西側廣場方案設計征集公告
內(nèi)蒙古少數(shù)民族群眾文化體育運動中心是內(nèi)蒙古自治區(qū)舉辦國際賽馬、體育競技、民族演藝、草原觀光、休閑娛樂多位一體的綜合場館。為民族文化運動與賽馬活動、草原體驗、生態(tài)草原觀光、營造蒙古民族“地域文化”的環(huán)境氛圍，呼和浩特市將在“內(nèi)蒙古少數(shù)民族群眾文化體育運動中心”西側新建一處廣場（以下簡稱西廣場）。該廣場既是自治區(qū)成立70周年大慶主會場的配套項目，又是我市重要的公共基礎設施。為確保項目的高水平、高質(zhì)量建設，現(xiàn)就內(nèi)蒙古少數(shù)民族群眾文化體育運動中心西側廣場項目，面向國際公開征集方案設計，具體內(nèi)容公告如下。
一、項目概況和設計內(nèi)容

1.1項目名稱：內(nèi)蒙古少數(shù)民族群眾文化體育運動中心西側廣場方案設計
1.2項目地點：位于呼和浩特市新城區(qū)保和少鎮(zhèn)野馬圖村以南,內(nèi)蒙古少數(shù)民族群眾文化體育運動中心以西。
1.3規(guī)劃范圍
1.3.1規(guī)劃區(qū)范圍：北至大青山南坡生態(tài)路、南至規(guī)劃二路、東至內(nèi)蒙古少數(shù)民族群眾文化體育運動中心主體、西至規(guī)劃六路。

1.4場地現(xiàn)狀情況：場地背倚大青山山麓，緊鄰保和少鎮(zhèn)野馬圖村，以南為呼和塔拉萬畝草原及太陽廣場，以西為農(nóng)田保護地，以東是自治區(qū)七十年大慶主會場——內(nèi)蒙古少數(shù)民族群眾文化體育運動中心。
2、設計要求
2.1設計應突出主題、立意新穎大氣，表現(xiàn)時代特色、城市特色、塑造精彩紛呈的城市亮點。
2.2充分體現(xiàn)草原文化，利用當?shù)刂参锏拇钆�、結合鋪裝、硬化、小品、雕塑等設施，體現(xiàn)出寬廣、遼闊、包容的民族精神。突出城市文脈的傳承，民族及地域文化的創(chuàng)新。植物的選取應以灌木為主，喬木為輔，創(chuàng)造良好視覺通道。
2.3設計應體現(xiàn)原創(chuàng)性，避免簡單抄襲或復制，應風格鮮明且具有獨創(chuàng)性。滿足各類設計技術規(guī)范，確保建設的可實施性以及建成后管理維護的便利性。
2.4廣場應考慮分期建設，一期主要建設中軸線部分，應著重考慮主軸線寬度，草坡、水系及主廣場尺度關系。二期作為功能配套逐步完善。
2.5本方案設計周期要求30日歷天內(nèi)提交成果，中標后深化設計20日歷天。
二、征集活動組織方式
1、征集活動形式
1.1本征集公告面向國際公開發(fā)布，采取公開報名形式。在中國采購與招標網(wǎng)、內(nèi)蒙古招投標網(wǎng)、ABBS、呼和浩特市市政府網(wǎng)、呼和浩特市規(guī)劃局網(wǎng)上同時發(fā)布（本公告中所載明的時間均為北京時間），接受境內(nèi)外設計單位的報名。
1.2將對報名的設計單位進行資格后審。
2、征集活動的評選方式及費用支付
2.1設計單位凡按規(guī)定報送設計成果、并經(jīng)專家評審委員會審查確認其設計成果符合本次征集活動要求的，第一名（1名）可獲得設計獎勵人民幣100萬元；第二名（1名）可獲得設計補償費人民幣50萬元；第三名（2名）可獲得設計補償費人民幣20萬元.
三、征集活動的報名要求
1、報名條件
1.1在中華人民共和國境內(nèi)注冊的企業(yè)，應具有獨立法人資格，須具備建筑行業(yè)工程設計乙級(含)及以上資質(zhì)或者市政行業(yè)工程設計乙級(含)及以上資質(zhì)或者風景園林工程設計專項資質(zhì)乙級(含)及以上，境外企業(yè)不設定資質(zhì)要求；
1.2本次征集活動接受聯(lián)合體報名。投標的聯(lián)合體各成員須同時具備建筑行業(yè)工程設計乙級(含)及以上資質(zhì)或者市政行業(yè)工程設計乙級(含)及以上資質(zhì)或者風景園林工程設計專項資質(zhì)乙級(含)及以上（境外企業(yè)不設定資質(zhì)要求），聯(lián)合體各方應簽訂聯(lián)合體協(xié)議書,明確聯(lián)合體主體單位和各方權利義務。聯(lián)合體主體單位須滿足上述要求；配合單位應具備獨立法人資格。
2、報名方式
請應征人于2016年9月20日至2016年10月9日（法定節(jié)假日休息），每日上午9：00至12：00時，下午14：00時至 17：00（北京時間，下同），攜帶報名資料在呼和浩特市賽罕區(qū)新華東街78號（華門世家14層）進行報名。
3、報名攜帶資料
法人授權委托書及授權人身份證、企業(yè)法人營業(yè)執(zhí)照副本、資質(zhì)等級證書副本、企業(yè)稅務登記證副本、組織機構代碼證副本、聯(lián)合體協(xié)議書（聯(lián)合體報名必須提供）、聯(lián)系方式（包括聯(lián)系人姓名、固定電話、手機號碼、傳真號碼、電子郵件）。
注：以上資料需同時提供原件及加蓋單位公章復印件兩份。
四、征集文件的獲取

Announcement of the Design Solicitation
(The West Side Square to the Inner Mongolia Ethnic Group Citizen Cultural Sports Center)
Inner Mongolia Ethnic Group Citizen Cultural Sports Center is an integrated stadium to hold international horse racing, sports competition, ethnic arts, prairie sightseeing, leisure and entertainment. In order to create a Mongolian \"local culture\" atmosphere for horse racing, prairie experience, prairie ecological tourism, a square will be built by the west side of Inner Mongolia Ethnic Group Citizen Cultural Sports Center in Hohhot(hereinafter referred to as the West Square). This square is not only the supporting project of the 70 anniversary of the establishment of autonomous region, but also an important public infrastructure. In order to ensure the project with a high level and high quality, about which the design is called for globally. See the details as below:
Ⅰ. Project Description and Design Requirement

1.2 Project Location: the site is located in southern suburban area of Xincheng District, Hohhot. West to the Inner Mongolia Ethnic Group Citizen Cultural Sports Center

1.3.1 Scope of the Construction area: starts from Ecology RD of Daqing Mountain in the North and ends at 2ndGuihua RD in the south. East to the Inner Mongolia Ethnic Group Citizen Cultural Sports Center, west to 6thGuihua RD.

1.4 SiteDescription: The site is backed by Daqing Mountain, near the Yematu village With acres of grassland and Sun square in the south and protected farmland in the west. Inner Mongolia Ethnic Group Citizen Cultural Sports Center to its east.
2. The Design Requirements
2.1 The design should highlight the theme, and embrace attractive and elegant design ideas. Shows the characteristics of the times and urban features. To create brilliant city highlights.
2.2 Fully embody prairie culture, take advantage of the local plants combined with the pavement, hardening, sculptures and other facilities reflecting the broad and inclusive Mongolian ethos. Emphasis urban cultural heritage, innovation of national and regional culture. Plants should mainly rely on shrubs while trees subsidiary to create a good visual enjoyment.
2.3 Design should reflect originality, avoiding simple copying or duplication. It should have a distinctive style and originality. Meet all the technical requirements to ensure that the construction can be implemented and the follow-up management and maintenance can be easily done.
2.4 Phased construction is needed: the first phase is mainly for the construction of the central axis part. The axis scale width, grass, water and the dimension relations with the main square should take into fully consideration. The second phase will perfect the functional complement gradually.
2.5It requires 30 calendar days design cycle to submit the design works. 20 more calendar days for design optimization after win the bidding.
Ⅱ. Organization of the Solicitation
1.Form of the Solicitation
1.1This solicitation announcement is released globally, take the form of open enrollment. The announcement will published in the website of Procurement and Bidding in China, Inner Mongolia Bidding, ABBS, Hohhot Government and Planning Bureau OF Hohhot (in this announcement stated times are GMT). Both home and abroad design companies are accepted.
1.2 All the applicants should be tested for the qualification.
2. Evaluation Method and the Awards
2.1 The designs which are considered to be compliance with the requirements of this solicitation by the evaluation of expert committee will get the award as follows: the first prize winner (1)will get one million yuan； the second prize winner(1) will get 500,000 yuan as design compensation ； the third prize(2) winners will get 200,000 yuan as design compensation.
Ⅲ. Application Requirements
1.ApplicationConditions
1.1 All the companies registered in the People’s Republic of China should have an independent legal entity. Construction industry engineering design B (inclusive), municipal sector engineering design B (inclusive) or landscape design engineering and special qualifications B (inclusive) and above are required. These qualification requirements are not for overseas companies；
1.2 Joint-application is accepted. Each member of the consortium must also have engineering design B (inclusive) and above qualifications or municipal sector engineering design B (inclusive) and above qualifications or landscape special engineering design qualification B (inclusive) and above (overseas companies are not required). All the members of the consortium should sign a consortium agreement in which listed the rights and obligations of the parties. The main body must meet the above requirements； cooperate company should have independent legal entity.
