Pre-qualification application documents and Electronic files are sealed in a sealed bag indicated with "project name" and "bidder’s name". (The name of the bidder shall be the same as the name of the company registered in Shenzhen Construction Project Transaction Service Centre). The bidder shall send the required information to the second floor window of Design Building, No. 8 Zhenhua Road, Futian District, Shenzhen before the deadline for submission of bidding document in the bidding announcement of Shenzhen Construction Project Transaction Service Centre (http://zjj.sz.gov.cn/jsjy/) (no mail or express delivery is acceptable, documents must be submitted on site). The tenderee will not accept pre-qualification application documents submitted after the deadline.
(4)投標(biāo)人遞交資格預(yù)審申請(qǐng)文件時(shí),請(qǐng)手持一份法人證明書(shū)和法人授權(quán)委托書(shū),以便深圳市建設(shè)工程交易服務(wù)中心工作人員接受資格預(yù)審申請(qǐng)文件時(shí)核查遞交人員身份。

Project overview:
深港科創(chuàng)綜合服務(wù)中心項(xiàng)目位于深港科技創(chuàng)新合作區(qū)深方園區(qū)西翼福田保稅區(qū)內(nèi),是保稅區(qū)的形象展示窗口和交通門(mén)戶地區(qū),處于海關(guān)圍網(wǎng)內(nèi)部。項(xiàng)目東側(cè)為福保中心公園和長(zhǎng)平商務(wù)大廈,北側(cè)居住區(qū)為福源花園,西側(cè)為德寶物流大廈,南側(cè)為昱科環(huán)球存儲(chǔ)科技(深圳)有限公司以及長(zhǎng)富金茂大廈。項(xiàng)目商業(yè)用地面積8118.1㎡,文體設(shè)施用地3000㎡,軌道交通(地鐵出入口)用地249.5㎡。
Located in Futian Free Trade Zone, west wing of Shenzhen Park of Shenzhen-Hong Kong Science and Technology Innovation Cooperation Zone, Shenzhen-Hong Kong Innovation Integrated Service Center is a window for image display and transport gateway of the free trade zone, which is inside the customs fence. On the east side of the project are Futian Free Trade Zone Central Park and Changping Business Building, on the north side is Fuyuan Garden, on the west side is Turbo Logistics Building, on the south side are HGST (Shenzhen) Co., LTD and Changfu Jinmao Building. The commercial area of the project is 8118.1㎡, the cultural and sports facilities area is 3000㎡, and the rail transit (metro entrance) area is 249.5㎡.
商業(yè)辦公地塊(01地塊)總計(jì)容建筑面積為83710.㎡。其中商業(yè)辦公面積為75110㎡,公共配套設(shè)施8600 ㎡(含公共配套用房、社康中心、警務(wù)室),塔樓限高200m,地下停車(chē)位不少于312個(gè),地下公共通道約530㎡。
The total floor area of commercial office plot (plot 01) included into FAR calculation is 89569.70 ㎡. The commercial office area is 75110 ㎡, the public supporting facilities area is 8600㎡ (including public supporting housing, community health service center and police room), the tower height is up to 200m, no less than 312 underground parking spaces, and the underground public passageway area is about 530㎡.
文體設(shè)施用地(02地塊)總計(jì)容面積約為6400㎡。地下室不超過(guò)三層,和辦公商業(yè)地下室零退線建設(shè),地上與商業(yè)辦公地塊連通。
The total area of the land for cultural and sports facilities (lot 02) included into FAR calculation is about 6,400 ㎡. The basement has no more than three floors. The distance between the boundary line of commercial office basement and the boundary line of office & commercial plot is zero. The commercial office basement is connected with the office & commercial plot above the ground.
本設(shè)計(jì)項(xiàng)目為限額設(shè)計(jì),商業(yè)辦公地塊總建安費(fèi)應(yīng)控制在71,322.00萬(wàn)元以內(nèi),文體設(shè)施地塊總建安費(fèi)應(yīng)控制在1,2000.00萬(wàn)元以內(nèi)。
This project is designed to limit the design, construction and installation of commercial office plot (plot 01) total cost should be controlled within RMB 713.22 million, total cultural and sports facilities (lot 02) construction and installation costs should be controlled within RMB 120.00 million.

1、招標(biāo)范圍:
Scope of Tender:
1.1本次全過(guò)程設(shè)計(jì)招標(biāo)為深港科創(chuàng)綜合服務(wù)中心的辦公與商業(yè)(01地塊)和文體設(shè)施(02地塊)兩個(gè)地塊一體化設(shè)計(jì),投標(biāo)階段的工作內(nèi)容包括但不僅限于(詳見(jiàn)“設(shè)計(jì)任務(wù)書(shū)”):
The whole process design is for the integrated design of office and commercial (plot 01) and cultural and sports facilities (plot 02) of Shenzhen-Hong Kong Innovation Integrated Service Center. The work contents in the bidding stage include but are not limited to (see "Design Brief" for details) :
1)建筑方案設(shè)計(jì)。
Architectural scheme design.
2)景觀概念設(shè)計(jì)。
Landscape conceptual design.
3)所在街區(qū)的整體城市設(shè)計(jì)(研究范圍見(jiàn)任務(wù)書(shū)圖7)。
The overall urban design of the block in which it is located (see Figure 7 in the Brief for the scope of the study).
4)室內(nèi)主要空間概念設(shè)計(jì)(包括但不限于大堂、商業(yè)、文體設(shè)施的室內(nèi)概念設(shè)計(jì))。
Conceptual design of main indoor spaces (including but not limited to indoor conceptual design of lobby, commercial and cultural and sports facilities).
5)投資估算。
Investment estimates.
1.2中標(biāo)單位以設(shè)計(jì)總包的形式完成以下內(nèi)容并達(dá)到相應(yīng)要求:
The winning bidder shall complete the following contents in the form of design general contracting and meet the corresponding requirements:
(1)前期設(shè)計(jì)配合(如用地相關(guān)手續(xù)的配合)、整體城市設(shè)計(jì)、建設(shè)用地范圍內(nèi)的總圖設(shè)計(jì)、室外工程設(shè)計(jì)、建筑物設(shè)計(jì)、構(gòu)筑物設(shè)計(jì)、地下工程設(shè)計(jì)、規(guī)劃設(shè)計(jì)及單體設(shè)計(jì)等,包含方案設(shè)計(jì)及方案深化設(shè)計(jì)(含投資估算)、初步設(shè)計(jì)(含初步設(shè)計(jì)概算)、施工圖設(shè)計(jì)、施工配合、竣工驗(yàn)收、竣工圖編制等涉及本項(xiàng)目的一切設(shè)計(jì)及設(shè)計(jì)服務(wù)工作。
All design and design services related to this project such as early-stage design coordination (such as coordination of land-use-related procedures), overall urban design, general drawing design within the construction land area, outdoor engineering design, building and structure design, underground engineering design, planning design and single design, including scheme design and scheme deepening design (including investment estimation), design development (including design development budget estimate), construction drawing design, construction cooperation and completion acceptance, preparation of as-built drawings.
(2)工作內(nèi)容和范圍包括但不限于以下:建筑、結(jié)構(gòu)、建筑電氣、給水排水、采暖通風(fēng)與空氣調(diào)節(jié)、燃?xì)猓ㄉ鲜鼋ㄖこ趟南嚓P(guān)專(zhuān)業(yè)的設(shè)計(jì)內(nèi)容,包括總平面布置、豎向設(shè)計(jì))、公共區(qū)域及辦公示范區(qū)樣板間(辦公內(nèi)部、商業(yè)內(nèi)部、其他功能空間內(nèi)部外所有公共空間)精裝修設(shè)計(jì)、裝配式設(shè)計(jì)、室內(nèi)外園林景觀及綠化設(shè)計(jì)、室外總圖設(shè)計(jì)和各類(lèi)管網(wǎng)管線及其綜合設(shè)計(jì);紅線范圍內(nèi)的市政配套及與紅線外各項(xiàng)市政管線與道路接口設(shè)計(jì);限高、人防、消防、抗震支吊架、預(yù)留孔洞、節(jié)能、水保、防洪、交通、地鐵影響評(píng)價(jià)、環(huán)評(píng)、地災(zāi)、交評(píng)、道路開(kāi)口、地鐵影響評(píng)估、綠色建筑、防雷、泛光照明、標(biāo)識(shí)系統(tǒng)(含地上及地下室交通標(biāo)識(shí)標(biāo)線)、智能化、裝配式建筑、擦窗機(jī)設(shè)備設(shè)計(jì)、電梯(升降梯及自動(dòng)扶梯)工程、BIM設(shè)計(jì)、外墻及天面清潔和維修系統(tǒng)工程、幕墻、鋼結(jié)構(gòu)及網(wǎng)架等的深化設(shè)計(jì);編制各專(zhuān)項(xiàng)報(bào)告,包括但不限于項(xiàng)目申請(qǐng)報(bào)告、環(huán)評(píng)報(bào)告、土壤檢測(cè)、水土保持報(bào)告、地質(zhì)災(zāi)害報(bào)告、綠色建筑、海綿城市、地震安全性評(píng)估、風(fēng)洞試驗(yàn)、交通影響評(píng)價(jià)報(bào)告、市政管網(wǎng)接駁等;工程招標(biāo)所需的技術(shù)要求和說(shuō)明等相關(guān)文件;滿足政府相關(guān)部門(mén)審查和甲方所需要的所有專(zhuān)項(xiàng)咨詢、專(zhuān)項(xiàng)設(shè)計(jì)、專(zhuān)題研究及專(zhuān)項(xiàng)評(píng)審(包括與地鐵公司溝通并完成各階段設(shè)計(jì)報(bào)地鐵公司審批),報(bào)批報(bào)建所需的評(píng)審資料、會(huì)務(wù)及與政府相關(guān)部門(mén)的協(xié)調(diào)工作等。以上未列出但與本項(xiàng)目密切相關(guān)、必不可少的系統(tǒng)、專(zhuān)業(yè)、其他特殊工程和投資計(jì)劃所含項(xiàng)目的設(shè)計(jì)。
The work contents and scope include but are not limited to the following: architecture, structure, building electricity, water supply and drainage, heating, ventilation and air conditioning, gas (the design contents of relevant specialties included in the above-mentioned construction projects include general layout and vertical design), design of fine decoration of model rooms for public areas and office demonstration zones (all public spaces in office, commercial and other functional spaces), design of prefabricated building, design of indoor and outdoor garden landscape and greening, outdoor general drawings, various pipe networks and roads and their integrated design; municipal supporting facilities within the boundary line and interface design of municipal pipelines outside the boundary line; deepening design of height limit, civil air defense, fire protection, anti-seismic support and hangers, reserved holes, energy conservation, water conservation, flood control, traffic, metro impact assessment, environmental assessment, geological disaster, traffic impact assessment, road opening, metro impact assessment, green building, lightning protection, floodlighting, marking system (including above-ground and basement traffic marking), intelligence, design of prefabricated building, window washer design, elevator and escalator engineering, BIM design, external wall and roof cleaning and maintenance system engineering, curtain wall, steel structure and grid structure, etc.; prepare all the special reports, including but not limited to project application report, environmental impact assessment report, Soil testing, soil and water conservation report, geological disaster report, green building, sponge city, seismic safety assessment, wind tunnel test and traffic impact assessment report, and connection of municipal pipeline network, etc.; relevant documents such as technical requirements and descriptions required for project bidding; all special consultation, special design, special research and special review (including communicating with the metro company and submitting the design at all stages to the metro company for approval) required by Party A meeting the requirements of relevant government departments for review, review materials for application and approval, meeting affairs and coordination with relevant government departments. The design of the systems, specialties, other special projects and projects included in the investment plan that are not listed above but are essential to the project.
(3)中標(biāo)人在設(shè)計(jì)和項(xiàng)目實(shí)施過(guò)程中還應(yīng)配合招標(biāo)人完成以下配合工作:報(bào)建配合;二次深化設(shè)計(jì)配合及相關(guān)二次深化圖紙的審核;與項(xiàng)目實(shí)施有關(guān)的一切設(shè)計(jì)配合工作(如地鐵接駁設(shè)計(jì)配合、工程地基勘察配合、基坑設(shè)計(jì)與樁基礎(chǔ)工程招標(biāo)配合、工程總承包招標(biāo)配合);
The winning bidder shall also cooperate with the tenderee to complete the following work during the design and project implementation: cooperation in construction start application; cooperation in secondary deepening design and review of relevant secondary deepening drawings; all the cooperation related to project implementation (such as subway connection design coordination, engineering foundation survey coordination, foundation pit design and pile foundation engineering bidding coordination, project general contracting bidding coordination);
(4)其他與本項(xiàng)目有關(guān)的設(shè)計(jì)工作。

(5)中標(biāo)人如無(wú)相應(yīng)的專(zhuān)項(xiàng)設(shè)計(jì)資質(zhì),或需要其他專(zhuān)業(yè)公司配合的工作(如幕墻設(shè)計(jì)、室內(nèi)設(shè)計(jì)、機(jī)電顧問(wèn)咨詢、結(jié)構(gòu)顧問(wèn)咨詢),應(yīng)委托具有相應(yīng)資質(zhì)和實(shí)力的單位承擔(dān)。對(duì)于需要專(zhuān)業(yè)公司進(jìn)行深化設(shè)計(jì)的項(xiàng)目,包括但不限于上述(1-4)條中所述內(nèi)容,其設(shè)計(jì)深度必須滿足施工圖設(shè)計(jì)深度要求。其設(shè)計(jì)成果須經(jīng)中標(biāo)人審核通過(guò)。
If the winning bidder has no corresponding special design qualification, or the work that requires the cooperation of other professional companies (such as curtain wall design, interior design, mechanical and electrical consulting, structural consulting)it shall entrust a unit with corresponding qualification and strength to undertake the project. For projects requiring intensive design by professional companies, including but not limited to those described in (1-4) above, the design depth must meet the design depth requirements of construction drawings. The design results shall be reviewed and approved by the winning bidder.
(6)參加和接受設(shè)計(jì)過(guò)程中所必須、必要的審查和專(zhuān)項(xiàng)審查例如超限審查等各項(xiàng)審查,接受招標(biāo)人委托的第三方顧問(wèn)公司和審圖機(jī)構(gòu)及精細(xì)化審圖機(jī)構(gòu)的圖審,并對(duì)其提出的意見(jiàn)進(jìn)行協(xié)商和修改直至審查通過(guò)。
Participate in and accept the necessary and special reviews in the design process, such as over-limit reviews, accept the drawing review of third-party consulting companies entrusted by the bidder and the drawing review agencies and fine drawing review agencies, and negotiate with them to modify their opinions until the approval of the review.
報(bào)名要求:
Requirements for registration:
1.投標(biāo)人必須是具有合法經(jīng)營(yíng)資格的建筑設(shè)計(jì)公司,本項(xiàng)目招標(biāo)內(nèi)容系其主營(yíng)業(yè)務(wù)范圍之一,不接受個(gè)人及個(gè)人組合的報(bào)名。
The bidder must be an architectural design company with legal operation qualification, and the bidding contents of this project are one of its main business scope, and the application of individuals and combinations of individuals is not accepted.
2.投標(biāo)人(或聯(lián)合體牽頭單位)須具備國(guó)家住房和城鄉(xiāng)建設(shè)部頒發(fā)的建筑行業(yè)(建筑工程)甲級(jí)或工程設(shè)計(jì)綜合甲級(jí)資質(zhì),資質(zhì)證書(shū)有效期應(yīng)不早于截標(biāo)日期,如在截標(biāo)日期前到期的須提供政府主管部門(mén)提供的有力續(xù)期證明材料。
The bidder (or the leading member of the joint group) shall have Grade A qualification for construction industry (construction engineering) or comprehensive engineering design issued by the Ministry of Housing and Urban-Rural Development of the People’s Republic of China, The expiry date of the qualification certificate shall not be earlier than the cut-off date. If it expires before the cut-off date, a renewal certificate provided by the competent government department shall be provided.
3.本次招標(biāo)接受設(shè)計(jì)機(jī)構(gòu)組成設(shè)計(jì)聯(lián)合體投標(biāo)。境外投標(biāo)人需為獨(dú)立注冊(cè)的法人或?yàn)楫?dāng)?shù)亟ㄖ袠I(yè)協(xié)會(huì)成員,并與境內(nèi)投標(biāo)人組成聯(lián)合體報(bào)名投標(biāo),聯(lián)合體成員不多于兩家。境內(nèi)投標(biāo)人為聯(lián)合體牽頭單位,且需滿足報(bào)名條件第1條和第2條要求。聯(lián)合體牽頭單位承擔(dān)投標(biāo)及履約中應(yīng)承擔(dān)的全部法律責(zé)任與義務(wù),其他聯(lián)合體成員單位承擔(dān)連帶責(zé)任。以聯(lián)合體形式投標(biāo)的單位,聯(lián)合體各成員單位不得再單獨(dú)以自己名義,或者與另外的設(shè)計(jì)單位組成聯(lián)合體參加此次投標(biāo)。
This tender accepts agencies to form a joint group for tendering. The overseas bidder shall be a legal person registered independently or a member of the local construction industry association, and shall team up with domestic bidders to form a joint group for registration and tendering. The joint group shall have no more than two members. The domestic bidder shall be the leading member of the joint group, and shall meet the requirements of Articles 1 and 2 of the application conditions. The leading member of the joint group shall bear all legal liabilities and obligations to be assumed in the bidding and performance of the contract, and other members of the joint group shall bear joint and several liabilities. For units bidding in the form of a joint group, each member of the joint group shall not participate in the bidding in its own name alone or in a joint group formed with another design unit.
4.項(xiàng)目負(fù)責(zé)人必須為境內(nèi)投標(biāo)人人員且具備國(guó)家住房和城鄉(xiāng)建設(shè)部頒發(fā)的一級(jí)注冊(cè)建筑師資質(zhì)。
The person in charge of the project must be the staff of a domestic bidder and have the qualification of first-grade registered architect issued by the Ministry of Housing and Urban-Rural Development of the People’s Republic of China.
競(jìng)賽規(guī)則(含日程安排):

1、本次招標(biāo)分為三個(gè)階段,分別為第一階段 - 報(bào)名及資格預(yù)審,第二階段 - 設(shè)計(jì)競(jìng)標(biāo)階段 及第三階段 - 定標(biāo)階段。第一階段- 報(bào)名及資格預(yù)審,公開(kāi)征集設(shè)計(jì)方案,投標(biāo)單位根據(jù)招標(biāo)規(guī)則及設(shè)計(jì)任務(wù)書(shū),提交相應(yīng)的報(bào)名文件和概念提案,通過(guò)資格預(yù)審選出5名投標(biāo)申請(qǐng)人作為入圍投標(biāo)人進(jìn)入第二階段的設(shè)計(jì)競(jìng)標(biāo)階段。同時(shí)再評(píng)選出2家備選投標(biāo)人(須排序)。
The tender is divided into three stages, separately, Stage 1 Application & Qualification, Stage 2 Design bidding, and Stage 3 Determination of Winning bidder. Design schemes will be collected at the first stage where bidders shall submit the corresponding application documents and conceptual proposal according to the tender rules and design brief, and 5 bidders will be pre-qualified to enter the second stage, with another 2 alternative bidders (sequenced).

This schedule is for the convenience of the bidders to understand the general process of the project. All dates and time listed are Beijing time, which shall be subject to the actual events and time of each stage of the project (dynamic announcement by Shenzhen Construction Project Transaction Service Centre) (dynamically announced by Shenzhen Construction Project Transaction Service Centre). (1)本次招標(biāo)評(píng)選出前二名中標(biāo)候選人,定標(biāo)委員會(huì)從中確定一名中標(biāo)人,中標(biāo)人將獲得本項(xiàng)目的設(shè)計(jì)合同,另外一名中標(biāo)候選人則獲得設(shè)計(jì)補(bǔ)償費(fèi)80萬(wàn)元人民幣(含稅)。
This tender will select the top two winning candidates, from which the award committee will determine one winning bidder. The winning bidder will obtain the design contract of the project, and the other candidate will receive a design compensation of RMB800,000(including tax).
(2)其他進(jìn)入設(shè)計(jì)競(jìng)標(biāo)環(huán)節(jié)的入圍投標(biāo)人且其方案得到評(píng)審委員會(huì)認(rèn)可的將分別獲得設(shè)計(jì)補(bǔ)償費(fèi)60萬(wàn)元人民幣(含稅)。
Other shortlisted bidders who have entered the design bidding process and whose schemes have been approved by the review committee will receive a design compensation of RMB 600,000(including tax).
(3)設(shè)計(jì)補(bǔ)償費(fèi)的支付:本次投標(biāo)的設(shè)計(jì)補(bǔ)償費(fèi)均以人民幣支付,費(fèi)用均含稅,獲得設(shè)計(jì)補(bǔ)償費(fèi)的投標(biāo)人應(yīng)在中標(biāo)公示結(jié)束(且沒(méi)有異議)后一個(gè)月內(nèi)簽署落標(biāo)補(bǔ)償協(xié)議并提供請(qǐng)款資料,招標(biāo)人在中標(biāo)公示結(jié)束(且沒(méi)有異議)后開(kāi)始辦理支付手續(xù),支付協(xié)議和請(qǐng)款資料要求將在招標(biāo)文件中發(fā)布。
Payment of design compensation: the design compensation for this tender shall be paid in RMB, including tax. The bidders that have obtained the design compensation fee shall sign the substandard compensation agreement and provide the payment request information within one month after the conclusion of the bid-winning publicity (without objection). The tenderee shall go through the payment formalities after the bid-winning publicity (without objection). The payment agreement and the payment request information will be published in the tender documents.

The shortlisted bidders shall make a quotation for the Shenzhen-Hong Kong Innovation Integrated Service Center according to the design scheme, and submit the quotation together with the design tender outcome document.
商業(yè)辦公地塊(01地塊)設(shè)計(jì)合同總價(jià)不超過(guò)3269.00萬(wàn)元人民幣(含稅),設(shè)計(jì)費(fèi)總價(jià)包干。01地塊投標(biāo)單位按總價(jià)報(bào)價(jià)。
The total contract price for the design of commercial office plot (plot 01) shall not exceed RMB 32.69 million (tax included). The total price of the design fee is inclusive. Units bidding for 01 plots are quoted at the total price.
文體設(shè)施地塊(02地塊)設(shè)計(jì)合同設(shè)計(jì)費(fèi)用暫定總價(jià)為526.64萬(wàn)元,02地塊投標(biāo)單位按單價(jià)報(bào)價(jià),投標(biāo)報(bào)價(jià)上限為487.63元/m2(含稅),面積以《建設(shè)工程規(guī)劃類(lèi)許可證》中的總建筑面積為準(zhǔn),設(shè)計(jì)費(fèi)單價(jià)包干。文體設(shè)施地塊為貢獻(xiàn)用地,待文體貢獻(xiàn)用地的計(jì)劃資金下達(dá)后,按福田區(qū)政府投資項(xiàng)目代建制管理辦法中資金監(jiān)管協(xié)議相關(guān)內(nèi)容予以支付。
The design contract design cost of the cultural and sports facilities plot (Plot 02) is tentatively set at RMB5.2664 million.Units bidding for Plot 02 shall quote at a unit price, and thebid price shall not exceed RMB 487.63/m2 (including tax). The area is based on the total floorarea in the Construction Engineering Planning Permit. The design fee is a fixed unit price. The cultural and sports facilities plot is contribution land. After the planned funds are allocated, they will be paid according to the relevant contents of the fund supervision agreement in the administrative measures for the agent construction system of investment projects of Futian District Government.
招標(biāo)人支付的費(fèi)用均含稅,中標(biāo)單位應(yīng)提供中國(guó)境內(nèi)完稅發(fā)票,設(shè)計(jì)費(fèi)收款單位必須為境內(nèi)(不含港澳臺(tái))公司。
The fees paid by the tenderee shall include tax. The winning bidder shall provide the tax payment invoice in China. Design fee payees must be domestic (excluding Hong Kong, Macao and Taiwan) companies.
