一、項目名稱：中山大學附屬第一（南沙）醫(yī)院建筑方案設計競賽項目（項目編號： CLPSP18GZ00ZC52）

二、項目概況：
II. Project Overview
根據中央、省委和市委對南沙區(qū)的新定位和新要求，為探索粵港澳深度合作，加快推進廣州城市副中心建設,通過與重點行業(yè)龍頭單位攜手，借力揚帆，搶抓國家衛(wèi)計委規(guī)劃建設國家醫(yī)學中心的重大機遇，南沙區(qū)政府與中山一院確定在南沙合作建設高水平三級甲等醫(yī)院——中山大學附屬第一（南沙）醫(yī)院，為了征集 優(yōu)秀建筑方案，現開展“中山大學附屬第一（南沙）醫(yī)院建筑方案設計競賽”。
Taking the important opportunity that the National Health and Family Planning Commission of the PRC plans to build a national medicine center, the government of Nansha District decides to cooperate with The First Affiliated Hospital, Sun Yat-sen University, a leading organization in the key industry, to build a Level 3, Grade III hospital, i.e. The First Affiliated Hospital (Nansha Hospital), Sun Yat-sen University in Nansha as per the new positioning and new requirements of the central government, provincial party committee and municipal party committee on Nansha District, so as to pioneer the deep cooperation between Guangdong, Hong Kong and Macau and accelerate the construction of the urban center of Guangzhou. To solicit excellent architectural proposals, the Competition of Schematic Architectural Design for The First Affiliated Hospital (Nansha Hospital), Sun Yat-sen University is launched.
本次競賽主辦單位為廣州南沙重點建設項目推進辦公室，協(xié)辦單位為廣州市南沙區(qū)衛(wèi)生和計劃生育局和廣州市南沙區(qū)國土資源和規(guī)劃局。競賽主辦單位委托廣東采聯采購招標有限公司（以下簡稱“競賽組織代理單位”）負責協(xié)助組織本次競賽活動。
The Organizer of the Competition is the Key Projects Promotion Office of Nansha, Guangzhou, and the Co-organizer the Health and Family Planning Bureau and Land Resources and Urban Planning Bureau of Nansha District, Guangzhou. The Organizer engages Guangdong Cailian Procurement & Tendering Agent Co., Ltd. (hereinafter referred to as the “Organizing Agent”) to assist with the organization of the Competition.
三、競賽工作內容：（具體以競賽技術文件為準）
III. Work Contents: (The Technical Documents shall prevail)
1. 建設規(guī)模：醫(yī)院初定建設規(guī)模約為50萬㎡，其中計容面積為33萬㎡，不計容面積為17萬㎡,1500張床位，計劃總投資額約為45.2億元人民幣。
1. Construction size: The hospital is preliminarily planned with a GFA of about 500,000 m2 (including FAR-counted floor area of 330,000 m2 and non-FAR-counted floor area of 170,000 m2), and 1500 beds. The planned total investment is about RMB 4.52 billion yuan.
2. 項目位置及用地范圍：中山大學附屬第一（南沙）醫(yī)院選址于明珠灣區(qū)起步區(qū)橫瀝島西側，用地面積157926㎡。地塊西側為番中公路（60m），北側為橫瀝中路（60m），南側為平均寬度100m的橫瀝島尖南岸超級堤（詳見附件1、2）。
2. Location and site scope: The First Affiliated Hospital (Nansha Hospital), Sun Yat-sen University is located in the west of Hengli Island, Minzhu Bay Start-up Block, occupying a land area of 157,926㎡, bounded on the west by Pan Zhong Gong Lu (60m), on the north by Heng Li Zhong Lu (60m) and on the south by the super dam (average width: 100m) on the southern bank at the tip of Hengli Island (see Appendix 1 and 2 for details).
3. 項目功能定位：按國際先進、國內一流標準在院內建設國際醫(yī)學中心、醫(yī)學研究與成果轉化中心（包括獨立的科研大樓、專業(yè)的動物實驗中心）、符合中山大學教學醫(yī)院功能要求的配套教學場所。本項目立足提供優(yōu)質醫(yī)療服務，加快前沿科研轉化，培育高端醫(yī)療人才，針對性解決南沙、大灣區(qū)乃至華南的醫(yī)療、科研短板，未來打造成為南沙新區(qū)、粵港澳大灣區(qū)醫(yī)療科研新高地。
3. Functional positioning of the Project: It is intended to, up to the world’s leading and China’s first-class standards, build the international medicine center, medical research and commercialization center (including separate scientific research building and specialized animal experiment center) and supporting teaching places in compliance with the teaching hospital functional requirements of Sun Yat-sen University. The Project aims to provide quality medical services, accelerate the commercialization of the frontier scientific research results, develop high-end medical talents, offer targeted solution to the less-established medical and scientific research of Nansha, the Greater Bay Area and even South China and become a new highland of medical treatment and scientific research in the Greater Bay Area of Guangdong, Hong Kong and Macau.
4. 主要建設內容：1500床綜合醫(yī)院醫(yī)療用房（含急診、門診、醫(yī)技、住院、后勤、行政、生活等）、綜合醫(yī)院單列項目用房、科研、醫(yī)學研究與成果轉化用房、動物實驗用房、教學管理、培訓與考核用房、宿舍用房、機動車庫、非機動車庫等。(具體建設內容詳見技術文件)
4. Main construction contents: medical rooms of 1,500-bed comprehensive hospital (including emergency treatment, outpatient service, medical technology, hospitalization, BOH, administration and living), single item rooms of the comprehensive hospital, scientific research, medical research and commercialization, animal experiment rooms, teaching management, training and assessment rooms, dormitory rooms, vehicular garage and non-vehicular garage. 四、競賽方式
IV. Means of the Competition
本項目參照廣州市類似公共建筑項目建筑方案設計競賽開展方式，本次競賽擬采取公開報名形式，通過在相關媒體發(fā)布競賽公告，接受我國境內、外設計單位的報名。
With reference to the schematic architectural design competition of the similar public building projects in Guangzhou, open registration is adopted for this Competition, namely to realease the competition announcement on the relevant media and take registration of the design firms within and outside China.
五、資金來源：區(qū)財政資金。

六、組織方式：
VI. Organization Mechanism
1. 本次競賽通過建筑論壇（http://www.shihaitang.com）、中國采購與招標網(http://www.chinabidding.com.cn)、廣州南沙開發(fā)區(qū)政府網站（http://www.gzns.gov.cn/）、廣東采聯采購招標有限公司網站（網址：http://www.chinapsp.cn/）、廣州日報媒體上發(fā)布，公開接受國內外設計單位的報名和參賽文件。本公告在各媒體發(fā)布的文本如有不同之處，以在代理單位網站的文本為準。
1. The Announcements will be released at the website of ABBS (http://www.shihaitang.com), China purchasing and bidding website (http://www.chinabidding.com.cn), website of the government of Nansha Development Zone (http://www.gzns.gov.cn/), website of Guangdong Cailian Procurement & Tendering Co., Ltd (http://www.chinapsp.cn/), Guangzhou Daily to accept registration documents from local and international design firms. In case of any discrepancy between the versions of the Announcement released on the various medias, the one released at the website of the Organizing Agent shall prevail.
2. 由競賽主辦單位組建的專家評審委員會，對正式參賽單位作品進行評審，并對作品進行評比排名。
2. The Evaluation Committee established by the Organizer will evaluate and rank the design proposals of the officially invited competitors.
七、報名資格條件：
VII. Eligibility:
1. 境內設計單位須具有獨立法人資格，具備建設部門頒發(fā)的有效的工程設計綜合甲級資質，或建筑行業(yè)工程設計甲級資質，或建筑行業(yè)（建筑工程）專業(yè)設計甲級資質。境內設計單位可單獨或以聯合體形式報名。以聯合體形式報名的，其中一方應當具備上述三個資質中的其中一個資質。
1. The local design firm must be an independent juristic person that has valid comprehensive Class A qualification in engineering design, or Class A qualification in construction engineering design, or Class A Qualification in Building Industry (engineering) issued by the Ministry of Housing and Urban-Rural Development. The local design firm may register as an independent applicant or as a member of a consortium which must consist of a member having Class A qualification in construction engineering design.
2. 外商投資或境外投資（含臺港澳地區(qū)）設計單位資質不限，可單獨或以聯合體形式報名，要求持有外商投資企業(yè)批準證書或臺港澳僑投資企業(yè)批準證書。
2. There is no specific requirement for the qualification of foreign-invested or overseas (including Taiwan, Hong Kong, and Macao) design firms which may register as an independent applicant or as a member of a consortium, and should hold the Certificate of Approval for Establishment of Enterprises with Foreign Investment in PRC or Certificate of Approval for Establishment of Enterprises with Taiwan, Hong Kong, Macao and Overseas Chinese Investment in PRC.
3. 外商或境外（含臺港澳地區(qū)）設計單位沒有以上證書的，需提供公司注冊登記證明（非中文的需翻譯為中文），且必須與具備第（1）點條件的一家境內單位組成聯合體報名。
3. If without such certificate, the foreign-invested or overseas (including Taiwan, Hong Kong, and Macao) design firms shall provide the certificate of incorporation (translated into Chinese if the original is not in Chinese), and form a consortium with a local design firm satisfying the requirements provided in paragraph (1) to register for the Competition.
4. 同一法定代表人的不同機構（含其母公司、全資子公司及其控股公司），不得同時報名參與本競賽項目，共同組成聯合體參賽的除外。
4. Different organizations with the same legal representative (including wholly-owned subsidiaries and their holding company) are not allowed to register for the Competition at the same time, except that they form a consortium to do so.
5. 報名單位必須具有在五年內（2013年1月之后）承接過一個及以上單個合同建筑面積（含新建或改建或擴建）在10萬平方米（或以上）的醫(yī)院設計業(yè)績（報名單位應提供合同關鍵頁復印件，設計內容須包括概念方案或方案設計或初步設計或施工圖設計；時間以合同簽訂時間為準）。
5. Applicants must have the project design experience for one or more hospitals, with a floor area of 100,000 sqm (or above) under a single contract (including new construction, reconstruction or expansion) in the past five years (after January 2013). (Applicants shall provide the photocopies of the key pages of the contract； the design contents must include the conceptual design, SD, DD or CD design； the time is subject to the time of executing the contract).
6. 參賽單位信譽要求：參賽單位在本行業(yè)領域聲譽良好，沒有被相關部門處以吊銷營業(yè)執(zhí)照、吊銷資質、停業(yè)整頓或者財產被接管、凍結、進入破產程序等狀況（提供競賽報名單位聲明并加蓋公章）。
6. Requirements on the competitors’ reputation: Competitors shall enjoy good reputation in their industry and suffer no conditions where their business license or qualifications are revoked, or they are requested to stop business for rectification, or go into bankruptcy proceedings, or their properties are taken over or frozen by the relevant departments (provide the applicants’ statement bearing the official seal).
7. 參與本次競賽項目的項目負責人及主創(chuàng)人員應為參賽單位的正式員工，項目負責人須由主持過同類型設計項目的人員擔任，且必須直接參與本次競賽及建筑方案設計全過程（提供承諾函，且需根據承諾函要求提供①項目團隊成員與本單位所簽訂的有效期內的合同復印件，或②項目團隊成員自2017年7月至2017年12月在本單位購買社保的證明文件，并加蓋公章）。
7. The project principal and main design personnel participating in the competition shall be the full-time employees of the competitors. The project principal must be the person who has directed the similar type of design projects and must directly participate in the whole process of the competition and schematic architectural design (provide the Commitment Letter and provide ① the photocopy of the effective contract signed between the team members of the Project and their employer； or ② the certificates of the team members of the Project buying the social insurance under their employer from July 2017 to December 2017, both bearing the official seal).
8. 本項目接受聯合體參賽，且聯合體的成員數量不能多于2家。
8. A consortium is accepted to participate in the competition of the Project and the number of the consortium members shall be no more than 2.
八、競賽流程：
VIII. Process of Competition:
1. 公告與報名：
1. Announcement and Registration
（1） 本項目的競賽公告于2018年2月9日在上述網站及報紙媒體上發(fā)布。
(1) The Announcement will be released at the aforesaid websites and media on Feb. 9, 2018.
（2） 有意參加競賽的設計單位必須在2018年2月26日17:00前到競賽組織代理單位電子報名系統(tǒng)（網址：http://suppliers.chinapsp.cn/）上注冊報名填寫報名登記表（詳見附件3）。
(2) Design firms intending to participate in the Competition must register at the e-registration system (website: http://suppliers.chinapsp.cn/) of the Organizing Agent and fill in the Registration Form (see Appendix 3) before 17:00 pm, Feb.26, 2018.
（3） 有意參加競賽的設計單位將資格審查報名（詳見附件4，請以A4紙裝訂成冊，一式一份）以書面形式在2018年2月26日下午17：00前送達或郵寄至競賽組織代理單位（以設計單位書面資格審查報名文件抵達時間為準）。逾期抵達的資格審查報名文件概不受理。
(3) Applicants shall deliver or mail the hardcopy of the Registration Documents for Pre-qualification (see Appendix 4； bound into A4 brochure； one copy required) to the Organizing Agent before 17:00 pm, Feb.26, 2018 (subject to the delivery time of the hardcopy of the Registration Documents for Pre-qualification). Any overdue documents will not be accepted.
（4） 有意參加競賽的設計單位同時必須按要求到競賽組織代理單位電子報名系統(tǒng)（網址：http://suppliers.chinapsp.cn/）上傳資格審查報名文件（簽字并加蓋公章的PDF版及WORD版）。
(4) Applicants must at the same time upload the Registration Documents for Pre-qualification (signed and stamped documents in PDF and WORD formats) to the e-registration system (website: http://suppliers.chinapsp.cn/) of the Organizing Agent as required.
（5） 由競賽主辦單位組織資格評審委員會對報名的設計單位進行資格預審評審，選出9家設計單位作為正式參賽單位。
(5) The Pre-qualification Committee established by the Organizer will review the qualification of all the registered applicants and officially invite nine of them to participate in the Competition.
2. 競賽保證金
2. Security for the Competition
正式參賽單位需要提交競賽保證金：人民幣 1 萬元，具體見競賽技術文件要求。
The competitors officially invited are required to each pay a security of RMB10,000 for the Competition. For more details, please refer to the Technical Documents.
參賽保證金將在競賽設計成果文件方案評審結束后2周內原額無息退回（不計利息）。已繳納參賽保證金且未按規(guī)定報送競賽設計成果文件的正式參賽單位，其參賽保證金不予退還。
The security will be returned without interest within 2 weeks after the evaluation of the design deliverables. As for the officially invited competitors who have paid the security yet fail to submit the design deliverables as per the relevant requirements, their security won’t be returned.
未按要求提交參賽保證金的正式參賽單位將視為自動放棄參賽資格。
Those officially invited competitors who fail to pay the security as per the relevant requirements will be automatically disqualified from the Competition.
3. 方案設計與評比：
3. Design Proposal and Evaluation
設計方案競賽文件編制期限約為47天，具體時間以最終發(fā)布的技術文件要求為準。
The period for preparing the design proposal is 47 days. The specific time is subject to the requirement of the officila Technical Documents.
本次競賽由資格預審專家評審委員會對報名的設計單位進行資格評選，擇優(yōu)選出9家設計單位作為正式參賽單位,每家參賽單位限報送1個設計方案；不受理非正式參賽設計單位報送的設計方案，經競賽成果評審專家委員會評審選定6個入圍方案，再從入圍方案中選定3個優(yōu)勝方案上報南沙新區(qū)規(guī)委會。
The prequalification expert evaluation committee will evaluate the qualifications of the applicants and select 9 design firms as the officially invited competitors based on the excellence principle. Each competitor can only submit 1 design proposal. The designs submitted by those other than the officially invited competitors will be rejected. The expert evaluation committee will select 6 shortlisted design proposals and then select 3 excellent ones from such shortlisted ones and submit them to the Planning Commission of Nansha New Area for consideration.
規(guī)委會將按程序對3個優(yōu)勝方案進行投票，得票數排在第一名的方案作為需深化設計的方案，該方案設計單位綜合參賽方案的優(yōu)點對需深化設計的方案進行深化設計，經深化后的方案將被確定為本項目實施方案。
The Planning Commission will vote for the 3 excellent design proposals according to relevant procedures and take the one ranking the first place in votes as the design proposal for detailing. The corresponding design firm shall detail their design proposal and incorporate the strengths of other design proposals of the Competition. The design proposal, after detailing, will be finalized as the one for implementation.
九、相關費用及支付方式：
IX. Compensation and Method of Payment:
優(yōu)勝單位中排名第一的設計單位獲得方案設計權，并與廣州南沙重點建設項目推進辦公室簽訂方案設計合同，按照《工程勘察設計收費標準》計算方案設計費。本次競賽對優(yōu)勝單位中的第二名和第三名給予設計版權及補償費各人民幣200萬元；對入圍單位中的第四名、第五名和第六名給予設計版權及補償費各人民幣100萬元；對未入圍的第七名、第八名和第九名單位給予設計版權及補償費各人民幣50萬元。
The design firm ranking the first place among the 3 winning competitors will be granted the SD contract with the Key Projects Promotion Office of Nansha, Guangzhou, for which SD fee is calculated as per the Charging Standards for Engineering Survey and Design. Design firms ranking the second and third place will each be granted with the copyrights and a compensation of RMB 2 million yuan. The shortlisted competitors ranking the fourth, fifth and sixth will each be granted with the copyrights and a compensation of RMB 1 million yuan. The non-shortlisted competitors ranking the seventh, eighth and ninth will each be granted with the copyrights and a compensation of RMB 0.5 million yuan.
十、其他要求：
X. Miscellaneous
1. 本次方案競賽公告中所提及的時間均為北京時間。
1. The time mentioned in the Announcement shall all be Beijing Time.
2. 參加本次競賽活動的參賽單位均被視為承認本文件的所有條款。
2. All competitors participating in the completion shall all be considered to have acknowledged all articles of the Announcement.
3. 參賽單位按上述規(guī)定提供的所有材料均須是簡體中文，外文版材料須有對照的中文譯本，當同一內容的中文與外文發(fā)生歧義時，以中文為準。
3. All materials submitted by the competitors as per the above-mentioned rules must be prepared in simplified Chinese. For those in foreign languages, corresponding Chinese translation should be provided. In case of any discrepancy between the contents in the two languages, the Chinese version shall prevail.
4. 參加本次方案競賽的所有作品版權歸競賽主辦單位所有（署名權除外）。
4. The copyrights (excluding the authorship) of the design proposals belongs to the Organizer.
5. 參賽單位遞交的所有參賽材料概不退還，包含且不限于報名資料、成果、作品、模型等。
5. None of the competition materials submitted by the competitors shall be returned, including the Registration Documents, deliverables, design works and models.
6. 參賽方案由參賽單位原創(chuàng)，成果中若因涉及第三方知識產權，參賽單位須自行承擔由此所引起的一切糾紛、責任和后果。
6. The design proposal must be original. In case that deliverables involve a third-party IP right, the competitor must be responsible for any and all disputes, liabilities and consequences thus incurred.
7. 因參賽單位侵犯他人知識產權給競賽主辦單位或第三方帶來的損失，參賽單位須承擔全部賠償和法律責任。
7. In case of any loss caused to the Organizer or any third party by the competitor’s IP infringement, the firm in question must bear the compensation for such loss and legal liabilities.
8. 競賽主辦單位不知道參賽單位侵犯他人知識產權，使用其送交的成果給第三方帶來的損失，由參賽單位承擔全部賠償和法律責任。
8. In case of any loss caused to any third party by the Organizer’s using the deliverables without the awareness of the competitor’s IP infringement, the firm in question should bear the compensation for such loss and legal liabilities.
9. 參賽單位從競賽主辦單位或競賽組織代理單位獲得的文件資料應妥善保管，不得泄露，也不得用于本次征集活動以外的任何場合。參賽單位須承擔因文件資料泄露等情況所帶來的損失賠償責任和法律責任。
9. The competitors should safekeep the documents obtained from the Organizer or Organizing Agent. Such documents must not be disclosed or used in any other occasions except the Competition； otherwise, the competitors must bear any loss and legal liabilities thus incurred.
10. 本次競賽及相關的一切文件適用的法律為中華人民共和國法律。
10. Laws applicable to the Competition and all relevant documents are laws of the People’s Republic of China.
11. 本次競賽活動公告與正式發(fā)布的《競賽技術文件》有不符之處，以《競賽技術文件》為準，競賽主辦單位擁有本次公告的最終解釋權。
11. In case of any discrepancy between the Announcement and the officially released Technical Documents of the Competition, the latter shall prevail, and the Organizer has the right of final construction of the Announcement.
12. 除非有特別規(guī)定和說明，本公告及其附件中 “參賽單位”一詞亦指聯合體各方。
12. Unless otherwise specifically specified and explained, the term of “competitors” in the Announcement and its appendices shall also refer to each party to the consortium.
13. 本設計競賽項目的報名公告英文版與中文版不一致之處，均以中文版的報名公告為準。
13. In case of any discrepancy between the Announcement in English and Chinese, the latter shall prevail.
