Pre-announcement of the International Consultation on the Masterplanning and Conceptual Planning of the Space Science and Technology Theme Park
近年來(lái)，航天科技類企業(yè)逐漸在深圳落戶并發(fā)展壯大，企業(yè)及廣大市民對(duì)太空科技的關(guān)注度越來(lái)越高。在此背景下，寶安區(qū)委區(qū)政府?dāng)M以亞太高通量寬帶衛(wèi)星通信系統(tǒng)項(xiàng)目建設(shè)為契機(jī)，建設(shè)“太空科技主題公園”，推動(dòng)太空科技科普教育工作。
In recent years, the enterprises in the area of aerospace science and technology have gradually been set up, grown and thrived in Shenzhen. Shenzhen enterprises, as well as the citizens, have paid more and more attention on the space science and technology. Under this background, Bao’an District Committee and Government have planned to take the project construction of the Asia-Pacific high throughput broadband satellite communication system as an opportunity, to build up a Space Science and Technology Theme Park, and to promote the science popularization and education of space technology and science.
為推進(jìn)“太空科技主題公園”的規(guī)劃建設(shè)工作，擬由深圳市寶安區(qū)人民政府主辦，深圳市寶安區(qū)科技創(chuàng)新局與深圳市規(guī)劃和國(guó)土資源委員會(huì)寶安管理局聯(lián)合承辦，組織“太空科技主題公園總體策劃及概念性規(guī)劃國(guó)際咨詢”。
In order to promote the planning and construction of the Space Science and Technology Theme Park, the International Consultation on Masterplanning and Conceptual Planning of the Space Science and Technology Theme Park will be organized by the People’s Government of Bao’an District, Shenzhen and jointly undertaken by the Science and Technology Innovation Bureau of Bao’an District, Shenzhen, and Bao’an Administration of the Urban Planning, Land and Resources Commission of Shenzhen Municipality.
因項(xiàng)目時(shí)間緊、任務(wù)急，為讓有意向的設(shè)計(jì)機(jī)構(gòu)提前準(zhǔn)備報(bào)名相關(guān)工作，現(xiàn)將有關(guān)信息預(yù)告如下：
Due to the schedule being tight and task being urgent, we hereby pre-announce relevant information as follows for convenience of those design firms who are interested in participating in this International Consultation:
1.工作目標(biāo) Working Goal
本次國(guó)際咨詢旨在面向全球引進(jìn)高水平的策劃和規(guī)劃設(shè)計(jì)力量。希望各團(tuán)隊(duì)根據(jù)目前太空科技的發(fā)展現(xiàn)狀、趨勢(shì)及羅田森林公園資源情況和太空科技科普教育的需求，通過(guò)策劃研究確定“太空科技主題公園”的定位、發(fā)展方向、戰(zhàn)略目標(biāo)和具體項(xiàng)目，并通過(guò)專業(yè)規(guī)劃設(shè)計(jì)進(jìn)行合理分區(qū)布局，為“太空科技主題公園”描繪美好藍(lán)圖。
The International Consultation is to attract global high-level planning and design teams into this project. It’s hoped that each team can determine the positioning, development trend, strategic goals, and specific items for the Space Science and Technology Theme Park through planning and research, and draw up a rational layout through professional planning and design, to draft it a beautiful blueprint, based on the development status, trend of space science and technology, the resources of Luotian Forest Park and the demand of science popularization and education of space technology and science.
2.規(guī)劃設(shè)計(jì)范圍 Planning and Design Scope
本次國(guó)際咨詢以廣東羅田森林公園為界，項(xiàng)目位于深圳市寶安區(qū)松崗街道北部羅田林場(chǎng)內(nèi)，地處深圳市與東莞市交界處，總面積為460.73hm2。森林公園分為兩個(gè)片區(qū)，其中：東南片區(qū)與東莞市樟木頭林場(chǎng)、深圳市公明街道、松崗街道羅田水庫(kù)、羅田居委會(huì)相鄰，面積為407.7hm2；西北片區(qū)與東莞市長(zhǎng)安鎮(zhèn)大嶺山、深圳市松崗街道羅田水庫(kù)、燕川村、龍大高速公路相鄰，面積為53.03hm2。
The International Consultation is bounded by Guangdong Luotian Forest Park. It is within Luotian Forest Farm, north of Songgang Street District, Bao’an District, Shenzhen, and located in the border of Shenzhen and Dongguan, with an overall area of 460.73hm2. The forest park is divided into two areas, among which, the southeast area is adjacent to Zhangmutou Forest Farm of Dongguang, Gongming Street District of Shenzhen, Luotian Reservoir of Songgang Street Distrcit and Luotian Residential Committee, with an area of 407.7hm2, while the northwest area is adjacent to Dalingshan of Changan Town, Dongguan, Luotian Reservoir, Yanchuan Village and Longhua-Dalingshan Highway of Songgang Street District, Shenzhen, with an area of 53.03hm2.
3.咨詢內(nèi)容 Consultant Content
咨詢內(nèi)容包括總體策劃和概念規(guī)劃。
The consultant content will include the masterplanning and conceptual planning.
4.工作階段和時(shí)間 Working Stages & Schedule
本次國(guó)際咨詢活動(dòng)工作周期分為“報(bào)名篩選+正式咨詢+成果整合階段”三個(gè)階段進(jìn)行：
The International Consultation will be divided into three stages, namely “Registration & Qualification + Official Consultation + Integration of Deliverables”.
4.1第一階段：報(bào)名篩選（2016年11月） Stage 1: Registration & Qualification (November, 2016)
本階段將采取公開(kāi)報(bào)名、擇優(yōu)篩選的方式，報(bào)名截止后，主辦單位將邀請(qǐng)專家組建專家評(píng)審委員會(huì)對(duì)設(shè)計(jì)機(jī)構(gòu)提交的報(bào)名文件（包括項(xiàng)目經(jīng)驗(yàn)和團(tuán)隊(duì)構(gòu)成等）進(jìn)行評(píng)選，擇優(yōu)選取4家設(shè)計(jì)機(jī)構(gòu)發(fā)出《編制正式規(guī)劃成果邀請(qǐng)函》。
This stage will be applied for its organization with open registration and preferential selection. After the registration, the Organizer will invite experts to constitute the Jury Panel that will carry out review on the application documents (including project experiences and team composition and etc.) submitted by design firms. Then four design firms will be shortlisted and issued with the Invitation to Formulate the Design Scheme.
4.2第二階段：正式咨詢（2016年12月-2017年1月中旬） Stage 2: Official Consultation (December, 2016 - Mid-January, 2017)
入圍機(jī)構(gòu)開(kāi)展總體策劃和概念規(guī)劃的編制，由專家評(píng)審委員會(huì)對(duì)提交的成果進(jìn)行評(píng)審，確定2個(gè)優(yōu)勝方案，再由區(qū)政府組織定標(biāo)委員會(huì)確定第一名。
The shortlisted design firms will start formulating the masterplan and conceptual plan. The Jury Panel will evaluate those submitted design deliverables and select two winning schemes, and the District Government will set up a bidding committee to decide the first-prize winner from these two schemes.
4.3第三階段：整合深化（約1個(gè)月） Stage 3: Integration and Deepening (About 1 Mouth)
優(yōu)勝機(jī)構(gòu)根據(jù)專家意見(jiàn)和區(qū)委區(qū)政府工作要求，對(duì)總體策劃和概念規(guī)劃成果進(jìn)行深化整合，形成最終成果，同時(shí)負(fù)責(zé)組織開(kāi)展整合工作坊和公眾展示。
According to the experts’ advice and the working requirements of Bao’an District Committee and Government, the first-prize winner shall carry out integration and deepening on those 4 masterplans and conceptual plans to form the final scheme； meanwhile, he shall be in charge of organizing a workshop and the public display of the final planning scheme.
5.報(bào)名要求 Registration Requirements
本次國(guó)際咨詢活動(dòng)重在引入具有科技類主題公園的策劃和規(guī)劃經(jīng)驗(yàn)的設(shè)計(jì)機(jī)構(gòu)和專門團(tuán)隊(duì)，有相關(guān)經(jīng)驗(yàn)的設(shè)計(jì)機(jī)構(gòu)均可報(bào)名。歡迎規(guī)劃、策劃、景觀和市政等各專業(yè)的境內(nèi)外設(shè)計(jì)機(jī)構(gòu)組建聯(lián)合體參加。本次國(guó)際咨詢不接受個(gè)人名義報(bào)名。
The International Consultation will focus on introducing design firms and professional teams with experience in planning and design of science theme parks. All the design firms with related experiences can register. It’s warmly welcomed that those international and local design firms from areas of urban planning, event planning, landscape and municipal engineering, etc., work as a consortium to participate in. But personal registration isn’t accepted in this International Consultation.
有意向參與本次國(guó)際咨詢的設(shè)計(jì)機(jī)構(gòu)需在正式公告中的截止日期前提交報(bào)名文件進(jìn)行報(bào)名。報(bào)名文件主要包括：
The design firms who are interested in participating in this International Consultation shall submit the application documents to apply for it by the registration deadline set in its official registration announcement. The application documents will mainly include:
1）資質(zhì)性文件，包括公司簡(jiǎn)介、工商注冊(cè)文件和資質(zhì)證書等資料；
Qualification documents, including company profile, business licenses, and qualification papers, etc；
2）承接過(guò)的同類型規(guī)劃設(shè)計(jì)項(xiàng)目證明資料，包括項(xiàng)目介紹、項(xiàng)目完成情況和項(xiàng)目證明圖片等資料；
Portfolio about similar planning and design projects, include project introduction, project status, project photos and other documents；
3）擬承擔(dān)本項(xiàng)目的團(tuán)隊(duì)成員資料，包括團(tuán)隊(duì)成員名單、團(tuán)隊(duì)成員簡(jiǎn)歷及首席設(shè)計(jì)師主導(dǎo)過(guò)的同類型項(xiàng)目證明材料等資料。
Information about the project team, including the name list of project team members, CVs of the team members, and portfolio about similar projects presided by the chief designer, etc.
6.費(fèi)用和任務(wù)要求 Fees and Task Requirements
本次國(guó)際咨詢活動(dòng)的具體內(nèi)容和相關(guān)費(fèi)用設(shè)置等事項(xiàng)以后續(xù)發(fā)布的正式咨詢公告、工作規(guī)則和技術(shù)任務(wù)書為準(zhǔn)。屆時(shí)，主辦單位將在寶安區(qū)政府在線、深圳市規(guī)劃和國(guó)土資源委員會(huì)官方網(wǎng)站、深圳市城市設(shè)計(jì)促進(jìn)中心官方網(wǎng)站等網(wǎng)站發(fā)布本次國(guó)際咨詢活動(dòng)的正式公告。
The specific content, related design fees and other items of the International Consultation are subject to the official announcement, working rules and design brief issued later. By the time, the Organizer will issue the official announcement of this International Consultation on the official websites of Bao’an District Government, the Urban Planning, Land and Resources Commission of Shenzhen Municipality and Shenzhen Urban Design Center and etc.
