勵設(shè)計團隊由城市規(guī)劃與設(shè)計、建筑設(shè)計、交通規(guī)劃設(shè)計、產(chǎn)業(yè)策劃等多專業(yè)人員組成。
It is encouraged that the design team shall consist of professionals from multiple fields, including urban planning and design, architecture design, transportation planning and industrial planning etc.
（5） 參與本次國際競賽的規(guī)劃設(shè)計人員應(yīng)為該設(shè)計機構(gòu)的在冊人員，主創(chuàng)設(shè)計師須由主持過多個同類型項目的人員擔(dān)任，需有5年以上相關(guān)工作經(jīng)驗，必須直接參與咨詢設(shè)計全過程，且現(xiàn)場踏勘、評審答疑、成果匯報均需參加并匯報。為了保證項目規(guī)劃設(shè)計人員對中國地區(qū)背景和相關(guān)要求的準(zhǔn)確理解，項目規(guī)劃設(shè)計人員中應(yīng)至少有一名通曉漢語的人士。
The participating designers for the present international competition shall be the registered personnel of the participating institution. The designer-in-chief shall have the skill of presiding over several projects of the same category as well as past relevant experience for at least 5 years. In addition, the designer-in-chief shall be directly involved with the whole designing process, including the site survey, reviewing and Q&A as well as the final presentation. It is required that at least one of the participating designers shall have the knowledge of the Chinese language, so the designers shall be ensured to have an accurate understanding of the regional background of China and relevant requirements.
（6） 具有以下項目經(jīng)驗的設(shè)計機構(gòu)（聯(lián)合體）將被優(yōu)先考慮：具有國內(nèi)外重點地區(qū)城市設(shè)計實踐及成功案例，具有商業(yè)中心規(guī)劃和建筑設(shè)計經(jīng)驗，具有豐富的綜合交通樞紐片區(qū)城市設(shè)計經(jīng)驗。
Design institutions (or consortium) with following project experience shall be given the prioritized consideration for further qualification: Practical and successful experience of key projects of urban design domestically or internationally； Experience of business center planning and architecture design； Rich experience in urban design of comprehensive transportation hub areas.
06 競賽獎金
Six. Competition Bonus
本次競賽的獎金均以人民幣支付，由所獲獎金等產(chǎn)生的任何稅費均由設(shè)計機構(gòu)（聯(lián)合體）自理。
The bonus for this competition is paid in RMB. Any taxes and dues generated by the bonus shall be in charge of the design institutions (consortium). themselves
主辦方確定前3名優(yōu)勝設(shè)計機構(gòu)（聯(lián)合體）的排名，符合設(shè)計要求的設(shè)計單位(聯(lián)合體)，依據(jù)其排名將獲得如下獎勵：
The hosts shall confirm the rank of top three winning design institutions (consortium). Design institutions (consortium) that cater to the design requirements shall get the following awards in accordance with the ranking order.
（1）一等獎（1名）獲得獎金人民幣300萬元，及成果整合深化費用人民幣457萬元；
（1）The first prize winner (1) shall be awarded with 3 million CNY as well as 4.57 million CNY for deliverable deepening work.
（2）二等獎（1名）獲得獎金人民幣200萬元；
（2）The second prize winners (1) shall be awarded with 2 million CNY；
（3）三等獎（1名）獲得獎金人民幣160萬元；
（3）The third prize winners (1) shall be awarded with 1.6 million CNY；
（4）其余3名入圍設(shè)計單位（聯(lián)合體）分別獲得獎勵人民幣120萬元。
（4）The other 3 shortlisted design institutions (consortium) shall be rewarded with 1.2 million CNY respectively.
設(shè)計單位以設(shè)計聯(lián)合體名義參加競賽活動的，主辦方將只與聯(lián)合體的牽頭方聯(lián)系和結(jié)算。境外設(shè)計單位賬戶若無法收取人民幣的，可授權(quán)境內(nèi)合法獨立法人代收款項。
If design institutions participate in the present competition by the name of consortium, the hosts shall only build the connection with the leading party of the consortium and settle accounts with them. If foreign design institutions are unable to accept RMB, they may authorize the independent legal persons within the border of China for the money collection.
如評審委員會認(rèn)為設(shè)計單位(聯(lián)合體)提交的成果文件未達到本次競賽設(shè)計工作深度及要求的，主辦方將不予支付其設(shè)計獎金。
If the judge panel affirm that the deliverables submitted by design institutions (consortium) do not cater to the depth and requirements of the present designing competition, the host shall have the right of not paying out the bonuses for the design.
07 日程安排
Seven. Schedule
☆所有時間均以北京時間為準(zhǔn)，主辦方保留調(diào)整日程安排的權(quán)利，如出現(xiàn)日程調(diào)整的情況，主辦方將通過郵件的形式，通知設(shè)計機構(gòu)（聯(lián)合體）。
The time is subject to Beijing time. The host shall reserve the right to adjust the schedule. In case of adjustment, the hosts shall notify the design institutions (consortium) by e-mail.

本次競賽資格預(yù)審報名需提交的資格預(yù)審文件由報名文件和概念提案兩部分組成。詳細(xì)的文件要求請參照《龍華人民路國際商業(yè)街區(qū)城市設(shè)計國際競賽—工作規(guī)則》及《龍華人民路國際商業(yè)街區(qū)城市設(shè)計國際競賽—設(shè)計任務(wù)書》。
The applicants shall submit a full package of Pre-qualification Document, which consists of two the Application Document and Concept Proposal. Please refer to the International Competition on Urban Design of Longhua International Business District on Renmin Road – Working Rules and Design Brief for detailed documents.
