Pre-announcement of the Public Consultation on the Planning and Design of Xixiang Coastal Town and Shajing Golden Oyster Food Cultural Town, Bao’an District, Shenzhen
寶安區(qū)已進(jìn)入建設(shè)“濱海寶安、產(chǎn)業(yè)名城、活力之區(qū)”的新發(fā)展階段,為推進(jìn)寶安舊城轉(zhuǎn)型升級,重塑寶安城區(qū)活力,打造寶安特色文化名片,寶安區(qū)委區(qū)政府要求分別以西鄉(xiāng)濱海風(fēng)情小鎮(zhèn)和沙井金蠔美食文化小鎮(zhèn)為定位,啟動(dòng)西鄉(xiāng)街道西灣東片區(qū)和沙井街道沙井中心西片區(qū)、海上田園東片區(qū)的功能提升和城市改造。
As Bao’an District has entered into a new development stage of constructing “Coastal Bao’an, Famous Industry City, Dynamic Region”, in order to promote itsurban transformation and upgrading, reactivate its urban area, and make its featured cultural brand, it is going to start the functional improvement and urban renewal of Xiwan Eastern Area in Xixiang Sub-district as well as Shajing Central Western Area and Waterlands Resort Eastern Area in Shajing Sub-district, respectively with Xixiang Coastal Town and Shajing Golden Oyster Food Cultural Town as the positioning, according to the instruction from Bao’an District Committee and Government.
根據(jù)寶安區(qū)委區(qū)政府工作部署,深圳市規(guī)劃和國土資源委員會(huì)寶安管理局將分別聯(lián)合西鄉(xiāng)街道辦事處、沙井街道辦事處于近期組織開展“深圳市寶安區(qū)西鄉(xiāng)濱海風(fēng)情小鎮(zhèn)規(guī)劃設(shè)計(jì)公開咨詢”和“深圳市寶安區(qū)沙井金蠔美食文化小鎮(zhèn)規(guī)劃設(shè)計(jì)公開咨詢”活動(dòng)。
By the working schedule of Bao’an District Committee and Government, Bao’an Administration of the Urban Planning, Land and Resources Committee of Shenzhen Municipality will respectivelywork with Xixiang Sub-district Office and Shajing Sub-district Office to organizethe Public Consultation on the Planning and Design of Xixiang Coastal Town, Bao’an District, Shenzhen, and the Public Consultation on the Planning and Design of Shajing Golden Oyster Food Cultural Town, Bao’an District, Shenzhen at the same time.
因項(xiàng)目時(shí)間緊、任務(wù)急,為讓有意向的設(shè)計(jì)機(jī)構(gòu)提前準(zhǔn)備報(bào)名相關(guān)工作,現(xiàn)將有關(guān)信息預(yù)告如下:
Due to their schedule being tight and tasks being urgent, we hereby pre-announce relevant information as follows for convenience of those design firms who are interested in participating in these two Public Consultations:
1.工作目標(biāo)Working Objectives
此次公開咨詢工作是指導(dǎo)寶安現(xiàn)代化、國際化灣區(qū)新城建設(shè)、強(qiáng)化寶安濱海城區(qū)的空間特征、加快城市更新步伐、提升土地利用效率、提高空間品質(zhì)和環(huán)境質(zhì)量的戰(zhàn)略規(guī)劃行動(dòng),旨在達(dá)成下述三個(gè)目標(biāo):
As a strategic planning action to guide the construction of Bao’an as a modernized and internationalized new city, strengthen its spatial characteristics as a coastal urban area, accelerate urban renewal, and increase land use efficiency, as well as improve spatial and environmental quality, these Public Consultations are to achieve the three goals below:
1.1充分挖掘并弘揚(yáng)寶安西鄉(xiāng)街道和沙井街道的文化特色,推動(dòng)寶安地方人文建設(shè),強(qiáng)化濱海城區(qū)魅力寶安的空間特征,打造國際化城市名片。明確西鄉(xiāng)濱海風(fēng)情小鎮(zhèn)和沙井金蠔美食文化小鎮(zhèn)的建設(shè)思路,并確立各自的總體定位和整體空間框架,使西鄉(xiāng)濱海風(fēng)情小鎮(zhèn)和沙井金蠔美食文化小鎮(zhèn)成為助推寶安重塑城市價(jià)值、彰顯文化特質(zhì)的重要載體。
1.1 Fully cultivate and develop the culturalcharacteristics of Xixiang Sub-district and Shajing Sub-district, promote the local culture of Bao’an, strengthen its spatial characteristics as a coastal and attractive urban area, and build it into an international benchmark. Clarify the construction thought of Xixiang Coastal Town and Shajing Golden Oyster Food Cultural Town, establish their own overall positioning and integral spatial framework, and make Xixiang Coastal Town and Shajing Golden Oyster Food Cultural Town as the key carrier for helping Bao’an rebuild its urban value and manifest its cultural characteristics.
1.2創(chuàng)新改造模式,打造存量經(jīng)濟(jì)時(shí)代引領(lǐng)城市全面升級和質(zhì)量提升的深圳樣版。對西鄉(xiāng)濱海風(fēng)情小鎮(zhèn)和沙井金蠔美食文化小鎮(zhèn)進(jìn)行系統(tǒng)全面的研究,以有機(jī)更新的理念,提出具有針對性、創(chuàng)新性的更新路徑,制定具有前瞻性和實(shí)施性的發(fā)展策略和空間規(guī)劃。
探索建立“政府搭臺(tái)、多元主體參與”的改造實(shí)施模式,對空間資源、改造策略、開發(fā)模式、分期實(shí)施進(jìn)行科學(xué)研判,為后續(xù)具體的城市改造活動(dòng)提供決策依據(jù)。
1.2 Innovate urban renewal mode, forge a Shenzhen model for leading urban all-around upgrading and quality improvement in the stock economy era. Carry out systematic and comprehensive research on Xixiang Coastal Town and Shajing Golden Oyster Food Cultural Town, under the concept of urban organic renewal, put forward specific and innovative transformation methods, and draft forward-looking and enforceabledevelopment strategies and space planning.
Explore and set up a renewal and implementation mode of “the government builds the platform with different kinds of people engaged”, carry out scientific research and judgment on spatial resources, renewal strategies, development mode and phased implementation, and provide decision-making basis for follow-up specific urban renewal projects.
1.3發(fā)揮規(guī)劃統(tǒng)籌作用,以國內(nèi)領(lǐng)先和國際一流的規(guī)劃水平引導(dǎo)寶安城市品質(zhì)提升。實(shí)施城市精細(xì)化管理,提高決策水平,創(chuàng)新工作組織方式,“找最專業(yè)的人干最專業(yè)的事”,創(chuàng)新思路,集思廣益,借助高水平規(guī)劃團(tuán)隊(duì)的力量,共同謀劃特色小鎮(zhèn)和寶安的未來;鎖定優(yōu)秀的技術(shù)團(tuán)隊(duì),持續(xù)跟進(jìn)規(guī)劃實(shí)施,確保規(guī)劃對地區(qū)發(fā)展、項(xiàng)目建設(shè)的實(shí)際指導(dǎo)意義。
Give full play to the overall planning, and use domestic leading and international first-class planning teams to guide the urban quality improvement for Bao’an. It is necessary to implement urban refined management, improve decision-making level, innovate work organization method, “employ most professional people for most professional positions”, take innovative thinking, draw on collective wisdom and absorb all useful ideas, as well as take advantage of the strength of high-level planning teams to jointly plan the future of featured towns and Bao’an District, thus reflecting foresight, guidance and scientificity of the urban planning; meanwhile, it is necessary to appoint an excellent technical team to constantly follow up implementation of the planning, thus guaranteeing practical guiding significance of the planning for regional development and project construction.
2.規(guī)劃設(shè)計(jì)范圍 Planning and Design Scope
2.1西鄉(xiāng)濱海風(fēng)情小鎮(zhèn)規(guī)劃設(shè)計(jì)范圍 Planning and Design Scope of Xixiang Coastal Town
規(guī)劃設(shè)計(jì)范圍位于寶安區(qū)西鄉(xiāng)街道,北臨寶安機(jī)場,南望寶安中心區(qū),北至機(jī)場南路,南至銀田路,西至海岸線,東至寶安大道,占地面積約8.4平方公里。具體范圍詳見附圖1。
The planning and design scope is within Xixiang Sub-district, Bao’an District, being adjacent to Bao’an Airport in the north and Bao’an Central Area in the south, surrounded by Airport South Road to the north, Yintian Road to the south, coastline to the west, Bao’an Blvd. to the east, with an area of 8.4 km2. See Figure 1 for the specific scope.
重點(diǎn)地段城市設(shè)計(jì)范圍由設(shè)計(jì)機(jī)構(gòu)自行識別確定,設(shè)計(jì)范圍面積以300-400公頃為宜,應(yīng)包含近期改造范圍和重點(diǎn)改造項(xiàng)目。
The urban design scope for key section shall be identified by the design firms themselves. The appropriate design scope is advised within 300-400 hm2, and shall contain those scopes of immediate renewal and key renewal projects.

2.2沙井金蠔美食文化小鎮(zhèn)規(guī)劃設(shè)計(jì)范圍 Planning and Design Scope of Shajing Golden Oyster Food Cultural Town
規(guī)劃設(shè)計(jì)范圍位于寶安區(qū)沙井街道,北至沙井北環(huán)路,南至南環(huán)路,西至西環(huán)路,東至寶安大道,占地面積約7.8平方公里。核心規(guī)劃范圍面積2.0平方公里,以沙井大街為主軸,南至新沙路,北到沙井北環(huán),西面以西環(huán)路為邊界,東至環(huán)鎮(zhèn)路。具體范圍詳見附圖2。
The planning and design scope is within Shajing Sub-district, Bao’an District, surrounded by North Ring Road to the north, South Ring Road to the south, West Ring Road to the west, Bao’an Blvd. to the east, with an area of 7.8 km2. The core planning scope is with Shajing Street as the key axis, surrounded by Xinsha Road in the south, Shajing North Ring Road in the north, West Ring Road in the west, and Huanzhen Road in the east, with an area of 2.0 km2. See Figure 2 for the specific scope.

The urban design scope for key section shall be identified by the design firms themselves. The appropriate design scope is advised within 200-300 hm2, and shall contain those scopes of immediate renewal and key renewal projects.

3.咨詢內(nèi)容Consultation Content
公開咨詢內(nèi)容包括概念規(guī)劃、重點(diǎn)地段城市設(shè)計(jì)指引、實(shí)施策略和行動(dòng)計(jì)劃三方面內(nèi)容。
Each Public Consultation will include three parts: the conceptual planning, urban design guideline for key section, and implementation strategy & action plan.
3.1概念規(guī)劃 Conceptual Planning
目標(biāo)策略:分析周邊區(qū)域關(guān)系、研究城市發(fā)展戰(zhàn)略,提出該地區(qū)的發(fā)展目標(biāo)、定位以及規(guī)劃策略。
Targeting Strategy: analyze the relations with neighboring regions, study the city’s development strategy, and put forward the development goal, positioning and planning strategy of the area.
支撐研究:視項(xiàng)目需要,對功能業(yè)態(tài)、城市更新、道路交通、公共服務(wù)、運(yùn)作模式等內(nèi)容進(jìn)行支撐性的專項(xiàng)分析。入圍機(jī)構(gòu)可分別根據(jù)西鄉(xiāng)濱海風(fēng)情小鎮(zhèn)和沙井金蠔美食文化小鎮(zhèn)的特點(diǎn)對研究內(nèi)容進(jìn)行增減。
Supporting Research: depending on the project’s demand, carry out supporting specialized analysis on the uses, urban renewal, road traffic, public services and operation mode, etc. the shortlisted design forms can increase or decrease the research contents respectively according to the characteristics of Xixiang Coastal Town and Shajing Golden Oyster Food Cultural Town.
整體框架:提出整體空間結(jié)構(gòu)和空間意象,建立自然生態(tài)、土地利用、功能業(yè)態(tài)、公共空間、特色風(fēng)貌、道路交通等方面的系統(tǒng)框架。
Overall Framework: put forward the overall spatial structure and spatial image, and construct a systematic framework concerning the natural ecology, land use, uses, public space, featured resources, and road traffic, etc.
系統(tǒng)指引:對城市風(fēng)貌提出系統(tǒng)性的控制和指引,包括空間形態(tài)、建筑風(fēng)貌、公共空間、慢行系統(tǒng)等內(nèi)容。其中,西鄉(xiāng)濱海風(fēng)情小鎮(zhèn)設(shè)計(jì)指引應(yīng)包含濱海岸線內(nèi)容。
Systematic Guidelines: put forward systematic control and guidelines for the urban image, including the spatial forms, architectural features, public space and slow traffic, etc. Thereinto, the design guidelines of Xixiang Coastal Town shall contain the coastline design.
3.2重點(diǎn)地段城市設(shè)計(jì)指引 Urban Design Guideline for Key Section
重點(diǎn)地段范圍由設(shè)計(jì)機(jī)構(gòu)自行識別確定,應(yīng)包含近期改造范圍和重點(diǎn)改造項(xiàng)目。其中西鄉(xiāng)濱海風(fēng)情小鎮(zhèn)設(shè)計(jì)范圍面積以300-400公頃為宜,沙井金蠔美食文化小鎮(zhèn)設(shè)計(jì)范圍以200-300公頃為宜。應(yīng)重點(diǎn)突出所在城市片區(qū)環(huán)境特色,明確特色小鎮(zhèn)可識別的空間特征,重塑公共空間形態(tài),將發(fā)展愿景、空間意向、業(yè)態(tài)布局與城市文化生活有機(jī)結(jié)合起來,促進(jìn)生產(chǎn)、生活、生態(tài)融合,強(qiáng)化規(guī)劃的前瞻性與可操作性,對重點(diǎn)片區(qū)提出具體的設(shè)計(jì)指引。
The scope of key sections shall be identified by the design firms themselves and contain those scopes of immediate renewal and key renewal projects. Thereinto, the appropriate design scope for Xixiang Coastal Town shall be within 300-400 hm2, while the appropriate design scope for Shajing Golden Oyster Food Cultural Town shall be within 200-300 hm2. It shall mainly highlight the environmental characteristics as the two towns situated, define the identifiable spatial features of the featured towns, re-build the public space form, organically combine the development vision, spatial image, functional layout and coastal lifestyle together to enhance the integration of manufacturing, living and ecology, strengthen the foresight and enforceability of urban planning, and put forward specific design scheme for key sections.
3.3實(shí)施策略和行動(dòng)計(jì)劃 Implementation Strategy & Action Plan
實(shí)施策略:識別規(guī)劃實(shí)施的關(guān)鍵問題,明確開發(fā)策略和實(shí)施路徑,編制小鎮(zhèn)的發(fā)展策略和具體實(shí)施計(jì)劃。以概念規(guī)劃為藍(lán)本,結(jié)合具體的市場主體引入及開發(fā)平臺(tái)搭建情況,就市場定位、品牌策劃、開發(fā)模式、分期計(jì)劃、經(jīng)濟(jì)測算、政府和市場項(xiàng)目分工等提出綜合性、務(wù)實(shí)性的解決方案。并從整體、廣域、系統(tǒng)的角度,統(tǒng)籌提出控制城市改造的剛性要求和引導(dǎo)局部改造符合整體空間意向的關(guān)鍵空間要素和規(guī)劃要求,提出具有文化吸引力、富有創(chuàng)意的發(fā)展思路。
Implementation Strategy: identify key planning implementation issues, determine development strategy and implementation method, and formulate development strategy and specific implementation plan for each town. Based at the conceptual planning as the blueprint combined with the introducing of specific market subjects and development platform building progress, put forward comprehensive and practical solutions concerning marketing positioning, branding, development mode, phasing, economic
The development guidelines, as being the guideline system of Xixiang Coastal Town and Shajing Golden Oyster Food Cultural Town to cultivate the cultural characteristics, forge the local features, enhance the regional vitality, and optimize the urban image, shall coordinately put forward rigid requirements on controlling the urban transformation, and key spatial elements to lead partial transformation and meet with the whole spatial image in the perspective of the whole and the wider region, as well as systematically, and put forward culturallyattractive and innovative development strategy, economic estimation, work responsibilities of the government and market, etc. Furthermore, coordinately put forward rigid requirements on controlling the urban transformation, and key spatial elements and planning requirements to lead partial transformation as well as to meet with the whole spatial image, in the perspective of the whole and the wider region, as well as systematically, and bring forward culturallyattractive and innovative development method.
行動(dòng)計(jì)劃:編制規(guī)劃實(shí)施的行動(dòng)計(jì)劃,明確近期實(shí)施項(xiàng)目,包括市政配套及改造工程、街道界面改造工程、政府投資類新建項(xiàng)目等,并跟蹤具體實(shí)施進(jìn)程,形成滾動(dòng)跟進(jìn)、彈性調(diào)整、引導(dǎo)具體項(xiàng)目有序進(jìn)行綜合改造的動(dòng)態(tài)機(jī)制。
Action Plan: draft the action plan for planning implementation, determine the immediate implementation projects including the municipal supporting and renewal projects, street interface renewal projects, and new projects invested by the government, etc. Furthermore, track the actual implementation progress, and set up a dynamic mechanism that can be continuously followed up, flexibly adjusted to guide the comprehensive renewal of specific projects in an orderly manner.
4.工作階段和時(shí)間 Working Stages & Schedule
上述兩個(gè)公開咨詢活動(dòng)將各自獨(dú)立開展,工作周期分為“資格預(yù)審+正式咨詢+實(shí)施階段”三個(gè)階段進(jìn)行:
These foresaid two Public Consultations will be carried out separately but simultaneously, with three stages, namely “Prequalification + Official Consultation + Implementation”:
4.1第一階段(資格預(yù)審,2016年7月)Stage 1 (Prequalification, June, 2016)
本階段將采取公開報(bào)名、資格預(yù)審的方式,報(bào)名截止后,主辦單位將邀請專家組建專家評審委員會(huì)分別對設(shè)計(jì)機(jī)構(gòu)提交的報(bào)名商務(wù)文件(包括設(shè)計(jì)資質(zhì)、項(xiàng)目經(jīng)驗(yàn)和團(tuán)隊(duì)構(gòu)成等)和項(xiàng)目建議書(包括任務(wù)理解、空間識別和設(shè)計(jì)對策等)進(jìn)行評審,擇優(yōu)選取4家設(shè)計(jì)機(jī)構(gòu)發(fā)出《編制正式設(shè)計(jì)成果邀請函》。
This stage will be applied for its organization with open registration and prequalification. After the registration deadline, the Organizers will invite experts to constitute the Jury Panel who will carry out evaluation on the commercial application documents (including the design qualification, project experiences and design team, etc.) and project proposal (including project understanding, space identification, and design countermeasures, etc.) submitted by the design firms, and 4 design firms will be shortlisted and issued the Invitation to Draft the Design Scheme.
4.2第二階段(正式咨詢,2016年8月-10月) Stage 2 (Official Consultation, August-October, 2016)
本階段由正式咨詢和整合深化兩個(gè)分段組成。
This stage is consisted by two sub-stages, namely, the Official Consultation and Integration and Deepening of Design Deliverables.
4.2.1分段1—正式咨詢(約2個(gè)月)Sub-stage 1-Official Consultation ( about 2 months)
入圍機(jī)構(gòu)開展概念規(guī)劃及重點(diǎn)地段城市設(shè)計(jì)指引的編制,由專家評審委員會(huì)及評定委員會(huì)對提交的設(shè)計(jì)成果進(jìn)行評審,確定優(yōu)勝方案。
The shortlisted design firms will carry out the formulation of conceptual planning and urban design guideline for key section. The jury panel and bidding supervision commission will evaluate the design schemes and select the winning scheme.
4.2.2分段2—整合深化(約1個(gè)月)Sub-stage 2-Integration and Deepening of Design Deliverables (about 1 month)
優(yōu)勝設(shè)計(jì)機(jī)構(gòu)根據(jù)區(qū)委區(qū)政府工作要求,對概念規(guī)劃成果進(jìn)行深化整合,形成最終成果,同時(shí)負(fù)責(zé)組織開展工作坊和規(guī)劃成果的公眾展示。
According to the requirements of the Bao’an District Committee and Government, the winning design firm will carry out integration and deepening on the conceptual planning schemes to form the final deliverables; meanwhile, it shall be in charge of organizing a workshop and the public display of the final planning scheme.
4.3第三階段(實(shí)施階段,依據(jù)項(xiàng)目實(shí)施情況而定) Stage 3 (Implementation, deepening on the actual project implementation progress)
本階段將開展具體的城市改造工作,由優(yōu)勝設(shè)計(jì)機(jī)構(gòu)承擔(dān)實(shí)施策略和行動(dòng)計(jì)劃的編制,由街道辦牽頭引進(jìn)大型企業(yè)集團(tuán)在咨詢成果的基礎(chǔ)上提出具體的開發(fā)策略和實(shí)施行動(dòng)計(jì)劃,并按城市更新相關(guān)政策分期、分片集中開發(fā),具體實(shí)施年限依項(xiàng)目實(shí)施情況而定。
Actual specific urban renewal will be carried out in this stage. The winning design firm will be responsible for the formulation of implementation strategy & action plan. Meanwhile, in charge of the sub-district offices, large enterprises will be introduced into this stage and put forward specific development strategy and action plan on the basis of the consultation achievement, and carry out centralized development by the phasing and zoning according to relevant urban renewal policies. The actual implementation duration deepens on the actual project implementation progress.
5.報(bào)名要求 Registration Requirements
上述兩個(gè)公開咨詢活動(dòng)都重在引入在城市更新特別是在舊城舊村綜合改造領(lǐng)域具有成熟項(xiàng)目經(jīng)驗(yàn)的設(shè)計(jì)機(jī)構(gòu)和專門團(tuán)隊(duì)參加,單獨(dú)報(bào)名的設(shè)計(jì)機(jī)構(gòu)需具備國家城市規(guī)劃設(shè)計(jì)甲級資質(zhì),以聯(lián)合體形式報(bào)名的聯(lián)合體中至少需有一家具備國家城市規(guī)劃設(shè)計(jì)甲級資質(zhì)的機(jī)構(gòu),歡迎規(guī)劃、建筑、景觀和市政等各專業(yè)的境內(nèi)外設(shè)計(jì)機(jī)構(gòu)組建聯(lián)合體參加。原則上不建議入圍《寶安107時(shí)尚商務(wù)帶立體空間規(guī)劃公開競賽》的設(shè)計(jì)團(tuán)隊(duì)主創(chuàng)人員再參加本次公開咨詢活動(dòng),以保證設(shè)計(jì)團(tuán)隊(duì)全力投入工作。
These foresaid two Public Consultations will focus on introducing experienced design firms and professional teams in the area of urban renewal, especially the comprehensive renewal of the old city and old village. Those design firms who apply for this Public Consultation independently shall have Grade A qualification for urban planning; those who apply as a design consortium shall at least have a consortium member having Grade A qualification for urban planning. It’s warmly welcomed that those international and local design firms from areas of urban planning, architecture, landscape and municipal engineering, etc., work as a consortium to participate in. Basically, those key designers from those shortlisted design firms of the Open Competition of the Multi-Dimensional Space Planning for Bao’an G107 Fashion Business Zone are not suggested to participate in this Public Consultation in consideration of guaranteeing the designers being fully committed to these projects.
有意向參與的設(shè)計(jì)機(jī)構(gòu)需在正式公告中的截止日期前提交報(bào)名商務(wù)文件和項(xiàng)目建議書進(jìn)行報(bào)名。
Those design firms intending to participate in these Public Consultations shall submit the commercial application documents and project proposals to apply for them before the registration deadline set in theofficialannouncements.

3)擬承擔(dān)本項(xiàng)目的團(tuán)隊(duì)成員資料,包括團(tuán)隊(duì)成員名單、團(tuán)隊(duì)成員簡歷及首席設(shè)計(jì)師主導(dǎo)過的同類型項(xiàng)目證明材料等資料。

5.2項(xiàng)目建議書 Project Proposal
項(xiàng)目建議書是對西鄉(xiāng)濱海風(fēng)情小鎮(zhèn)、沙井美食文化小鎮(zhèn)規(guī)劃設(shè)計(jì)公開咨詢?nèi)蝿?wù)的理解、空間識別和規(guī)劃對策的表述,須具體描述概念規(guī)劃的基本理念、規(guī)劃思路、技術(shù)路線、概念方案、成果構(gòu)成等內(nèi)容?刹捎枚喾N形式表達(dá)設(shè)計(jì)機(jī)構(gòu)的設(shè)計(jì)構(gòu)思與想法,基于對現(xiàn)有土地利用現(xiàn)狀和未來發(fā)展趨勢的分析、判斷和預(yù)測,研究確定未來的發(fā)展方向和目標(biāo),分別歸納和總結(jié)西鄉(xiāng)濱海風(fēng)情小鎮(zhèn)、沙井金蠔美食文化小鎮(zhèn)所在區(qū)域的現(xiàn)狀面貌和整體形象,強(qiáng)調(diào)設(shè)計(jì)構(gòu)思的獨(dú)特與創(chuàng)意。項(xiàng)目建議書除了要詳細(xì)描述設(shè)計(jì)機(jī)構(gòu)對本項(xiàng)目的理解外,還需對空間資源進(jìn)行識別和預(yù)判,對項(xiàng)目定位、發(fā)展策略、空間意向和改造模式提出思路性建議,但不要求提交過多的設(shè)計(jì)圖紙,以清晰表達(dá)規(guī)劃概念為原則,部分圖紙可以簡單表達(dá),也可以用非正規(guī)的手繪形式。
The project proposal is to express the understanding of the consultation task, identification of spaces, and planning countermeasures to the planning and design for the Public Consultation on the Planning and Design of Xixiang Coastal Town, Bao’an District, Shenzhen, or the Public Consultation on the Planning and Design of Shajing Golden Oyster Food Cultural Town, Bao’an District, Shenzhen. It shall clearly present the basic concept, design ideas, technical approaches, conceptual scheme and composition of deliverables, etc. of the conceptual planning. Furthermore, it shall include the design concept and ideas that can be illustrated in ways; it shall contain the analysis, assessment and prediction of the existing land use and the future development trend; it shall study and identify the future development direction and objectives; it shall clarify and sum up the current environmental features and overall image of Xixiang Coastal Town or Shajing Golden Oyster Food Cultural Town, and emphasize the uniqueness and originality of design concept. In addition to the understanding of the project, the project proposal shall include the identification and pre-judgment on the spatial resources, and put forward conceptual suggestions on project positioning, development strategy, spatial image, and renewal mode. Submitting too many drawings is not encouraged. The principle of preparing the project proposal is clearly expressing the planning concept by some drawings that are simply illustrated or less formally hand-painted.
項(xiàng)目建議書不設(shè)篇幅要求,但鑒于過多的文字表述將可能影響評委對核心意圖的理解,故而建議篇幅控制在A4紙20頁以內(nèi)為宜。
The text of the project proposal has no length limit. But considering less or too much description would affect the experts’ understanding of the main idea, it is suggested that the text length of the project proposal should be within 30 pages in A4 size.
“深圳市寶安區(qū)西鄉(xiāng)濱海風(fēng)情小鎮(zhèn)規(guī)劃設(shè)計(jì)公開咨詢”和“深圳市寶安區(qū)沙井金蠔美食文化小鎮(zhèn)規(guī)劃設(shè)計(jì)公開咨詢”將各自獨(dú)立開展、分別評審,評審結(jié)果互不影響。有意向參與的設(shè)計(jì)機(jī)構(gòu)可同時(shí)報(bào)名兩個(gè)公開咨詢活動(dòng),也可選擇其中一個(gè)報(bào)名。
The Public Consultation on the Planning and Design of Xixiang Coastal Town, Bao’an District, Shenzhen, or the Public Consultation on the Planning and Design of Shajing Golden Oyster Food Cultural Town, Bao’an District, Shenzhen will be carried out independently at the same time, but separately evaluated, and the results of their evaluation will not affect each other. Design firms who are interested in participating can apply for both the two Public Consultations, or choose one from them.
上述兩個(gè)公開咨詢活動(dòng)的具體內(nèi)容和設(shè)計(jì)費(fèi)用等相關(guān)事項(xiàng)以后續(xù)發(fā)布的正式咨詢公告、工作規(guī)則和技術(shù)任務(wù)書為準(zhǔn)。屆時(shí),主辦單位將在寶安區(qū)政府在線、深圳市規(guī)劃和國土資源委員會(huì)官方網(wǎng)站、深圳市城市設(shè)計(jì)促進(jìn)中心官方網(wǎng)站、ABBS建筑論壇等網(wǎng)站發(fā)布兩個(gè)公開咨詢活動(dòng)的正式公告。
The relevant details and design fees, etc. of the foresaid two Public Consultations are subject to the follow-up official announcement, working rules and design brief. By the time, the Organizers will release the official announcements on those official websites of Bao’an Government, the Urban Planning, Land and Resources Committee of Shenzhen Municipality, Shenzhen Urban design Center and ABBS Architectural Forum, etc.
主辦單位計(jì)劃于7月中旬(報(bào)名截止前)組織預(yù)踏勘,請有意向參與的設(shè)計(jì)機(jī)構(gòu)提前準(zhǔn)備并盡早將單位簡介和聯(lián)系方式發(fā)至主辦單位郵箱(XXSJ@benecus.com)進(jìn)行預(yù)報(bào)名。
