Announcement of International Solicitation for Conceptual Planning of Jiangbei New Area (Temporary Name) and Urban Design of Riverside District in Taizhou
中國城市規(guī)劃學(xué)會(huì)（承辦方）受臺(tái)州市自然資源和規(guī)劃局、臺(tái)州市城市建設(shè)投資發(fā)展集團(tuán)有限公司（主辦方）聯(lián)合委托，面向國內(nèi)外開展《臺(tái)州市江北新區(qū)（暫命名）概念規(guī)劃及沿江片區(qū)城市設(shè)計(jì)》方案公開征集活動(dòng)�，F(xiàn)將相關(guān)事項(xiàng)公告如下：
Urban Planning Society of China (undertaker) is commissioned by Taizhou Natural Resources and Planning Bureau and Taizhou Urban Construction Investment and Development Group Co., Ltd. (organizer) jointly to launch this open international solicitation activity for the Conceptual Planning of Jiangbei New Area (Temporary Name) and Urban Design of Riverside District in Taizhou. The relevant matters are hereby announced as follows:
一、 征集目標(biāo)
I. Solicitation Objectives
臺(tái)州作為中國民營經(jīng)濟(jì)發(fā)祥地，是一座充滿活力和創(chuàng)新力的現(xiàn)代濱海城市。椒江是臺(tái)州的母親河，“一江兩岸”地區(qū)是臺(tái)州大灣區(qū)建設(shè)的重要抓手。
Taizhou, the birthplace of China’s private economy, is a dynamic and innovative modern coastal city. Jiaojiang River is the mother river of Taizhou, and the "One River, Two Banks" area is an important part of Taizhou Greater Bay Area construction.
江北新區(qū)是“一江兩岸”的北部板塊，歷史源遠(yuǎn)流長，是臺(tái)州的文化源點(diǎn)，“千年古郡治、臺(tái)州尋根地”的章安古鎮(zhèn)、明代軍事要塞前所均位于此。
Jiangbei New Area is the northern part of "One River, Two Banks " area with a long history. It is the cultural source of Taizhou. Zhangan Ancient Town of "Millennium Ancient County Rule, Taizhou Root-Seeking Place" and the former place of military fortress in Ming dynasty etc. are all located here.
在“以現(xiàn)代化灣區(qū)為統(tǒng)領(lǐng)奮力推進(jìn)臺(tái)州高質(zhì)量發(fā)展”基本方略下，江北新區(qū)面臨新的機(jī)遇，需要在新的發(fā)展格局下重新謀劃發(fā)展藍(lán)圖。通過科學(xué)研判，立足地域特色和潛力，應(yīng)對(duì)發(fā)展環(huán)境變化、理清發(fā)展思路、凝聚多元力量、以高水準(zhǔn)的規(guī)劃和設(shè)計(jì)引領(lǐng)江北新區(qū)的發(fā)展。
Under the basic strategy of "Pushing Forward the High-quality Development of Taizhou under the Guidance of Modern Bay Area", Jiangbei New Area faces new opportunities and needs to re-plan the development blueprint under the new development pattern. Through scientific research and judgment, based on regional characteristics and potential, to cope with the change of development environment, clear development ideas, gather multi-forces, and guide the development of Jiangbei New Area with high-level planning and design.
本次擬向國內(nèi)外征集兼具創(chuàng)新性和實(shí)操性的優(yōu)質(zhì)規(guī)劃設(shè)計(jì)方案。通過一流的規(guī)劃設(shè)計(jì)，挖掘新潛力、激活新要素、集聚新動(dòng)能，創(chuàng)造性地響應(yīng)“高質(zhì)量發(fā)展”要求，將江北新區(qū)打造成為 “古今融合體驗(yàn)地”、“美好生活承載地”。
This time, we will solicit innovative and practical high-quality planning and design schemes both at home and abroad. By first-class planning and design, exploring new potential, activating new elements, gathering new driving forces, and creatively responding to the requirements of "High-quality Development", Jiangbei New Area will be built into "Place of Ancient-Modern Fusion Experience" and "Place of Good Life".
二、 征集要求
II. Solicitation Requirements
本次征集活動(dòng)分為方案編制和后期深化兩階段。
This solicitation activity is divided into two stages, namely "scheme formulating" and "follow-up scheme deepening".
（一） 方案編制階段
（1） Scheme formulating stage
1. 江北新區(qū)概念規(guī)劃：明確江北新區(qū)發(fā)展定位和策略，探索城鄉(xiāng)關(guān)系和實(shí)施路徑,梳理重點(diǎn)區(qū)塊和優(yōu)化空間格局，形成總體空間特色風(fēng)貌,統(tǒng)籌安排開發(fā)時(shí)序等內(nèi)容；
1. Conceptual planning of Jiangbei New Area: To define the development orientation and strategy of Jiangbei New Area, explore the urban-rural relationship and implementation path, sort out key blocks and optimize the spatial pattern, form the overall feature of space, and arrange the development sequence in an overall way；
2. 沿江片區(qū)整體城市設(shè)計(jì)：以概念規(guī)劃為基礎(chǔ)，細(xì)化定位與業(yè)態(tài)、錨定空間結(jié)構(gòu)骨架、創(chuàng)新空間組織和形態(tài)風(fēng)貌、處理重要節(jié)點(diǎn)和重要界面、確立實(shí)施框架等內(nèi)容。在沿江片區(qū)整體城市設(shè)計(jì)的系統(tǒng)框架下，對(duì)核心區(qū)范圍進(jìn)行重點(diǎn)設(shè)計(jì)，以指導(dǎo)下一步的開發(fā)、建設(shè)與運(yùn)營。
2. Overall urban design of riverside district: Based on conceptual planning, to refine positioning and business type, anchor the framework of spatial structure, innovate spatial organization and physical feature, deal with important nodes and interface, establish implementation framework and so on. Under the systematic framework of the overall urban design of the riverside area, to focus on the design of the core areato guide its further development, construction and operation.
（二） 后期深化階段
（2） Follow-up scheme deepening stage
1. 負(fù)責(zé)深化整合的應(yīng)征機(jī)構(gòu)須按照評(píng)審委員會(huì)及主辦方意見，吸取其它方案優(yōu)點(diǎn)，修改完善和深化方案，形成符合實(shí)際、理念先進(jìn)、內(nèi)容完整的成果。
1. The applicant institute responsible for the deepening and integration work shall optimize and develop the scheme according to the opinions of the jury committee and the organizer, absorb the advantages of other schemes, and form a deliverable that is consistent with reality, advanced in concept, and complete in content.
2. 核心區(qū)城市設(shè)計(jì)深化至詳細(xì)城市設(shè)計(jì)深度（具體參見《臺(tái)州市城市設(shè)計(jì)技術(shù)管理規(guī)程（試行）》要求）。
3. The urban design of the core area shall be deepened to the detailed urban design depth (refer to the requirements of Taizhou Urban Design Management Regulations (Trial) for details).
三、 規(guī)劃與設(shè)計(jì)范圍
III. Scope of Planning and Design
江北新區(qū)概念規(guī)劃范圍：約91.4平方公里，包括章安街道行政區(qū)域62.2平方公里和前所街道行政區(qū)域29.2平方公里。
Scope of conceptual planning of Jiangbei New Area: About 91.4 square kilometres, including 62.2 square kilometres of Zhangan street administrative area and 29.2 square kilometres of Qiansuo street administrative area.
沿江片區(qū)整體城市設(shè)計(jì)范圍：約24平方公里，其中包含山體、農(nóng)田與水域。東至椒江二橋，南至椒江江堤，西至杭紹臺(tái)鐵路，北至椒北快速路。
Scope of overall urban design of riverside district: about 24 square kilometres, including mountains, farmland and waters. East to Jiaojiang Second Bridge, south to Jiaojiang River Bank, west to Hangzhou Shaotai Railway, north to Jiaobei Expressway.
核心區(qū)城市設(shè)計(jì)范圍：約6.8平方公里，東至華景河支流，南至椒江江堤，西至柏加浦，北至椒北快速路。
Scope of urban design of the core area: about 6.8 square kilometres, east to Huajing River tributary, south to Jiaojiang River Bank, west to Baijiapu, north to Jiaobei Expressway.

四、 應(yīng)征要求
IV. Application Requirements
（1）本次活動(dòng)采用公開報(bào)名的方式，境內(nèi)外合法注冊(cè)且有與本項(xiàng)目類似的相關(guān)設(shè)計(jì)經(jīng)驗(yàn)的機(jī)構(gòu)均可報(bào)名參加。其中：境內(nèi)應(yīng)征機(jī)構(gòu)須具備城鄉(xiāng)規(guī)劃編制甲級(jí)資質(zhì)、建筑行業(yè)（建筑工程）甲級(jí)資質(zhì)其中之一；境外應(yīng)征機(jī)構(gòu)須具有所在國、地區(qū)政府主管部門或其有關(guān)行業(yè)組織核發(fā)的從事城鄉(xiāng)規(guī)劃、建筑設(shè)計(jì)其中之一的相應(yīng)資格或執(zhí)業(yè)許可。本項(xiàng)目接受聯(lián)合體報(bào)名，但聯(lián)合體成員不得超過三家，聯(lián)合體各方不得再單獨(dú)以自己名義，或與另外應(yīng)征機(jī)構(gòu)組成聯(lián)合體報(bào)名。境外應(yīng)征機(jī)構(gòu)聯(lián)合境內(nèi)應(yīng)征機(jī)構(gòu)的，境內(nèi)應(yīng)征機(jī)構(gòu)資質(zhì)要求同上。不接受個(gè)人及個(gè)人組合的報(bào)名。
(1) This activity opens application to domestic and foreign institutes that are legally registered and have similar design experience to this project. The domestic applicant institutes must have one of Grade-A qualification of urban and rural planning formulation or Grade-A qualification of architecture and construction engineering； foreign applicant institutes must have one of the relevant qualifications of urban and rural planning or architecture design issued by the competent authority of the country, region, or relevant industry organizations. This project accepts application by consortium, but the consortium shall not have more than three members, and the members of the consortium are not allowed to apply separately on their own or form another consortium. If a foreign applicant institute consorts with a domestic applicant institute, qualification requirements for the domestic institute are the same as above. Applications by individuals or individual groups will not be accepted.
（2）參與本項(xiàng)目的專業(yè)技術(shù)人員須為該應(yīng)征機(jī)構(gòu)的在冊(cè)人員，主創(chuàng)設(shè)計(jì)師須有主持過多個(gè)同類型項(xiàng)目經(jīng)驗(yàn)，且須全過程參與。項(xiàng)目團(tuán)隊(duì)需各專業(yè)工種配備齊全。為了保證項(xiàng)目團(tuán)隊(duì)人員對(duì)中國地區(qū)背景和相關(guān)要求的準(zhǔn)確理解，境外應(yīng)征機(jī)構(gòu)的專業(yè)技術(shù)人員團(tuán)隊(duì)中應(yīng)至少有一名通曉漢語人士。
(2) The professionals involved in this project must be the current registered staff of the applicant institute； the chief designer must have experience in directing several similar projects and must participate in the whole process of the competition activity. The project team shall be fully equipped with all professional types of work. The professional team of the foreign applicant institute should include at least one member who is proficient in Chinese to ensure the accurate understanding of the regional background and relevant requirements.
（3）應(yīng)征機(jī)構(gòu)根據(jù)資格預(yù)審文件要求提供完整資格預(yù)審材料。
(3) The applicant institute shall provide complete prequalification materials in accordance with the requirements of the Prequalification Document.
（4）除上述條款外，當(dāng)征集活動(dòng)主辦方提出合理要求時(shí)，應(yīng)征機(jī)構(gòu)應(yīng)繼續(xù)補(bǔ)充提供符合相應(yīng)要求的資格證明文件。
(4) In addition to the above terms, when the competition organizer raises reasonable requests, the applicant institute shall continue to provide supplementary certification documents that meet the corresponding requirements.
五、 費(fèi)用及支付方式
V. Fees and Payment
應(yīng)征機(jī)構(gòu)按照《征集文件》要求遞交有效應(yīng)征文件后，經(jīng)評(píng)審委員會(huì)評(píng)審確定方案排名，前兩名為優(yōu)勝方案。主辦方將在方案編制階段支付獲優(yōu)勝方案應(yīng)征機(jī)構(gòu)獎(jiǎng)金230萬元人民幣（含稅）；分別支付第3名應(yīng)征機(jī)構(gòu)補(bǔ)償金150萬元人民幣（含稅），第4名應(yīng)征機(jī)構(gòu)補(bǔ)償金120萬元人民幣（含稅）。
After the applicant institutes submit valid application documents in accordance with the requirements of the Solicitation Document, the jury committee will review and determine the ranking of schemes, and the first two schemes will be the winning schemes. For the scheme formulating stage, the organizer will pay the winning applicant institutes a bonus of RMB 2.3 million (including tax)； pay the third applicant institute a compensation fee of RMB 1.5 million (including tax)； pay the fourth applicant institute a compensation fee of RMB 1.2 million (including tax).
但對(duì)于未按規(guī)定時(shí)間提交應(yīng)征文件，或其應(yīng)征文件按《征集文件》規(guī)定不被接受，或被取消應(yīng)征資格的應(yīng)征機(jī)構(gòu)，將不支付應(yīng)征設(shè)計(jì)補(bǔ)償金。
However, the applicant institute who fail to submit application documents within the prescribed time, or whose application documents are not acceptable according to the requirements of the Solicitation Document, or whose qualifications have been revoked, will not be paid the design compensation fee.
經(jīng)綜合考量，主辦方將在獲得優(yōu)勝方案的應(yīng)征機(jī)構(gòu)中，選取一家機(jī)構(gòu)進(jìn)行后期深化階段工作，并另授予設(shè)計(jì)合同，具體事宜根據(jù)后續(xù)工作的安排進(jìn)行協(xié)商，后期深化階段合同金額控制在470萬元人民幣（含稅）以內(nèi)。
After comprehensive consideration, the organizer will select one institute from the winning applicant institutes to carry out follow-up scheme deepening stage of work. and will sign another design contract. The specific matters will be negotiated according to the arrangement of the follow-up work. The contract amount in the follow-up deepening stage will be controlled within RMB 4.7 million (including tax).
六、 時(shí)間計(jì)劃
VI. Schedule
計(jì)劃于2020年5月上旬確定入圍應(yīng)征機(jī)構(gòu)、5月中下旬組織現(xiàn)場(chǎng)踏勘及召開項(xiàng)目發(fā)布會(huì)，屆時(shí)需應(yīng)征機(jī)構(gòu)主創(chuàng)設(shè)計(jì)師及其團(tuán)隊(duì)參會(huì)。方案編制階段設(shè)計(jì)周期約為3個(gè)半月。
It is planned to determine the shortlisted applicant institutes in early May 2020, and organize the site survey and hold the project release e conference in mid-to-late May 2020. The chief designer and other team members of the applicant institutes are required to attend the conference. The design period of the scheme formulating stage is about three and a half months.
七、 注意事項(xiàng)

凡有意參加本次方案征集活動(dòng)的應(yīng)征機(jī)構(gòu)，需先進(jìn)行報(bào)名登記，應(yīng)征機(jī)構(gòu)下載報(bào)名表格（附件1）并完整填寫報(bào)名信息后，發(fā)送郵件至指定郵箱zxb@planning.org.cn，承辦方收到報(bào)名表后，以郵件方式回復(fù)資格預(yù)審文件。
Any applicant who intends to participate in this solicitation activity shall register first. After downloading the registration form (Appendix 1) and completing the registration information, the applicant shall send it to the designated email address zxb@planning.org.cn. After receiving the registration form, the undertaker will reply with the Prequalification Document by email.
資格預(yù)審文件需要嚴(yán)格按照相關(guān)要求制作，遞交資格預(yù)審文件包括現(xiàn)場(chǎng)遞交和快遞郵寄兩種方式，因近期情況特殊，以快遞郵寄方式遞交時(shí)，請(qǐng)預(yù)留足夠的快遞運(yùn)輸時(shí)間。
Prequalification documents shall be made in strict accordance with relevant requirements, and can be submitted by on-site submission or express delivery. Due to the special circumstances recently, if submit by express delivery, please reserve enough time for the express transportation.
遞交資格預(yù)審文件的時(shí)間及地點(diǎn)：報(bào)名應(yīng)征機(jī)構(gòu)需于2020年4月27日16時(shí)前將資格預(yù)審文件的書面文件送達(dá)到下述指定地點(diǎn)，并將全部資格預(yù)審文件電子版發(fā)送至指定郵箱（zxb@planning.org.cn）。資格預(yù)審文件書面文件遞交地址：北京市海淀區(qū)三里河路9號(hào)住建部北配樓一層，中國城市規(guī)劃學(xué)會(huì)，張工（收），010-58323854。接收資格預(yù)審文件時(shí)間為工作日09:00-16:00，逾期送交或不符合規(guī)定的資格預(yù)審文件恕不接受。
Submission time and place for the prequalification documents: The applicant institutes should submit the printed prequalification documents to the designated address before 16:00 on April 27, 2020, and send all electronic prequalification documents to the designated email address (zxb@planning.org.cn). The submission address for the printed documents is as follows: Urban Planning Society of China, North Annex Building of Ministry of Housing and Urban-Rural Development, No.9 Sanlihe Road, Haidian District, Beijing, China, Miss Zhang (addressee), 010-58323854. The time for submission is 09:00-16:00 on working days. Prequalification documents that are overdue or do not meet the requirements will not be accepted.
資格預(yù)審結(jié)果公布：在報(bào)名結(jié)束后30個(gè)日歷天內(nèi)公布入圍應(yīng)征機(jī)構(gòu)評(píng)選結(jié)果。
Announcement of prequalification result: The selecting result of shortlisted applicant institutes will be announced within 30 calendar days after the application is completed.
