- Open Call of Luohu District for Campus Design Concept

一、 項(xiàng)目背景Project Background
羅湖區(qū)是深圳市最早建設(shè)的城區(qū),區(qū)內(nèi)中、小學(xué)校大多建于上世紀(jì)九十年代,至今使用了二十余年。隨著城市的發(fā)展和人口的劇增,人們對(duì)教育的需求也在不斷提升。面對(duì)新的教育發(fā)展趨勢(shì),老舊的主體建筑、落后的設(shè)施配套、大量的安全隱患、嚴(yán)重不足的學(xué)位供給,已經(jīng)遠(yuǎn)不能滿足人們的要求。
Luohu District is the earliest urban district in Shenzhen. Most of the middle and primary schools in the district were built in the 1990s and have been in use for over two decades. With the urban development and population surge, people are also having higher requirements for education. Faced with the new education development trend, the old academic buildings, obsolete supportingfacilities, huge amount of potential safety hazards and seriously undersupplied school places are far from meeting people’s needs.
根據(jù)區(qū)委區(qū)政府“找短板、補(bǔ)欠賬、惠民生”行動(dòng)計(jì)劃,結(jié)合羅湖區(qū)中、小學(xué)校建設(shè)及設(shè)計(jì)水平普遍偏低的現(xiàn)狀,借鑒福田、南山等其他各區(qū)已舉辦的設(shè)計(jì)競(jìng)賽的活動(dòng)經(jīng)驗(yàn),現(xiàn)開展“為明天設(shè)計(jì)—羅湖區(qū)校園設(shè)計(jì)創(chuàng)意競(jìng)賽”。
As response to the district party committee and district government’s action plan of “identifying and making up defects for people’s wellbeing”, and with reference to the open calls for campus design proposals previously held by other districts of Shenzhen like Futian and Nanshan, the Design for Tomorrow - Open Call of Luohu District for Campus Design Concept(s) (“the Open Call”) is hereby launched to change the generally poor construction and design of primary and secondary schools in Luohu District.
二、 設(shè)計(jì)原則DesignPrinciples
本競(jìng)賽旨在針對(duì)羅湖區(qū)高密度的城市狀況,通過設(shè)計(jì)創(chuàng)意征集的方式,邀請(qǐng)優(yōu)秀的建筑師設(shè)計(jì)團(tuán)隊(duì)、國(guó)內(nèi)知名建筑高校等建筑行業(yè)的專家團(tuán)隊(duì)參與進(jìn)來(lái),并與教育界、市民大眾開展深度互動(dòng),積極探討集約土地條件下新學(xué)校建筑空間和校園環(huán)境的創(chuàng)新提升,以帶動(dòng)羅湖區(qū)設(shè)計(jì)創(chuàng)新氛圍,建立羅湖區(qū)學(xué)校設(shè)計(jì)的新標(biāo)準(zhǔn),提高學(xué)校建設(shè)整體設(shè)計(jì)水平。
In consideration of the high-density built urban area in Luohu District, this Open Call, by soliciting campus design concepts, invites excellent architect offices and architecture expert teams from renowned domestic colleges and universities to profoundly interact with the education circle and citizens, discussing how to innovate and upgrade the architectural spaces and environment of new schools within an intensive land use context, and in doing so, enhance the design innovation, set up a new benchmark of campus design and improve the overall campus design expertise in the district.
設(shè)計(jì)原則包括:
(一) 結(jié)合學(xué)校實(shí)際需求,確保集約用地、布局合理、空間靈活多樣;
(二) 注重校園建筑實(shí)際功能,采用合理、經(jīng)濟(jì)的結(jié)構(gòu)形式和材料;
(三) 保證現(xiàn)代、簡(jiǎn)潔的建筑風(fēng)格,體現(xiàn)校園的文化內(nèi)涵;
(四) 營(yíng)造生態(tài)、環(huán)保、舒適的校園環(huán)境,促進(jìn)學(xué)習(xí)交流的氛圍;
(五) 考慮校園學(xué)習(xí)和生活的特點(diǎn),保障學(xué)生的健康和安全;
(六) 注重與周邊城市環(huán)境的關(guān)系,保證交通組織順暢;
(七) 考慮未來(lái)教育趨勢(shì),具備先進(jìn)性和前瞻性;
(八) 最大化的增加學(xué)位供給,緩解學(xué)位緊張現(xiàn)狀。
The design principles include:
1. Ensure intensive land use, reasonable layout, flexible and diverse spaces in consideration of the schools’ actual needs;
2. Attach importance to the practical functions of campus buildings and use reasonable and economical structures and materials;
3. Ensure modern and concise architecture styles to reflect the culture of schools;
4. Foster ecological, environmental-friendly and comfortable campus environments to enhance the learning atmosphere;
5. Ensure students’ health and safety in light of the characteristics of students’ learning and living;
6. Pay attention to the relationships with surrounding urban environments to ensure smooth transportation;
7. Provide advanced and future-proof solution in consideration of the future trend of education;
8. Maximize the school places to ease the pressure of short supply.
三、 競(jìng)賽內(nèi)容Project Contents of Open Call
結(jié)合校方需求、場(chǎng)地條件以及緊急程度,梳理出3所學(xué)校開展本次競(jìng)賽活動(dòng),包括:桂園中學(xué)、翠園中學(xué)東曉校區(qū)及東昌小學(xué)。目前這3所學(xué)校存在的普遍問題是校園建筑老舊、亟需增加學(xué)位供給、完善教學(xué)設(shè)施等。具體項(xiàng)目情況詳見設(shè)計(jì)任務(wù)書。三所學(xué)校為三個(gè)相對(duì)獨(dú)立的項(xiàng)目,每家設(shè)計(jì)機(jī)構(gòu)可以從中選擇1-3所學(xué)校參賽。
This Open Call covers three schools in Luohu District, namely Guiyuan Middle School, Dongxiao Campus of Cuiyuan Middle School and Dongchang Primary School. Currently, the common problems shared by the three schools are outdated school buildings, urgent demand for more school places, improvement of teaching facilities etc. Please refer to the Design Brief for project details. The three schools are three independent projects. Each design firm can select 1 to 3 schools to participate in the Open Call.
四、 日程安排Schedule

注:以上時(shí)間均以北京時(shí)間為準(zhǔn),主辦單位保留調(diào)整日程安排的權(quán)利。
Notes: All the time and dates are shown in Beijing Time. The Organizer reserve the right to adjust the schedule.
五、 參賽形式及要求Participation Means & Requirements
此次競(jìng)賽不設(shè)資質(zhì)要求,國(guó)內(nèi)外設(shè)計(jì)機(jī)構(gòu)皆可自由報(bào)名參與,不接受個(gè)人形式的報(bào)名申請(qǐng)。
This open call sets no requirements for qualification and both domestic and foreign design firms can register for participation. Registration by individuals will not be accepted.
為廣泛發(fā)動(dòng)全社會(huì)的設(shè)計(jì)力量,將采取公開報(bào)名形式,有意向參與的設(shè)計(jì)機(jī)構(gòu)可通過官方公布的報(bào)名渠道進(jìn)行報(bào)名按照正式流程參賽。
To extensively leverage on the design expertise of maximum sources, the Open Call accepts registrations from all interested design firms who may register for participation via the official registration pathway according to the relevant procedures.
六、 獎(jiǎng)項(xiàng)設(shè)置Prizes
每所學(xué)校的入圍設(shè)計(jì)機(jī)構(gòu)所提交的設(shè)計(jì)成果經(jīng)專家評(píng)審委員會(huì)評(píng)審為有效設(shè)計(jì)成果的,由專家評(píng)審委員進(jìn)行評(píng)審排名,每所學(xué)校各評(píng)出一、二、三等獎(jiǎng),獎(jiǎng)金如下:
The Expert Committee will firstly confirm the validity of the design proposals submitted by the shortlisted design firms, then evaluate and rank the valid ones to determine the winners of the First Prize, the Second Prize and the Third Prize for each school. The bonuses are as follows:
一等獎(jiǎng)(1名):50萬(wàn)元
The First Prize (1 winner): RMB 500,000
二等獎(jiǎng)(1名):20萬(wàn)元
The Second Prize (1 winner): RMB 200,000
三等獎(jiǎng)(3名):各10萬(wàn)元,共30萬(wàn)元
The Third Prize (3 winners): RMB 100,000 for each and in total RMB 300,000
所有獲獎(jiǎng)設(shè)計(jì)機(jī)構(gòu)將獲得由區(qū)政府頒發(fā)的榮譽(yù)證書。
All winners will receive a certificate of honor issued by the district government.
所有獲獎(jiǎng)方案將報(bào)區(qū)政府審議并最終確定每所學(xué)校的實(shí)施方案。
All winning proposals will be submitted to the district government for deliberation and determination of the final implementation proposal for each school.
