Announcement on International Competition of Architectural Scheme Design for Bao’an 1990 (Library, Cultural Center, Concert Hall) Upgrading and Reconstruction
寶安是深圳的文化之根。為落實(shí)國家、省、市文化事業(yè)發(fā)展目標(biāo)，做大做強(qiáng)文化事業(yè)和文化產(chǎn)業(yè)，建設(shè)國際、國內(nèi)一流水平的公共文化服務(wù)網(wǎng)絡(luò)，2016年，寶安區(qū)委區(qū)政府以大決心、大魄力決定對(duì)老城區(qū)圖書館、群眾文化藝術(shù)館、新安影劇院“寶安1990”進(jìn)行升級(jí)改造，將新安影劇院改造為寶安音樂廳，同時(shí)推進(jìn)寶安博物館、美術(shù)館、藝術(shù)館--“寶安公共文化藝術(shù)中心”建設(shè)，寶安將由此填補(bǔ)沒有音樂廳、博物館的空白，并構(gòu)筑起展現(xiàn)群文風(fēng)采和前沿藝術(shù)的文化新高地。
Bao’an is the root of culture of Shenzhen. To implement the national, provincial and municipal cultural undertaking development goals, to develop the cultural undertaking and cultural industry bigger and stronger, and to build the national and international first-class public culture service network, in 2016, Bao’an District Commission and District Government have decided to upgrade and reconstruct the old town Mass Culture House, Library & Xin’an Theater determinedly and courageously. Xin’an Theater will be reconstructed into Bao’an Concert Hall, and the construction of Bao’an Museum, Gallery & Art Gallery will be promoted simultaneously. Bao’an will thus fill in the blank of no concert hall and museum, and build the new cultural highland showing the folk art style and the cutting-edge art.
寶安1990（圖書館、文化館、音樂廳）升級(jí)改造項(xiàng)目位于寶安區(qū)新安街道。新安街道是寶安的老城區(qū)，寶安1990建筑均是在1990年代建成并投入使用的重要文化建筑。陪伴寶安人20多年的老城區(qū)文化場館在提高市民素質(zhì)，推動(dòng)特區(qū)一體化和城市化進(jìn)程中起到了重要的推動(dòng)作用，多年來形成了一片成熟的文化聚集地，這是一份珍貴的積淀和眷戀。而“寶安1990（圖書館、文化館、音樂廳）”的高標(biāo)準(zhǔn)升級(jí)改造不僅保證了老城區(qū)文化設(shè)施集中片區(qū)功能的完整性，而且更有服務(wù)特色和針對(duì)性。
Bao’an 1990 (Library, Cultural Center, Concert Hall) Upgrading and Reconstruction Project is located in Xin’an Sub-district, Bao’an District. Xin’an Sub-district is an old urban area in Bao’an District. The “Bao’an 1990” buildings are important cultural buildings which were all completed and put into service in the 1990s. The old urban district cultural venues accompanying the people in Bao’an District for more than 20 years play an important role in the course of promoting the integration and urbanization of Shenzhen Special Economic Zone and form a mature cultural gathering place over the years. This is a precious heritage loved by many people. The high-standard upgrading and reconstruction of the “Bao’an 1990” not only guarantees the functional integrity for concentrated cultural facilities in the old urban district, but also has more service characteristics and pertinence.
根據(jù)寶安區(qū)加快建成“濱海寶安、產(chǎn)業(yè)名城、活力之區(qū)”的發(fā)展目標(biāo)，這張城市名片首先要有文化的支撐，文化是城市之魂，而是否擁有足夠數(shù)量和品質(zhì)的文化設(shè)施，對(duì)一座城市的未來具有決定性的影響。文化厚度和溫度將是濱海寶安最持久、最動(dòng)人的魅力。為營造城市公共文化空間，提升寶安整體形象，使老城區(qū)煥發(fā)新的活力，高標(biāo)準(zhǔn)升級(jí)改造“寶安1990”，深圳市寶安區(qū)人民政府組織開展“寶安1990（圖書館、文化館、音樂廳）升級(jí)改造項(xiàng)目建筑方案設(shè)計(jì)國際競賽”活動(dòng)，面向全球公開征集具有豐富建筑設(shè)計(jì)實(shí)踐經(jīng)驗(yàn)的設(shè)計(jì)機(jī)構(gòu)參與。
According to the urban development goal for Bao’an District to achieve \"coastal Bao’an, industrial city and vigor district\", the city card of Bao’an has to have the support of culture. Culture is the soul of a city, and whether there is sufficient and quality cultural facilities have a decisive impact on the future of a city. Cultural thickness and temperature will be the most lasting and moving charm of coastal Bao’an. In order to create the urban cultural public spaces, enhance the overall image of Bao’an, make the old city full of new vitality, to upgrade and reconstruct “Bao’an 1990\" with high standard, the People’s Government of Bao’an District, Shenzhen organizes the International Competition of Architectural Scheme Design for Bao’an 1990 (Library, Cultural Center, Concert Hall) Upgrading and Reconstruction to invite the experienced architectural practices and design firms to participate in.
本次國際競賽活動(dòng)旨在引進(jìn)高水平設(shè)計(jì)力量，通過對(duì)寶安1990（圖書館、文化館、音樂廳）升級(jí)改造項(xiàng)目的深入研究，以創(chuàng)新性設(shè)計(jì)理念和發(fā)展思路，為寶安1990文化綜合體的功能整合、品質(zhì)提升和空間改造提出高水平的建筑設(shè)計(jì)方案。以創(chuàng)造多層次、多樣化的市民文化生活場所，提升老城市文化品位和吸引力。
This competition aims to introduce high level design institutions to develop the high-level architectural schemes for functional integration, quality promotion and the space transformation of the Bao’an 1990 cultural complex through in-depth study of Bao’an 1990 (Library, Cultural Center, Concert Hall) Upgrading and Reconstruction project with innovative design concept and development of ideas to create multi-level, diversified public place of cultural life, enhance and improve the old city’s cultural taste and attraction.
按照寶安區(qū)委區(qū)政府審定的工作方案，現(xiàn)發(fā)布本次國際競賽正式公告。有意向參與本次競賽活動(dòng)的設(shè)計(jì)機(jī)構(gòu)或聯(lián)合體，請?zhí)顚憽秾毎?990（圖書館、文化館、音樂廳）升級(jí)改造項(xiàng)目建筑方案設(shè)計(jì)國際競賽報(bào)名表》（詳見附件1），按照《寶安1990（圖書館、文化館、音樂廳）升級(jí)改造項(xiàng)目建筑方案設(shè)計(jì)國際競賽工作規(guī)則》（詳見附件3）的要求提交報(bào)名資料，于2016年8月15日17:00前進(jìn)行報(bào)名。并根據(jù)《寶安1990（圖書館、文化館、音樂廳）升級(jí)改造項(xiàng)目建筑方案設(shè)計(jì)國際競賽技術(shù)任務(wù)書》（詳見附件4）的要求完成競賽成果文件，于2016年10月31日17:00前提交競賽成果文件。有關(guān)報(bào)名材料及相關(guān)競賽文件請登陸以下網(wǎng)站查詢、下載并填報(bào)：
According to the work plan of Bao’an District Committee and Government, the official announcement of this International Competition is hereby announced. Design firms or consortiums who are interested in participating in the competition, please fill in the Application form of the International Competition of Architectural Scheme Design for Bao’an 1990 (Library, Cultural Center, Concert Hall) Upgrading and Reconstruction (see Appendix 1), and to submit registration information in accordance with the Working Rules of the International Competition of Architectural Scheme Design of Bao’an 1990 (Library, Cultural Center, Concert Hall) Upgrading and Reconstruction (see Appendix 3) before 17:00 August 15, 2016 (Beijing time) for registration. And complete the deliverables according to the Technical Specifications of the International Competition of Architectural Scheme Design for Bao’an 1990 (Library, Cultural Center, Concert Hall) Upgrading and Reconstruction (see Appendix 4), and submit the deliverables before 17:00 on October 31, 2016 (Beijing time). 期待有關(guān)設(shè)計(jì)機(jī)構(gòu)的廣泛參與和大力支持！鼓勵(lì)參加競賽的設(shè)計(jì)機(jī)構(gòu)同時(shí)選擇選擇“寶安公共文化藝術(shù)中心”和“寶安1990”進(jìn)行設(shè)計(jì)，也可以選擇其中一個(gè)進(jìn)行設(shè)計(jì)，參加兩者設(shè)計(jì)的，需綜合考慮兩者的聯(lián)系及功能上的互補(bǔ)。在評(píng)審時(shí)將“寶安公共文化藝術(shù)中心”和“寶安1990”分成兩組進(jìn)行評(píng)審，其評(píng)審結(jié)果互不影響。
We are looking forward to the extensive participation and strong support from the relevant design firms! Design firms are encouraged to take part in both competitions and carry out design for "Bao’an Public Culture and Art Center" and "Bao’an 1990" at the same time. It’s also welcomed to choose one from the foresaid two projects to design. Those who participate in both competitions will have to shall comprehensively consider their connection and complementation in function. For the assessment, "Bao’an Public Culture and Art Center" and "Bao’an 1990" will be assessed separately, and the results of their assessment will not affect each other.
