三、項(xiàng)目概況 Project Overview
深圳市,改革開(kāi)放重要經(jīng)濟(jì)特區(qū)、全國(guó)經(jīng)濟(jì)中心城市、國(guó)際科技產(chǎn)業(yè)創(chuàng)新中心、國(guó)際文化交流中心、國(guó)際海洋中心城市;光明區(qū),廣深科技創(chuàng)新走廊上的國(guó)家級(jí)科學(xué)城、珠三角重要的創(chuàng)新策源地、深圳北部中心。
Shenzhen, known as an important special economic zone for reform and opening up, a national economic center, an international center for science and technology, an international cultural exchange center, and a global marine central city, while its Guangming District is a national science city in Guangzhou-Shenzhen Science and Technology Innovation Corridor, an important source of innovation in the Pearl River Delta, and the north center of Shenzhen.
光明城樞紐位于深圳市光明區(qū)東南側(cè)的鳳凰城片區(qū),目前是廣深港高鐵的中間站。根據(jù)深圳市鐵路、城際軌道和城市軌道相關(guān)規(guī)劃,光明城樞紐除現(xiàn)狀廣深港高鐵外,還將引入贛深高鐵、深莞城際、城市軌道交通6號(hào)線支線、13號(hào)線和18號(hào)線等軌道,成為深圳西北部重要的交通樞紐。
Located in Phoenix Town, southeast of Guangming District, Shenzhen, Guangmingcheng Hub is currently the intermediate station of Guangzhou-Shenzhen-Hong Kong High-speed Railway. According to relevant planning of Shenzhen railway, intercity railway and urban rail transit, Ganzhou-Shenzhen High-speed Railway, Shenzhen-Dongguan Intercity Railway, and the branch line of Metro Line No. 6, as well as Metro Line No.13 & 18, will be introduced into Guangmingcheng Hub in addition to current Guangzhou-Shenzhen-Hong Kong High-speed Railway, which will make it become an important transport hub in northwest Shenzhen.
為高標(biāo)準(zhǔn)打造站城一體化綜合交通樞紐,決定開(kāi)展深圳市光明城綜合交通樞紐概念設(shè)計(jì)及主體建筑設(shè)計(jì)方案征集。
Therefore, the Solicitation for the Conceptual Design of Shenzhen Guangmingcheng Integrated Transport Hub and the Architectural Design of the Main Building is being held to build a comprehensive transport hub integrated with station and city in high standards.
四、征集范圍 Solicitation Scope
征集范圍分為“樞紐核心區(qū)建筑概念設(shè)計(jì)”和“片區(qū)綜合交通規(guī)劃研究”兩個(gè)部分。
The solicitation scope covers two parts, namely "the architectural concept design of the core hub area" and "the comprehensive transportation planning research on the area".
樞紐核心區(qū)建筑概念設(shè)計(jì)范圍:科林路(規(guī)劃)、僑凱路、鳳恩路、鳳興路所圍合的區(qū)域,面積約14.9公頃(法定圖則道路中線圍合范圍)。
Scope of the architectural concept design of the core hub area: Covering an area of 14.9 hectares, which is enclosed by Kelin Road (Planned), Qiaokai Road, Feng’en Road, Fengxing Road (i.e., the area enclosed by the road center line in the statutory plan).
片區(qū)綜合交通規(guī)劃研究范圍:觀光路、科泰路、外環(huán)高速公路、龍大高速公路、光僑路所圍合的區(qū)域,如有必要,可不限于此范圍。
Scope of the comprehensive transportation planning research on the area: The area enclosed by Guanguang Road, Ketai Road, Outer Ring Expressway, Longhua-Daling Mountain Expressway, and Guangqiao Road, which may not be limited to this if necessary.

五、征集內(nèi)容 Solicitation Contents
本次方案征集主要包括兩部分研究?jī)?nèi)容,分別為“樞紐核心區(qū)建筑概念設(shè)計(jì)”和“片區(qū)綜合交通規(guī)劃研究”。
This Solicitation mainly includes two parts of work contents, namely "the architectural concept design of the core hub area" and "the comprehensive transportation planning research on the area".
(1)樞紐核心區(qū)建筑概念設(shè)計(jì)內(nèi)容 Contents of the Architectural Concept Design of the Core Hub Area
樞紐核心區(qū)建筑概念設(shè)計(jì)是本次方案征集的重點(diǎn)。在高鐵高架線路和車站對(duì)城市噪音、震動(dòng)和景觀方面造成的不利影響和分割下,重點(diǎn)考慮應(yīng)用建筑化的手法消除以上影響。
The architectural concept design of the core hub area is the focus of the Solicitation. Under the negative influences including noise, vibration and division of landscapes caused by high-speed railway elevated lines and stations to the city, key consideration shall be given to the application of architectural techniques to eliminate the above influences.
在已有高架高鐵線路運(yùn)營(yíng)及將要建設(shè)新高鐵車站的情況下,對(duì)綜合交通樞紐(含高鐵、城際、城市軌道交通、機(jī)動(dòng)車等交通設(shè)施)及綜合開(kāi)發(fā)進(jìn)行整體設(shè)計(jì),明確平面布局及流線、建筑豎向布局,實(shí)現(xiàn)各類功能的無(wú)縫銜接與一體化設(shè)計(jì),并提出現(xiàn)實(shí)可行的綜合交通樞紐及物業(yè)開(kāi)發(fā)方案與分期實(shí)施建議。
Under the circumstances that existing elevated high-speed railway lines are still under operation while a new high-speed railway station is going to be built, carry out overall design for the integrated transport hub (including high-speed railway, intercity railway, urban rail transit, motor vehicles and other traffic facilities) and its comprehensive development, define the layout plan, circulation and vertical layout of the building, realize seamless connection and integrated design for various functions, and bring forward a practical and feasible development plan and phased implementation suggestions for the integrated transport hub and its property development.
(2)片區(qū)綜合交通規(guī)劃研究?jī)?nèi)容 Contents of the Comprehensive Transportation Planning Research on the Area
統(tǒng)籌考慮樞紐集散交通和物業(yè)開(kāi)發(fā)的進(jìn)出交通,提出交通組織方案以及道路系統(tǒng)、慢行系統(tǒng)、停車系統(tǒng)等設(shè)施布局方案;結(jié)合樞紐總體交通需求,優(yōu)化進(jìn)出交通組織,提出交通路網(wǎng)規(guī)劃方案和重要節(jié)點(diǎn)設(shè)計(jì)方案,形成高效協(xié)調(diào)的一體化綜合交通體系。
Comprehensively consider the distribution traffic and access traffic of property development in the Hub, put forward the traffic organization proposal as well as the layout planning concerning road system, slow traffic system, parking system and other facilities; optimize the access traffic organization, and propose the traffic network planning and important section design combined with the overall traffic demand of the Hub, so as to form an efficient and coordinated integrated traffic system.

六、征集規(guī)則 Solicitation Rules
本次方案征集分為“資格預(yù)審”、“概念方案設(shè)計(jì)”和“定標(biāo)”三個(gè)階段。資格預(yù)審階段將根據(jù)報(bào)名機(jī)構(gòu)提交的報(bào)名文件評(píng)選出5家入圍設(shè)計(jì)機(jī)構(gòu)進(jìn)入下一階段概念方案設(shè)計(jì)(同時(shí)選出2家有排序的備選設(shè)計(jì)機(jī)構(gòu),如入圍設(shè)計(jì)機(jī)構(gòu)退出則備選設(shè)計(jì)機(jī)構(gòu)依序替補(bǔ))。概念方案設(shè)計(jì)階段,5家入圍設(shè)計(jì)機(jī)構(gòu)提交符合技術(shù)任務(wù)書(shū)要求的成果文件,由方案評(píng)審委員會(huì)對(duì)提交的設(shè)計(jì)成果進(jìn)行評(píng)審,評(píng)選出兩個(gè)不排序的推薦方案及第三至五名。定標(biāo)階段,由招標(biāo)人依法依規(guī)組建定標(biāo)委員會(huì),并從方案評(píng)審委員會(huì)推薦的2名中標(biāo)候選人中確定1名中標(biāo)人。
There will be three stages, namely, "Prequalification", "Conceptual Design" and "Bid Finalization" in this Solicitation. At the stage of prequalification, 5 design firms will be shortlisted to enter the next stage of conceptual design according to the registration documents submitted by the applicants (at the same time, 2 alternatives will be selected; in case any shortlisted firm quits, they can take its place in order). At the stage of conceptual design, the 5 shortlisted firms shall submit deliverables that that meet the design requirements; the scheme review committee will review these deliverabels, and select 2 recommended schemes (without ranking) and rank the 3rd to 5th places. At the stage of bid finalization, the jury panel of final selection will be set up by the tenderee according to law to determine the winner from the 2 candidates recommended by the scheme review committee.
七、日程安排(暫定)Schedule (Provisional)

☆所有時(shí)間均以北京時(shí)間為準(zhǔn),組織機(jī)構(gòu)保留調(diào)整日程安排的權(quán)利。
☆The timetable above is applied in Beijing Time. The tenderee reserves the right to amend the agenda.
☆具體時(shí)間以深圳市建設(shè)工程交易服務(wù)中心公示的為準(zhǔn)。
☆The specific deadlines above are subject to the announcements on Shenzhen Construction Project Transaction Service Center.
八、征集費(fèi)用 Design Fees
經(jīng)過(guò)專家評(píng)審后,符合設(shè)計(jì)要求的設(shè)計(jì)機(jī)構(gòu)(聯(lián)合體),依據(jù)其排名將獲得如下方案征集費(fèi)用:
After the experts’ review, design firms (consortiums) that meet the design requirements will receive the following fees depending on their rankings:
第一名:可獲得設(shè)計(jì)合同和整合深化費(fèi)用人民幣100萬(wàn)元整(含稅);
1st place: It can win the design contract and receive the fee of design integration and detailing of RMB One Million Yuan (¥1,000,000) (tax included);
第二、三名:各可獲得獎(jiǎng)金人民幣200萬(wàn)元整(含稅);
2nd and 3rd places: Each can receive bonus of RMB Two Million Yuan (¥2,000,000) (tax included);
第四、五名:各獲得獎(jiǎng)金人民幣150萬(wàn)元整(含稅)。
4th and 5th places: Each can receive bonus of RMB One Million Five Hundred Thousand Yuan (¥1,500,000) (tax included).
第一名獲得《深圳市光明城綜合交通樞紐及上蓋物業(yè)建筑方案設(shè)計(jì)合同》,設(shè)計(jì)費(fèi)按160元/m2計(jì),預(yù)計(jì)約為3000萬(wàn)元,具體設(shè)計(jì)范圍在整合設(shè)計(jì)深化階段后由招標(biāo)人與中標(biāo)機(jī)構(gòu)協(xié)商確定。
The first-prize winner will be eligible to win the Architectural Scheme Design Contract of Shenzhen Guangmingcheng Integrated Transport Hub and Its Superstructure Development, whose design fee is estimated to be RMB Thirty Million Yuan (¥30,000,000) (tax included) according to RMB 160 Yuan/m2 and specific design scope will be determined by the tenderee after negotiating with the winning bidder when the design integration and detailing is completed.
本次方案征集費(fèi)用均以人民幣支付,由所獲費(fèi)用等產(chǎn)生的任何稅費(fèi)均由設(shè)計(jì)機(jī)構(gòu)(聯(lián)合體)自理。
The design fees concerning this Solicitation will be paid in RMB, and any taxes and fees incurred from the design fees, etc. shall be borne by design firms (consortiums).
九、報(bào)名要求 Registration Requirements
1、本次方案征集采取全球公開(kāi)報(bào)名的方式進(jìn)行,不設(shè)資質(zhì)要求,國(guó)內(nèi)外設(shè)計(jì)機(jī)構(gòu)均可報(bào)名參加,鼓勵(lì)聯(lián)合體投標(biāo)。不接受個(gè)人及個(gè)人組合的報(bào)名。
This is an internationally open solicitation. Domestic and international design firms can sign up for this Solicitation, subject to no restrictions on qualifications, and consortiums are welcome, but registration submitted by an individual or a team of individuals is not acceptable.
2、鼓勵(lì)各專業(yè)領(lǐng)域一流設(shè)計(jì)團(tuán)隊(duì)聯(lián)合參與,聯(lián)合體優(yōu)先考慮配置含建筑設(shè)計(jì)、軌道設(shè)計(jì)、綜合交通等類型的綜合型研究單位,以聯(lián)合體報(bào)名的合作方需符合以下要求:
Joint participation of outstanding design firms in various disciplines is encouraged. A consortium shall give priority to including comprehensive research units in fields of architectural design, rail transit, and comprehensive transportation, etc. Partners applying in the name of a consortium shall meet the following requirements:
(1)聯(lián)合體成員不得多于4家,且聯(lián)合體各方均不得再單獨(dú)或與其他單位組成新的聯(lián)合體參與報(bào)名。
Each consortium should have no more than 4 members, and no member is allowed to register twice for the Solicitation itself or in the name of another consortium.
(2)聯(lián)合體各方需簽署《聯(lián)合體協(xié)議》,協(xié)議中須明確合作各方的分工和設(shè)計(jì)費(fèi)用的分配方式。
The members should sign a legally effective Consortium Agreement, which shall specify the division of work between members and way of distribution of the design fee.
3、投標(biāo)人(獨(dú)立或聯(lián)合體)從2000年1月至今具有至少1項(xiàng)國(guó)際都市地標(biāo)性建筑或大型綜合交通樞紐的設(shè)計(jì)案例。
Bidders (independently or in consortiums) shall have at least 1 design case in landmark buildings of international cities or large-scale integrated transport hubs from January 2000 to the present.
4、中國(guó)境內(nèi)設(shè)計(jì)機(jī)構(gòu)必須具有在有效期內(nèi)的營(yíng)業(yè)執(zhí)照或相關(guān)部門(mén)頒發(fā)的法人主體證照,且必須具有獨(dú)立企業(yè)法人資格。境外設(shè)計(jì)機(jī)構(gòu)必須為在所在地合法注冊(cè)的獨(dú)立企業(yè)法人或其他組織。法定代表單位負(fù)責(zé)人為同一個(gè)人的兩個(gè)及兩個(gè)以上法人,母公司、全資子公司及存在控股、管理關(guān)系的公司,不得分開(kāi)報(bào)名參賽,具有關(guān)聯(lián)、控制、管理關(guān)系的公司可以共同組成聯(lián)合體形式報(bào)名參賽。
Domestic design firms within the Chinese territory shall be independent legal entities with valid business license issued by relevant departments. Overseas design firms shall be independent legal entities or organizations, which are legally registered in the country where they operate. Legal entities (two or more) with the same person in charge, the parent company, wholly-owned subsidiary and its holding company, or companies that have management relationship, are not allowed to participate in the Solicitation separately. Those companies that have connection, shareholding or management relationship can partner together as a consortium to apply for this Solicitation.
5、首席設(shè)計(jì)師需有主持設(shè)計(jì)過(guò)國(guó)際都市地標(biāo)性建筑的經(jīng)驗(yàn),并親自負(fù)責(zé)本項(xiàng)目的主要設(shè)計(jì)工作,包括概念方案設(shè)計(jì)、方案設(shè)計(jì)等設(shè)計(jì)核心工作,以及招標(biāo)人要求的重要匯報(bào)會(huì)等工作,如在方案設(shè)計(jì)過(guò)程中發(fā)現(xiàn)首席設(shè)計(jì)師與資格預(yù)審報(bào)名文件中提交的名單不符或申請(qǐng)?zhí)釄?bào)業(yè)績(jī)存在不實(shí)的情況,招標(biāo)人有權(quán)取消其入圍和中標(biāo)資格,并可根據(jù)相關(guān)規(guī)定追究其責(zé)任。
The chief designer shall have directed the design of landmark buildings in international cities, and must take charge of the main design work of the Project, including architectural concept design and scheme design, as well as important briefing meetings required by the tenderee. If there is any inconsistence found between the actual chief designer and that in the name list submitted for prequalification, or there is a false situation found in the project experience submitted for prequalification, the tenderee reserves the right to nullify the involved design firm from being shortlisted and winning the bid, and hold such bidder responsible for corresponding legal liabilities.
6、主創(chuàng)人員中至少有一位具備設(shè)計(jì)大型綜合交通樞紐的項(xiàng)目經(jīng)驗(yàn)和案例的業(yè)績(jī)。
At least 1 key designer shall have the design experience and cases in large-scale integrated transport hubs.
