寶安是深圳的文化之根。為落實(shí)國(guó)家、省、市文化事業(yè)發(fā)展目標(biāo)，做大做強(qiáng)文化事業(yè)和文化產(chǎn)業(yè)，建設(shè)國(guó)際、國(guó)內(nèi)一流水平的公共文化服務(wù)網(wǎng)絡(luò)。2016年，寶安區(qū)委區(qū)政府以大決心、大魄力決定對(duì)老城區(qū)圖書(shū)館、群眾文化藝術(shù)館、新安影劇院“寶安1990”進(jìn)行升級(jí)改造，將新安影劇院改造為寶安音樂(lè)廳，同時(shí)推進(jìn)寶安博物館、美術(shù)館、藝術(shù)館“寶安公共文化藝術(shù)中心”建設(shè)，寶安將由此填補(bǔ)沒(méi)有音樂(lè)廳、博物館的空白，并構(gòu)筑起展現(xiàn)群文風(fēng)采和前沿藝術(shù)的文化新高地。
Bao’an is the root of culture of Shenzhen. To implement the national, provincial and municipal cultural undertaking development goals, to develop the cultural undertaking and cultural industry bigger and stronger, and to build the national and international first-class public culture service network, in 2016, Bao’an District Commission and District Government have decided to upgrade and reconstruct the old town Mass Culture House, Library & Xin’an Theater determinedly and courageously. Xin’an Theater will be reconstructed into Bao’an Concert Hall, and the construction of Bao’an Museum, Gallery & Art Gallery will be promoted simultaneously. Bao’an will thus fill in the blank of no concert hall and museum, and build the new cultural highland showing the folk art style and the cutting-edge art.
其中，寶安公共文化藝術(shù)中心(博物館、藝術(shù)館、美術(shù)館)項(xiàng)目位于寶安中心區(qū)寶安區(qū)政府的西側(cè)，位于《寶安中心區(qū)控制性詳細(xì)規(guī)劃（2004年）》所確定三個(gè)圈層的過(guò)渡區(qū)范圍內(nèi)，緊貼與中央綠軸相連的都市綠環(huán)。優(yōu)越的地理位置成就了“寶安公共文化藝術(shù)中心”項(xiàng)目的高起點(diǎn)定位，其地處香港、前海、廣州這條經(jīng)濟(jì)文化中軸線的中心地帶，有著重要的地理位置優(yōu)勢(shì)，將對(duì)周邊產(chǎn)生巨大的文化輻射力�！皩毎补参幕囆g(shù)中心”將與正在高標(biāo)準(zhǔn)規(guī)劃建設(shè)的寶安中心區(qū)中央綠軸公共文化建筑（圖書(shū)館、青少年宮、演藝中心）、濱海文化公園、深圳書(shū)城灣區(qū)城一起，成為未來(lái)深圳西部城市新客廳的標(biāo)志性公共文化建筑群。
Among them, Bao’an Public Culture and Arts Center (Museum, Gallery, Art Gallery) project is located on the west side of Bao’an District Government in the central area of Bao’an, within the transition zone of three ring layers confirmed by the “Bao’an District Control Detailed Planning of Bao’an Central District (2004) ”, close to the central green axis connected with urban green ring. The superior geographical location achieves the positioning of high starting point for the “Bao’an Public Culture & Art Center” project. Its location at the central part on the economic and cultural axis of Hong Kong, Qianhai and Guangzhou makes it an important geographical position, which will have a huge cultural radiation to the surroundings. “Bao’an Public Culture & Arts Center”, together with the high standard planning and construction public cultural constructions (Library, Youth Palace, Performing Arts Center), Coastal Cultural Park, Bay Store of Shenzhen Book City on the green axis in the central district of Bao’an, will become the public cultural landmark building group in the new urban living room of western Shenzhen.
寶安區(qū)公共文化藝術(shù)中心項(xiàng)目是寶安實(shí)現(xiàn)“濱海寶安、產(chǎn)業(yè)名城、活力之區(qū)”的城市發(fā)展目標(biāo)，打造“國(guó)際水準(zhǔn)、國(guó)際一流”的公共文化設(shè)施，建設(shè)有影響力的標(biāo)志性城市文化建筑的重要舉措。寶安，這張城市名片首先要有文化的支撐，文化是城市之魂，而是否擁有足夠數(shù)量和品質(zhì)的文化設(shè)施，對(duì)一座城市的未來(lái)具有決定性的影響。文化厚度和溫度將是濱海寶安最持久、最動(dòng)人的魅力。為了營(yíng)造城市公共文化空間，提升寶安整體形象，高起點(diǎn)規(guī)劃“寶安公共文化藝術(shù)中心（博物館、藝術(shù)館、美術(shù)館）”，深圳市寶安區(qū)人民政府組織開(kāi)展“寶安公共文化藝術(shù)中心項(xiàng)目建筑方案設(shè)計(jì)國(guó)際競(jìng)賽”活動(dòng)，面向全球公開(kāi)征集具有豐富建筑設(shè)計(jì)實(shí)踐經(jīng)驗(yàn)的設(shè)計(jì)機(jī)構(gòu)參與。
Bao’an Public Culture & Art Center project is the urban development goal for Bao’an District to achieve ”coastal Bao’an, industrial city and vigour district“, and an important measure to create ”international standards, international top-ranking“ public cultural facilities, to build influential landmark buildings of urban culture. Bao’an, the city card, has to have the support of culture. Culture is the soul of a city, and whether there is sufficient and quality cultural facilities have a decisive impact on the future of a city. Cultural thickness and temperature will be the most lasting and moving charm of coastal Bao’an. In order to create the urban cultural public spaces, enhance the overall image of Bao’an, plan ”Bao’an Public Culture & Arts Center (Museum, Gallery, Art Gallery)“ with a high starting point, Bao’an District Government organizes the international competition of Architectural Scheme Design for Bao’an Public Culture & Art Center (Museum, Gallerry, Art Gallerry) to invite the experienced architectural practices and design agencies to participate in.
本次國(guó)際競(jìng)賽活動(dòng)旨在引進(jìn)高水平設(shè)計(jì)力量，通過(guò)對(duì)寶安公共文化藝術(shù)中心項(xiàng)目的深入研究，制定“三館合一”的科學(xué)建筑設(shè)計(jì)方案，以具有前瞻性和國(guó)際視野的創(chuàng)新性設(shè)計(jì)理念和發(fā)展思路，以創(chuàng)造多層次、多樣化的市民文化生活場(chǎng)所，提升、完善寶安整體城市文化品位和吸引力，將其打造為具有國(guó)際影響力的西部岸線文化地標(biāo)——一個(gè)立體空間概念的先鋒文化藝術(shù)綜合體。
This competition aims to introduce high level design institutions to develop the scientific architectural schemes of “three venues into one” through in-depth study of Bao’an Public Culture & Art Center project. The participants will have a prospective international vision and innovative design concept and development of ideas to create multi-level, diversified public place of cultural life, enhance and improve the Bao’an overall urban cultural taste and attraction, to build it into a cultural landmark of the west coast line with international influences - a vanguard culture & art complex of three-dimensional space concept.
有意向參與本次競(jìng)賽活動(dòng)的設(shè)計(jì)機(jī)構(gòu)或聯(lián)合體，請(qǐng)?zhí)顚?xiě)《寶安公共文化藝術(shù)中心（博物館、藝術(shù)館、美術(shù)館）項(xiàng)目建筑方案設(shè)計(jì)國(guó)際競(jìng)賽報(bào)名表》（詳見(jiàn)附件1），按照《寶安公共文化藝術(shù)中心（博物館、藝術(shù)館、美術(shù)館）項(xiàng)目建筑方案設(shè)計(jì)國(guó)際競(jìng)賽工作規(guī)則》（詳見(jiàn)附件3）的要求提交報(bào)名資料，于北京時(shí)間2016年8月15日17:00前進(jìn)行報(bào)名。并根據(jù)《寶安公共文化藝術(shù)中心（博物館、藝術(shù)館、美術(shù)館）項(xiàng)目建筑方案設(shè)計(jì)國(guó)際競(jìng)賽技術(shù)任務(wù)書(shū)》（詳見(jiàn)附件4）的要求完成競(jìng)賽成果文件，于北京時(shí)間2016年10月31日17:00前提交競(jìng)賽成果文件。

The design firm or consortium who intent to participate in the competition, please fill in the “Competition Registration Form of Bao’an Public Culture and Art Center (Museum, Gallery, Art Gallery) ”(see Appendix 1), and to submit registration information in accordance with the “Working Rules for International Competition of Building Scheme Design of Bao’an Public Culture and Art Center (Museum, Gallery & Art Gallery) ”(see Appendix 3) before 17:00 Beijing time August 15, 2016 for registration. And complete the deliverables according to the “Technical Specifications for International Competition of Architectural Scheme Design for Bao’an Public Culture and Art Center (Museum, Gallery & Art Gallery) Project ”(see Appendix 4) , and submit the deliverables before 17:00 Beijing time on October 31, 2016. 期待有關(guān)設(shè)計(jì)機(jī)構(gòu)的廣泛參與和大力支持！鼓勵(lì)參加競(jìng)賽的設(shè)計(jì)機(jī)構(gòu)同時(shí)選擇選擇“寶安公共文化藝術(shù)中心”和“寶安1990”進(jìn)行設(shè)計(jì)，也可以選擇其中一個(gè)進(jìn)行設(shè)計(jì)，參加兩者設(shè)計(jì)的，需綜合考慮兩者的聯(lián)系及功能上的互補(bǔ)。在評(píng)審時(shí)將“寶安公共文化藝術(shù)中心”和“寶安1990”分成兩組進(jìn)行評(píng)審，其評(píng)審結(jié)果互不影響。
We are looking forward to the extensive participation and strong support from the relevant design agencies! Design institutions are encouraged to take part in the competition and select “Bao’an Public Culture and Art Center” and “Bao’an 1990” design at the same time, you are also welcome to choose one of the above projects to design. Those who participate in both designs will have to consider comprehensively the relations and complementary in function. In the assessment, the “Bao’an Public Culture and Art Center” and “Bao’an 1990” will be assessed separately, and the results of their assessment will not affect each other.
