Announcement on the International Competition for the Architectural Design of the Airport New Town Comprehensive Emergency Center
為保障深圳國際會展中心建成后順利投入運營，統(tǒng)籌協(xié)調(diào)片區(qū)消防、公安、醫(yī)療急救、交警、綜合指揮等應(yīng)急工作，根據(jù)深圳市委市政府及寶安區(qū)政府的有關(guān)要求，按照空港新城片區(qū)的最新規(guī)劃研究，決定在深圳國際會展中心二期用地范圍內(nèi)建設(shè)空港新城綜合應(yīng)急中心。
In order to ensure the smooth operation of Shenzhen World Exhibition & Convention Center after its completion and coordinate the emergency work of fire control, public security, medical first aid, traffic police and comprehensive command in the area, according to relevant requirements of Shenzhen Municipal Party Committee and Government as well as Bao’an District Government, and in accordance with the latest planning and research of the Airport New Town area, it was decided to build an Airport New Town Comprehensive Emergency Center within the land area covered by Phase II of Shenzhen World Exhibition & Convention Center.
為快速推進空港新城綜合應(yīng)急中心的建設(shè)工作，深圳市寶安區(qū)大空港新城發(fā)展事務(wù)中心特組織空港新城綜合應(yīng)急中心建筑方案設(shè)計國際競賽，面向全球征集一流的設(shè)計方案和設(shè)計團隊。
In order to speed up the construction of the Airport New Town Comprehensive Emergency Center, the Development Affairs Center of Shenzhen Bao’an Airport New Town is organizing this International Competition for the Architectural Design of the Airport New Town Comprehensive Emergency Center, aiming to seek world-class design teams with excellent design schemes.
1、項目規(guī)模和位置 Project Scale and Location
項目位于深圳市寶安區(qū)空港新城片區(qū)沙福路與海匯路交叉口。項目總用地面積7627平方米，總建筑面積最高約57100平方米。其中，地上建筑面積最高約31900平方米，地下建筑面積最高約25200平米。項目總投資匡算約為41000萬元。
The project site is located at the intersection between Shafu Road and Haihui Road in the Airport New Town Area, Bao’an District, Shenzhen. It covers a total land area of 7,627 square meters (sqm), and the maximum total building area is about 57,100 sqm. Among them, the maximum ground area is 31,900 sqm, and the maximum underground area is 25,200 sqm. The total investment of the Project is roughly estimated to be RMB 410 Million Yuan.
2、組織方式 Organization
本次國際競賽分為“資格預(yù)審”“方案競賽”“中標設(shè)計”三個階段。資格預(yù)審階段將根據(jù)報名機構(gòu)提交的報名文件（項目理解文件和商務(wù)文件）評選出6家入圍的設(shè)計機構(gòu)進入方案競賽階段。方案競賽階段將根據(jù)入圍設(shè)計機構(gòu)提交的設(shè)計方案評選出2個推薦方案，最后由定標委員會從2個推薦方案中確定1個中標方案。最終由中標方案的設(shè)計機構(gòu)獲得后續(xù)設(shè)計任務(wù)。
This International Competition is composed of three stages, namely Prequalification as Stage I, Design Competition as Stage IIand Post-Bid Design as Stage III. For the Prequalification Stage, six shortlisted design firms will be selected out to enter the next stage. For the second stage, two recommended schemes will be selected out from the six schemes submitted by the six shortlisted design firms, and then the jury panel of final selection will select the winning bid from the two recommended schemes. The design firm whose scheme is evaluated as the winning bid will win the follow-up design task.
3、時間計劃 Schedule
本次國際競賽資格預(yù)審報名截止時間為2019年8月15日18:00。項目計劃于2019年11月完成方案設(shè)計招標工作，并計劃于2020年1月開工。
The registration deadline for this International Competition will be 6:00 PM, August 15, 2019. This design tender is planned to be finished by November, 2019, and the construction is expected to kick off in January, 2020.
4、相關(guān)費用 Fees
通過資格預(yù)審選出的設(shè)計機構(gòu)提交合格設(shè)計方案但未被評選為推薦方案的可獲得設(shè)計補償費人民幣肆拾萬元整（小寫400,000 元）；
Among the six shortlisted design firms for this tender, for the four shortlisted bidders, who have passed prequalification and whose submittals have been evaluated as qualified but not listed as recommended bids, each can receive RMB Four Hundred Thousand Yuan (￥400,000) as design compensation.
被評選為推薦方案但未中標的設(shè)計機構(gòu)可獲得設(shè)計補償費人民幣壹佰萬元整（小寫1,000,000 元）；
The design team whose design scheme is recommended by the jury panel of design schemes while failing to win the bid, can receive a design compensation of RMB One Million Yuan (￥1,000,000).
中標方案的設(shè)計機構(gòu)獲得后續(xù)設(shè)計任務(wù)，中標設(shè)計合同費用按寶安區(qū)發(fā)改局批復(fù)（或備案）概算的建安工程費的4.05%計�。ê尚行匝芯繄蟾婢幹瀑M用）。
The design firm whose scheme is evaluated as the winning bid by the jury panel of final selection will be eligible to receive the follow-up design contract. The amount of design fees (fees of feasibility study included) for the Post-Bid Design Stage will be calculated as 4.05% of the construction and installation cost approved (or recorded) by the Development and Reform Bureau of Bao’an District.
5、資質(zhì)要求 Registration Requirements
本次競賽采取全球公開報名的方式進行，允許聯(lián)合體報名。
This is an internationally open competition and consortiums are accepted.
單獨報名的設(shè)計機構(gòu)必須具備建筑行業(yè)（建筑工程）甲級或建筑設(shè)計事務(wù)所甲級及以上資質(zhì)。
Design firms registering independently shall have the Construction Industry (Architectural Engineering) Class-A Qualification or Architectural Design Institute Class-A Qualification or above of PRC.
以聯(lián)合形式報名的牽頭單位必須具備建筑行業(yè)（建筑工程）甲級或建筑設(shè)計事務(wù)所甲級及以上資質(zhì)。
For consortiums, the leading party shall have the Construction Industry (Architectural Engineering) Class-A Qualification or Architectural Design Institute Class-A Qualification or above of PRC.

Design firms that register independently shall have entered the online records of Shenzhen Construction Engineering Trade Service Center, and have the CA digital certificate as well； those that register as a consortium shall make sure the leading party has entered the online records, and has the CA digital certificate as well, while the other members of the consortium only need to be on the online records. It will be offline submission of the hardcopies of Registration Documents for prequalification. Design firms (the leading party of consortium) please send their tender specialist, who has already been on the record of Shenzhen Construction Engineering Trade Service Center, to submit the Registration Documents for prequalification on the scene along with his/her original copy of ID and the CA digital certificate.
5. 競賽服務(wù)機構(gòu)配合招標平臺于2019年8月15日現(xiàn)場接收報名文件。
