南沙新區(qū)作為國家戰(zhàn)略新區(qū)與粵港澳合作的橋頭堡，為貫徹落實(shí)中央及廣東省相關(guān)會議和政策文件精神，促進(jìn)中國（廣東）自由貿(mào)易試驗(yàn)區(qū)南沙新區(qū)片區(qū)社會發(fā)展，建設(shè)南沙新區(qū)規(guī)劃戰(zhàn)略宣傳展示窗口，特開展南沙檔案館信息規(guī)劃展覽中心（規(guī)劃展覽館部分）布展裝飾方案設(shè)計(jì)國際競賽（以下簡稱“本競賽”），聚全球智慧，展南沙風(fēng)采。
Nansha New Area is a new district of national strategic significance and the forefront for cooperation between Guangdong, Hong Kong and Macao. With a view to implementing the decisions of the central and provincial conferences and policies, promoting the social development of Nansha Area of China (Guangdong) Pilot Free Trade Zone, and providing a showcase for publicizing the planning strategy of Nansha District, the International Competition for Schematic Exhibition Decoration Design of Nansha Archival Information and Planning Exhibition Center (the Planning Exhibition Hall) (hereinafter referred to as the “Competition”) is launched to gather the global expertise and wisdom to enhance the reputation and presence of Nansha.
南沙檔案信息規(guī)劃展覽中心（以下簡稱“五館”）是南沙新區(qū)蕉門河城市中心區(qū)城市客廳的重要組成部分，位于南沙新區(qū)行政中心南側(cè)，城市主干道鳳凰大道西側(cè)。與行政中心以人行橋相接，并與行政中心市政廣場形成南北向視覺通廊。建筑平面形狀呈四方形，主體結(jié)構(gòu)采用鋼筋混凝土框架結(jié)構(gòu)，頂蓋微翹起，頂蓋下方中部為開敞空間，東西兩側(cè)為弧形主體結(jié)構(gòu)建筑。
Nansha Archival Information and Planning Exhibition Center (hereinafter referred to as the “Five Halls”) is an integral part of the urban showroom of Jiaomen River Central Area in Nansha New Area. It is located in the south of the Administrative Center of Nansha District and on west of the urban artery, Fenghuang Avenue. The Five Halls is connected to the Administration Center via a pedestrian bridge, forming a north-south visual corridor together with the latter’s civic square. With a foursquare planar geometry, the main structure features the reinforced concrete frame. Beneath the slightly upwarded roofing, there is an open space in the middle, while the curved main buildings are placed on the east and the west.
項(xiàng)目總用地面積25952平方米（凈用地面積21962㎡，代征防護(hù)綠地面積3990㎡），總建筑面積34300.13㎡，地上4層，地下1層，建筑高度23.8米。五館包括規(guī)劃展覽館、國家檔案館、城建檔案館、房地產(chǎn)檔案館、地方志館。五館建筑西側(cè)主體為國家檔案館、城建檔案館、房地產(chǎn)檔案館、地方志館；東側(cè)主體為規(guī)劃展覽館。地塊目前正在進(jìn)行基坑施工。
The project is planned with a total site area of 25,952 square meters (net land area of 21,962 square meters and protective green space of 3,990 square meters requisitioned on the government’s behalf), a gross floor area of 34,300.13 square meters on 4 above-grade floors and 1 basement floor, and a building height up to 23.8 meters. The Five Halls refer to the Planning Exhibition Hall, the National Archives Hall, the Urban Construction Archives Hall, the Real Estate Archives Hall and the Local Chronicles Hall. The Planning Exhibition Hall is planned on the east. Currently the foundation pit of the site is under construction.
五館建筑東側(cè)主體為規(guī)劃展覽館，共4層，總面積8493.79㎡。作為南沙新區(qū)規(guī)劃展示、學(xué)術(shù)研究、文化交流、行政接待、教育實(shí)踐等多功能于一體的城市建設(shè)綜合性展館，是展示南沙新區(qū)建設(shè)成就和未來前景的重要窗口，是政府招商引資的重要平臺、市民參與城市規(guī)劃的重要場所。
The Planning Exhibition Hall on the east has a GFA of 8,493.79 square meters on four floors. It is planned as a comprehensive urban construction exhibition hall integrating various functions of Nansha district, including planning exhibition, academic research, cultural exchange, administrative reception, and educational practice. Furthermore, it is also a crucial window for showcasing the achievements and future prospects of Nansha New Area, an important platform for government investment attraction, and an important venue for public participation in urban planning.
為高水平展示南沙規(guī)劃建設(shè)成果，配合工程施工工作，現(xiàn)由廣州南沙開發(fā)區(qū)國土資源和規(guī)劃局（以下簡稱“主辦單位”）牽頭組織開展本競賽，由廣州南沙開發(fā)區(qū)規(guī)劃研究中心（以下簡稱“承辦單位”）負(fù)責(zé)具體工作組織安排。
With the aim of presenting the planning and construction achievements in Nansha and coordinating the project construction in a professional manner, the Land Resources and Urban Planning Bureau of Nansha Development Zone of Guangzhou(hereinafter referred to as “the Sponsor”) hereby leads to organize the Competition, while the Planning Research Center of Nansha Development Zone of Guangzhou (hereinafter referred to as “the Organizer”) takes charge of the specific organization works.
七、 設(shè)計(jì)范圍及總體要求
VII. Design Scope and General Requirements
1、 設(shè)計(jì)范圍：布展裝飾設(shè)計(jì)范圍為規(guī)劃展覽館全部建筑面積以及室外布展空間。建筑面積包括：一層至四層，總面積8493.79㎡。其中一層展廳2304.13平方米，層高5.2米；二層展廳2876.98平方米，層高5.2米；三層展廳2205.05平方米，層高5.2米；四層展廳1107.63平方米，層高4米。室外布展空間包括：項(xiàng)目用地范圍內(nèi)所有可用于室外布展的空間。
1. Design scope: All floor area of the Planning Exhibition Hall and the outdoor exhibition space. Floor area: A total of 8,493.79 square meters from Floor 1 to Floor 4, including 2,304.13 square meters of exhibition room on Floor 1 (5.2 meter in height), 2,876.98 on Floor 2 (ditto), 2,205.05 on Floor 3 (ditto), and 1,107.63 on Floor 4 (4 meters). Outdoor exhibition space: All available outdoor exhibition space within the scope of project site.
2、 總體要求：以全球視野精心謀劃，突出南沙新區(qū)(自貿(mào)區(qū))規(guī)劃特色和時(shí)代特色，體現(xiàn)南沙規(guī)劃展覽館作為大型公共文化設(shè)施向公眾提供社會性和文化性的規(guī)劃服務(wù)功能，充分吸取當(dāng)今展示展覽先進(jìn)成熟的理念與經(jīng)驗(yàn)，通過藝術(shù)化和高科技手段打造獨(dú)具南沙特色的規(guī)劃展覽館。（具體設(shè)計(jì)任務(wù)詳見本競賽公告附件三《競賽技術(shù)文件（草案）》）。
2. General requirements: The design proposal should highlight the features of planning and the times in Nansha Area (FTZ) with global vision and careful planning, and reflect functions of Nansha Planning Exhibition Hall as a large public cultural facility, i.e., providing social and cultural planning services to the public. In addition, it shall draws on the up-to-date concepts and experiences of contemporary exhibition and display to create a planning exhibition hall with unique Nansha characteristics through artistic and high-tech means (Please refer to Appendix III Technical Document of the Competition (Draft) for detailed design tasks).

八、 競賽報(bào)名方式
VIII. Registration
（一）參賽人報(bào)名條件
(I) Requirements for registration
1、 參賽人須具有獨(dú)立法人資格，具備以下兩項(xiàng)資質(zhì)條件之一：①有效的工程設(shè)計(jì)綜合甲級資質(zhì)；②有效的中國展覽館協(xié)會頒發(fā)的展覽陳列工程設(shè)計(jì)與施工一體化一級資質(zhì)。法定代表人為同一人的兩個(gè)及兩個(gè)以上法人，母公司、全資子公司或存在控股管理關(guān)系的不同單位，都不得同時(shí)報(bào)名參賽；
1. The applicants must be independent juristic persons and have one of the following two qualifications: 1. valid comprehensive Grade-A license in engineering design； 2. Class-1 license in integrated exhibition engineering design and construction issued by China Association for Exhibition Centers. Two or more juristic persons, parent companies, wholly-owned subsidiaries or firms holding shares of one another with the same legal representative are not allowed to registered for the Competition at the same time；
2、 參賽人自2010年1月1日至今須具有同類項(xiàng)目的設(shè)計(jì)經(jīng)驗(yàn)與相關(guān)業(yè)績(以合同為準(zhǔn))；
2. The applicants must have corresponding design experiences and relevant reference project ( as per signed contract) since January 1, 2010；
3、 本競賽接受聯(lián)合體報(bào)名，歡迎境外機(jī)構(gòu)參與，鼓勵境內(nèi)境外參賽人組成聯(lián)合體報(bào)名。聯(lián)合體報(bào)名的，需明確其中一個(gè)參賽人為聯(lián)合體的主體單位，該主體單位必須滿足上述第1點(diǎn)要求。聯(lián)合體報(bào)名時(shí)須提交《聯(lián)合體協(xié)議書》（格式見本競賽公告附件二格式（十））。
3. Consortiums are allowed to register； oversea design firms are welcomed and encouraged to form consortiums with local firms. If registered as a consortium, the design firms should select one of them to be the leading firm which must meet the aforementioned requirements in Paragraph 1. The consortium must submit the Consortium Agreement (please refer to Format (X) specified in Appendix II hereof) when registering.
說明：聯(lián)合體成員個(gè)數(shù)不得超過2家（含2家），聯(lián)合體各方不得再以自己名義單獨(dú)參賽或與其他參賽人組成新的聯(lián)合體參與本競賽。
Note: A consortium shall not consist of over 2 members (inclusive). Either member is not allowed to participate in the Competition in its own name or with other design firms forming a new consortium.
（二）競賽報(bào)名時(shí)間
(II) Registration time
1、 報(bào)名時(shí)間：2016年11月25日至12月16日（每天上午9:30時(shí)至下午17:00時(shí)止，北京時(shí)間，法定節(jié)假日除外）。

2、 報(bào)名地點(diǎn)：廣東省機(jī)電設(shè)備招標(biāo)有限公司（廣東省廣州市環(huán)市中路316號金鷹大廈10樓1011室）。

3、 報(bào)名截止時(shí)間為北京時(shí)間2016年12月16日下午17:00時(shí)整（以組織代理單位接收書面報(bào)名文件時(shí)間為準(zhǔn)）。

1）上述1~10項(xiàng)文件格式見本競賽公告附件二格式（一）~（十），資格審查報(bào)名文件需以A4格式按順序編排，雙面打印，并裝訂成冊，一式一份，同時(shí)提交全套報(bào)名文件的電子文件（.word和.pdf格式）一份；
1) For formats of the above-mentioned documents 1 to 10, please refer to Formats (I) to (X) specified in Appendix (II) hereof. One copy of the pre-qualification documents that are made into two-side printed A4 brochure, and a soft copy of the said documents (in doc. and pdf formats) shall be submitted at the same time.

2) For the fair, equal and open proceeding and evaluation of the Competition, the overseas applicants (including the overseas design firm in a consortium, same below) must provide the originals of the following qualification certificates:
①參與本競賽的國外參賽人（含聯(lián)合體中的國外參賽人，下同），對其營業(yè)執(zhí)照（或其所在地登記證明文件）、單位負(fù)責(zé)人證明書、單位負(fù)責(zé)人授權(quán)書等身份證明文件，應(yīng)當(dāng)提供經(jīng)所在國公證機(jī)關(guān)公證、并經(jīng)中華人民共和國駐該國使、領(lǐng)館認(rèn)證的材料原件。
a. For a foreign applicant (including a foreign design firm in a consortium, same below), its business license (or certificate of incorporation in the place where it resides), and certificates of identity such as certificate of Chief Principal and Power of Attorney of Chief Principal to be submitted in original must be notarized by the notary organ of the country where it belongs, and authenticated by China’s embassy or consulate in the country.
②參與本競賽的港澳參賽人（含聯(lián)合體中的港澳參賽人，下同），對其營業(yè)執(zhí)照（或其所在地登記證明文件）、單位負(fù)責(zé)人證明書、單位負(fù)責(zé)人授權(quán)書等身份證明文件，應(yīng)當(dāng)提供經(jīng)中華人民共和國司法部認(rèn)可的港澳律師公證（或見證）的材料原件。
b. For a Hong Kong or Macau applicant (including a Hong Kong or Macau design firm in a consortium, same below), its business license (or certificate of incorporation in the place where it resides), and certificates of identity such as certificate of Chief Principal and Power of Attorney of Chief Principal to be submitted in original must be notarized (witnessed) by a Hong Kong or Macau lawyer recognized by the Ministry of Justice, P.R.C.
③上述認(rèn)證材料原件須在技術(shù)文件發(fā)布會時(shí)間前—(暫定報(bào)名截止日后大約20個(gè)日歷日)交到組織代理單位處，未如期提交上述認(rèn)證材料原件的參賽人將會被取消參賽資格。
c. The above-mentioned documents must be submitted in original prior to the briefing of the Technical Document (After the deadline for provisional registration about 20 calendar days ) to the Organizing Agent； otherwise, the applicant will be disqualified.
3）為便于匯總和統(tǒng)計(jì)，請有意參與的參賽人于報(bào)名截止時(shí)間3天前（即2016年12月13日前）將填好的上述第1項(xiàng)文件——《資格預(yù)審調(diào)查表》（可編輯的word格式和含簽字蓋章的pdf格式）（詳見本競賽公告附件二格式（一））【傳真并電郵】到組織代理單位。
3) For the convenience of collection and analysis, interested applicants should fill in the first document above, that is, the Prequalification Questionnaire (in editable word file and in pdf file with signature and seal on it) (please refer to Format (I) in Appendix II hereof), and [fax and email] them to the Organizing Agent three days prior to the deadline of registration (i.e., prior to December 13, 2016).
4）所有競賽報(bào)名文件必須在報(bào)名截止時(shí)間前以書面形式【送達(dá)或郵寄】至組織代理單位，以組織代理單位接收到報(bào)名文件時(shí)間為準(zhǔn)，逾期抵達(dá)的報(bào)名文件概不受理。
4) All documents of registration in written must be [sent or mailed] to the Organizing Agent prior to the deadline, subject to the time when the Organizing Agent receives the documents. Any overdue documents shall not be accepted.

九、 競賽方式
IX. Forms of the Competition
1、 競賽公告發(fā)布、報(bào)名及報(bào)名期間的甄別
1. Announcement issuance, registration and screening during the registration period
通過在媒體發(fā)布本競賽公告，公開接受境內(nèi)外參賽人（含聯(lián)合體，下同）的報(bào)名，在本競賽報(bào)名結(jié)束后，組織代理單位對報(bào)名參賽人提交資料的真實(shí)性進(jìn)行甄別，出具《國際競賽活動初選報(bào)告》（以下簡稱“《初選報(bào)告》”），并交主辦單位復(fù)核確認(rèn)。報(bào)名期間的甄別見“8、競賽全過程甄別”。
The Announcement is issued through media, and subsequent to that, registration of the local and overseas applicants (including consortium, the same below) will be accepted. After the deadline of the registration, the Organizing Agent will screen the submitted materials to check their authenticity, issue the Preliminary Screening Report of the International Competition (hereinafter referred to as the "Preliminary Screening Report") based on the screening results, and submit it to the Sponsor for review and confirmation. For screening during of registration period, please refer to "8. Screening during the whole process of the Competition".
2、 競賽資格預(yù)審
2. Prequalification
由主辦單位組織資格審查委員會，根據(jù)《初選報(bào)告》、報(bào)名參賽人的設(shè)計(jì)資質(zhì)、綜合實(shí)力、同類項(xiàng)目設(shè)計(jì)經(jīng)驗(yàn)及獲獎情況、主創(chuàng)設(shè)計(jì)師在行業(yè)內(nèi)的聲望、設(shè)計(jì)團(tuán)隊(duì)的配備等因素，以及必要的考察調(diào)研，擇優(yōu)選取8家正式參賽人（含聯(lián)合體，下同）和2家備選參賽人（《擇優(yōu)評審細(xì)則》詳見本競賽公告附件一）。
The Sponsor shall establish the Prequalification Committee which will select 8 competitors (including consortiums, same below) and 2 backup ones based on the Preliminary Screening Report and various factors including the design qualification, comprehensive strength, design experiences of similar projects and awards won, the prestige of the chief designer in the industry, and the design team of the applicants (please refer to Appendix I hereof for the detailed Evaluation Rules).
3、 正式參賽人及備選參賽人名單的公示
3. Publicity of the name list of the official and backup competitors
經(jīng)資格審查委員會評定推薦并經(jīng)主辦單位確認(rèn)，本競賽評選出的8家正式參賽人和2家備選參賽人的名單（以下簡稱“名單”），將在本競賽公告發(fā)布網(wǎng)站進(jìn)行公示，公示期限為3個(gè)日歷天。參賽人或者其他利害關(guān)系人對公示名單有異議的，應(yīng)當(dāng)在名單公示期間向組織代理單位提出。
The name list of the 8 official and the 2 backup competitors selected and recommended by the Prequalification Committee and confirmed by the Organizer (hereinafter referred to as the "Name List") will be publicized on this website for a period of 3 calendar days. Should any of the applicants or other stakeholders have any objections to the Name List, they shall contact the Organizing Agent during such period.
公示名單中的參賽人若在公示期間收到有效的異議且查證屬實(shí)，按照以下原則予以處理：①針對正式參賽人的有效異議，則其正式參賽人資格被取消。備選參賽人將依次獲得正式參賽人資格，允許參加本競賽；②針對備選參賽人的有效異議，則其備選參賽人資格被取消。
If any effective objections made against the competitors in the Name List during the period is verified to be true, the following principles will be adopted in dealing with the competitor in question: a. if the official competitors are involved, they will be disqualified, and the backup competitors will be qualified as official ones in order； b. if the backup competitors are involved, they will be removed from the Name List as backup competitors.
4、 《正式參賽邀請函》的發(fā)放及競賽技術(shù)文件發(fā)布會
4. Issuance of the Official Invitation Letter to the Competition and briefing of the Technical Document
1）公示期滿后，組織代理單位向正式參賽人發(fā)放《正式參賽邀請函》（以下簡稱“邀請函”），收到邀請函的參賽人須在規(guī)定的時(shí)間內(nèi)書面確認(rèn)參賽并繳納參賽保證金。
1) Upon the expiry of the publicity period, the Organizing Agent will send the Official Invitation Letter to the Competition (hereinafter referred to as the "Invitation Letter") to the official competitors that must confirm the participation in the Competition in writing and pay the security within a specified period of time.
2）如收到邀請函的參賽人出現(xiàn)如下情況之一，則其正式參賽人資格被取消，備選參賽人將依次獲得正式參賽人資格，允許參加本競賽：
2) In any of the following cases, the competitors receiving the Invitation Letter will be disqualified as the official competitor, and the backup ones will therefore become eligible:
①未在規(guī)定時(shí)間內(nèi)書面確認(rèn)參賽（視為放棄參賽）的；
a. Failing to confirm the participation in the Competition in written within the specified period of time (deemed as a waiver)；
②未繳納參賽保證金的；
b. Failing to pay the security；

c. Failing to submit the originals of licenses and certificates required within the specified period of time [only for overseas computers (including overseas design firm in a consortium)].
本競賽技術(shù)文件發(fā)布會將在廣州市南沙區(qū)（暫定）舉行，時(shí)間（暫定）為正式參賽人及備選參賽人名單公示期滿后2周內(nèi)，具體以邀請函中的地點(diǎn)和時(shí)間為準(zhǔn)。
The briefing of the Technical Documents will be held in the Nansha District, Guangzhou (TBD) within 2 weeks (TBD) after the expiry of the Name List publicity period. The place and time will be finalized in the Invitation Letter.
5、 競賽成果提交時(shí)間
5. Submission deadline of deliverables
每個(gè)正式參賽人限報(bào)送一個(gè)競賽成果。競賽成果提交截止時(shí)間及提交地點(diǎn)見競賽技術(shù)文件（暫定于競賽技術(shù)文件發(fā)布會后45天提交），以實(shí)際簽收日期為準(zhǔn)。逾期將被視為棄權(quán)，將不得參與本競賽的成果評審。
Each official applicant is allowed to submit one set of deliverables only. The deadline and place for deliverables submission will be specified in the Technical Document (tentatively scheduled to be submitted 45 days after the briefing), subject to the actual date of receipt. Overdue deliverables will be regarded as a waiver, and rejected from the deliverables evaluation.
6、 競賽成果評審
6. Deliverables evaluation
由主辦單位組織競賽成果評審委員會對本競賽報(bào)送成果進(jìn)行評審。競賽成果評審包括：成果有效性審查和方案評審兩個(gè)階段。成果有效性審查：確定競賽成果的有效性，無效競賽成果不得進(jìn)入方案評審；方案評審：對有效競賽成果進(jìn)行充分研究及橫向比較的基礎(chǔ)上，以投票方式評選出3個(gè)優(yōu)勝方案。
The Sponsor shall organize an Evaluation Committee to evaluate the deliverables submitted. The evaluation is divided into two stages: Evaluation of deliverables validity and proposal evaluation. The first one is to determine the validity of the deliverables, and those evaluated to be invalid shall not enter the second stage in which three winning proposals will be selected through voting based on the full study and comparison of the valid deliverables.
7、 競賽成本補(bǔ)償費(fèi)及獎金
7. Compensation for costs and bonus
3個(gè)優(yōu)勝方案對應(yīng)的參賽人（含聯(lián)合體）各獲得￥500,000.00元（人民幣伍拾萬元整，含稅）的成本補(bǔ)償費(fèi)及獎金；其余參賽人（含聯(lián)合體）各獲得￥150,000.00元（人民幣拾伍萬元整，含稅）的成本補(bǔ)償費(fèi)。
The three winning competitors(including consortiums) will each receive RMB 500,000.00 (RMB Five Hundred Thousand Only, tax included) as compensation for costs and bonus； the rest RMB 150,000.00 (RMB One Hundred and Fifty Thousand Only, tax included) as compensation for costs.

Notes:
1）經(jīng)評審委員會評定為無效競賽成果的參賽人（含聯(lián)合體），將不能獲得競賽成本補(bǔ)償費(fèi)；
1) The competitors (including consortiums) that submit invalid deliverables as determined by the Evaluation Committee shall not be compensated.
2）若評審委員會認(rèn)為競賽成果未能達(dá)到相應(yīng)要求，優(yōu)勝方案可以減少或空缺；
2) If the Evaluation Committee decides that the deliverables fail to reach relevant requirements, it may reduce the number of winning proposals, even to none；
3）參賽人所獲得的成本補(bǔ)償費(fèi)及獎金均以人民幣在境內(nèi)支付各參賽人，境外參賽人若無法使用本單位帳戶收取人民幣，可授權(quán)境內(nèi)其他單位代收款項(xiàng)，主辦單位不支付相關(guān)手續(xù)費(fèi)用和稅金等費(fèi)用。聯(lián)合體參賽的向聯(lián)合體主體單位計(jì)發(fā)成本補(bǔ)償費(fèi)及獎金。
3) The compensation for costs and bonus will be paid to the competitors in RMB in China. If the overseas competitors cannot receive proceeds in RMB with their bank accounts, they may engage local agents to collect the proceeds, any fees and taxes thus incurred shall not be borne by the Sponsor. The leading firm of a consortium will receive the proceeds.
4）以上成本補(bǔ)償費(fèi)及獎金的稅金由參賽人自理；參賽人人員的往來差旅費(fèi)用和設(shè)計(jì)費(fèi)自理。
4) The tax on the above-mentioned compensation for costs and bonus shall be borne by the competitors, so are the travel expenses and design expenses.
8、 競賽全過程甄別
8. Screening during the whole process of the Competition
本競賽將全過程對參賽人的資質(zhì)及提交資料的真實(shí)性進(jìn)行甄別：
The qualifications of and materials submitted by the competitors will be screened
to check their authenticity during the whole process of the Competition.
1）報(bào)名期間的甄別：在本競賽報(bào)名結(jié)束后，組織代理單位對報(bào)名參賽人提交資料的真實(shí)性進(jìn)行甄別，出具《國際競賽活動初選報(bào)告》（以下簡稱“《初選報(bào)告》”），并交主辦單位復(fù)核確認(rèn)。經(jīng)審定后的《初選報(bào)告》將作為資格審查委員會評審的依據(jù)。凡出現(xiàn)提交虛假材料、冒名頂替者，其報(bào)名資格被取消，不得參與本競賽資格預(yù)審；
1) Screening during the registration period: After the deadline of the registration, the Organizing Agent will screen the submitted materials to check their authenticity, issue the Preliminary Screening Report of the International Competition (hereinafter referred to as the "Preliminary Screening Report") based on the screening results, and submit it to the Sponsor for review and confirmation. The approved Preliminary Screening Report will serve as the basis of evaluation by the Prequalification Committee. Those who submit false materials or steal identity will be banned from the prequalification；
2）競賽期間的甄別：在成果評審環(huán)節(jié)，如發(fā)現(xiàn)參賽人提交虛假材料，冒名頂替者，其競賽成果將視為無效，其參賽保證金將被沒收，不予退還，保留追訴權(quán)，并在行業(yè)內(nèi)予以通報(bào)。給主辦單位造成損失的，依法承擔(dān)賠償責(zé)任；構(gòu)成犯罪的，依法追究刑事責(zé)任。
2) Screening during the competition period: During the deliverables evaluation, the deliverables of those who submit false materials or steal identity will be deemed as invalid. The Sponsor shall confiscate their security, reserve the right to prosecute and circulate a notice of criticism in the industry. In case of any loss caused to the Sponsor or a crime involved, the firm in question must compensate for such loss or bear the criminal liability pursuant to law.
3）合同簽署期間的甄別：在合同簽署期間如發(fā)現(xiàn)參賽人提交虛假材料，冒名頂替者，其參賽資格被取消，且參賽保證金將被沒收，不予退還，不予計(jì)發(fā)成本補(bǔ)償費(fèi)及獎金，保留追訴權(quán)，并在行業(yè)內(nèi)予以通報(bào)。給主辦單位造成損失的，依法承擔(dān)賠償責(zé)任；構(gòu)成犯罪的，依法追究刑事責(zé)任。
3) Screening during the period of contract signing: During this period, the competitors who submit false materials or steal identity will be disqualified for the Competition. The Sponsor shall confiscate their security, keep the compensation for costs and bonus, reserve the right to prosecute and circulate a notice of criticism in the industry. In case of any loss caused to the Sponsor or a crime involved, the firm in question must compensate for such loss or bear the criminal liability pursuant to law.
十、 參賽保證金
X. Guarantee Fund
為確保本競賽的圓滿進(jìn)行，正式被邀請參加的參賽人（含聯(lián)合體）確認(rèn)參加時(shí)，應(yīng)向組織代理單位交納參賽保證金￥30,000.00元（人民幣叁萬元整）。
To ensure the smooth implementation of the Competition, the competitors (including consortiums) officially invited, when confirming to participate in the Competition, shall pay a guarantee fund of RMB 30,000.00 (RMB Thirty Thousand Only) to the Organizing Agent.

4) In any of the following cases, the guarantee fund will be confiscated: a. dropping out of the Competition without sound reasons after confirmation in writing； or b. failing to submit the deliverables as required； or c. submitting invalid deliverables； or d. submitting false materials or stealing identity during the Competition.
十一、 其他
XI. Miscellaneous
1、參賽人按上述規(guī)定提供的所有材料均須是簡體中文，外文版材料須有對照的中文譯本，當(dāng)同一內(nèi)容的中文與外文發(fā)生歧義時(shí)，以中文為準(zhǔn)。
1. All materials submitted by the competitors as per the above-mentioned rules must be prepared in simplified Chinese. For those in foreign languages, corresponding Chinese translation should be provided. In case of any discrepancy between the contents in the two languages, the Chinese version shall prevail.
2、主辦單位在按規(guī)定向參賽人支付成本補(bǔ)償費(fèi)及獎金后，參加競賽的成果署名權(quán)歸參賽人所有，知識產(chǎn)權(quán)及版權(quán)歸主辦單位所有。
2. After the payment of compensation for costs and bonus, the competitors shall have right of authorship of the deliverables, while the Sponsor has the intellectual property right and copyright.
3、競賽成果由參賽人原創(chuàng)。若因競賽成果涉及第三方知識產(chǎn)權(quán)引起法律糾紛的，參賽人須自行承擔(dān)一切責(zé)任和后果。
3. The deliverables should be the original work of the competitors. In case of any legal disputes caused by involving a third-party IP right, the competitors must bear any and all liabilities and consequences thus incurred.
4、因參賽人侵犯他人知識產(chǎn)權(quán)給主辦單位或第三方帶來的損失，參賽人須承擔(dān)全部賠償和法律責(zé)任。
4. In case of any loss caused to the Sponsor or any third party by the competitor’s IP infringement, the firm in question must bear the compensation for such loss and legal liabilities.
5、主辦單位不知道參賽人侵犯他人知識產(chǎn)權(quán)，使用其送交的成果給第三方帶來的損失，由參賽人承擔(dān)全部賠償和法律責(zé)任。
5. In case of any loss caused to any third party by the Sponsor using the deliverables without the awareness of the competitor’s IP infringement, the firm in question should bear the compensation for such loss and legal liabilities.
6、參賽人從組織代理單位獲得的文件資料應(yīng)妥善保管，不得泄露，也不得用于本次競賽以外的任何場合。參賽人須承擔(dān)因文件資料泄露等情況所帶來的損失賠償責(zé)任和法律責(zé)任。
6. The competitors should safekeep the documents obtained from the Organizing Agent. Such documents must not be disclosed or used in any other occasions except the Competition； otherwise, the competitors must bear any loss and legal liabilities thus incurred.
7、本競賽及相關(guān)的一切文件適用的法律為中華人民共和國法律。本次報(bào)名和競賽將在公平、公正、公開的原則下進(jìn)行。若有糾紛，將按照中華人民共和國現(xiàn)行的法律、法規(guī)，通過訴訟程序解決，訴訟應(yīng)向廣州市有管轄權(quán)的法院提出。
7. Laws applicable to the Competition and all relevant documents are laws of the People’s Republic of China. The registration and the Competition are held under the principles of Openness, Equity and Justice. Any dispute arising thereof will be subject to the judicial proceedings according to the laws and regulations of China currently in force. The lawsuit should be instituted to the court of Guangzhou with the jurisdiction.
8、本競賽公告與正式發(fā)布的《競賽技術(shù)文件》有不符之處，以《競賽技術(shù)文件》為準(zhǔn)。
8. In case of any discrepancy between the Announcement and the Technical Document of the Competition, the latter shall prevail.
9、本競賽公告英文版與中文版不一致之處，均以中文版的公告為準(zhǔn)。

10、所有報(bào)名文件概不退還。
