Call for Proposals for Detailed Planning of Comprehensive High-speed Railway Transportation Hub and CBD in Central Gui’an New District
貴安新區(qū)位于貴州省貴陽市和安順市結(jié)合區(qū)域，規(guī)劃控制面積1795平方公里，是中國八大國家級新區(qū)之一。新區(qū)致力于打造“山水之城，田園之都”，貴安新區(qū)將建設(shè)成為內(nèi)陸型經(jīng)濟(jì)新高地、創(chuàng)新發(fā)展實(shí)驗(yàn)區(qū)、高端服務(wù)業(yè)聚集區(qū)、國際休閑度假旅游區(qū)、生態(tài)文明建設(shè)引領(lǐng)區(qū)。貴安新區(qū)中心區(qū)高鐵綜合交通樞紐及CBD地區(qū)的城市設(shè)計，力圖將該區(qū)打造成為重要的交通樞紐及中央商務(wù)CBD區(qū)�，F(xiàn)公開征集高鐵綜合交通樞紐及CBD地區(qū)城市設(shè)計方案，誠邀國際有經(jīng)驗(yàn)、有資質(zhì)的設(shè)計單位參與。
The Gui’an New District, being the eighth National New Districts in China, is located between Guiyang City and Anshun City, Guizhou Province with a planned area of 1,795 km2. The District, committed to the goal of “creating a city with pastoral lanscapes”, will be built into a new leading area in inland economic development, a pilot area for innovation and development, an agglomeration of high-end service industries, an international area for leisure, vocation and tourism and a leading area for the construction of ecological civilization. The planning of comprehensive high-speed railway transportation hub and CBD in central Gui’an New District strives to build it into an important transportation hub and central business district. We hereby publicly call for the proposals for the planning of such a transportation hub and CBD as required, sincerely inviting the participation of experienced and qualified design agencies worldwide.
一、項(xiàng)目概況
I．Review of the Project
貴安高鐵綜合交通樞紐及CBD地區(qū)城市設(shè)計規(guī)劃用地面積464公頃。位于貴安新區(qū)中心區(qū)，東至百馬中路，西至清楊路，南至中心大道，北至天河潭路，詳見附圖一。
As it is planned, the Gui’an comprehensive high-speed railway transportation hub and CBD covers an area of 464 hectares. It is located in central Guian New District, with Baimazhong Road being its east border, Qingyang Road being the west border, Central Road being the south border and Tianhetan Road being its north border. For more information, please see Fig. 1.
二、項(xiàng)目定位
II．Project Orientation
該片區(qū)以貴安高鐵站為依托，以交通樞紐為核心，逐步帶動金融、商業(yè)、商務(wù)辦公、休閑旅游等現(xiàn)代城市功能，構(gòu)建國際一流、高效快捷、綠色生態(tài)的高端服務(wù)中心，重點(diǎn)發(fā)展以金融與商務(wù)會展、信息服務(wù)與科教研發(fā)、高端居住與生態(tài)旅游為主的現(xiàn)代服務(wù)業(yè)。將高鐵片區(qū)打造成為通達(dá)匯聚的交通之星；多姿多彩的活力之星；大氣開放的門戶之星，將中央商務(wù)CBD塑造具有貴安特色的中央CBD、充滿活力的CBD、低碳生態(tài)CBD。
The District, supported by Gui’an High-speed Railway Station and focusing on the transportation hub, will gradually develop its functions of modern cities, including finance, commerce, commercial office, leisure and tourism； and will establish an efficient, ecological high-end service center with a leading status in the world； it will highlight the development of modern service industries which mainly include finance, commercial exhibition, information service, research on and development of science and education , high-end housing project and ecological tourism. The district near the high-speed railway station will be built into a transportation center connecting people and merchandises, a center featuring various achievements in economic and social development and a open area for modernization and urbanization. The CBD will become a vigorous and low-carbon CBD with local characteristics of Gui’an.

四、設(shè)計內(nèi)容
IV．Contents of Planning
本次設(shè)計分為詳細(xì)城市設(shè)計和重點(diǎn)地區(qū)修建性詳細(xì)規(guī)劃設(shè)計兩個層次。
工作內(nèi)容：本次規(guī)劃分為兩個階段，第一階段為方案設(shè)計階段，包括規(guī)劃區(qū)城市設(shè)計464公頃及重點(diǎn)地區(qū)修建性詳細(xì)規(guī)劃152公頃（含在464公頃內(nèi)）；第二階段為深化完善階段，由評選出的第一名設(shè)計單位進(jìn)行深化完善規(guī)劃區(qū)城市設(shè)計及重點(diǎn)地區(qū)修建性詳細(xì)規(guī)劃內(nèi)容。
This planning includes two aspects: a detailed urban planning for the whole District and a detailed planning for constructional purposes in key areas of the District.
Content of Planning: this planning is divided into two stages: Stage 1 focuses on the collecting of the proposals for the urban planning for the 464 hectares of the whole District and the detailed planning for constructional purposes in the 152 hectares of key areas within the mentioned 464 hectares； Stage 2 focuses on the refining of the planning, during which the winning design agency will be responsible for the refining of the selected proposal.
五、方案征集組織方式
V．Method for Proposal Collecting
（一）方案征集形式：
(I) Forms of Proposal Collecting
1．本次征集公告面向國際公開發(fā)布，采取公開報名形式。組織單位在發(fā)布報名公告，從公告發(fā)布之日起，公開接受國內(nèi)外設(shè)計單位的報名。
1. This Call for Proposals is publicly open to both domestic and international design agencies. The organizer will accept the applications from domestic and international agencies since the issuing of the Call for Proposals.
2．承辦單位將對報名設(shè)計單位進(jìn)行資格預(yù)審，并對設(shè)計單位類似綜合業(yè)績、項(xiàng)目負(fù)責(zé)人資歷、設(shè)計團(tuán)隊實(shí)力及其他相關(guān)情況進(jìn)行綜合比選，選出6家設(shè)計單位作為正式邀請單位，并發(fā)出正式邀請函；未入圍的設(shè)計單位恕不另行通知。
2. The organizer will conduct prequalification for the applying design agencies and make a comprehensive comparison and selection among the applicants in terms of their general performances； qualifications of the project leaders, team strength and other related information. It will formally select 6 design agencies as the invited designers and issue formal invitation letters to them while giving no additional notice to those that fail to be selected.
3．受邀請的設(shè)計單位收到邀請函后應(yīng)在約定期限內(nèi)把確認(rèn)函傳真至組織單位。
3. The design agencies invited should submit their confirmation letters to the organizer by fax within agreed period after receiving the invitation letter.
4．對六家設(shè)計單位的設(shè)計方案評審后，由第一名的設(shè)計單位在吸取其它設(shè)計單位方案優(yōu)點(diǎn)的基礎(chǔ)上，進(jìn)入第二階段深化城市設(shè)計和重點(diǎn)地區(qū)修建性詳細(xì)規(guī)劃工作。
4. After the organizer reviews design proposals of the six invited design agencies, the first prize winning design agency will move into stage 2 during which it will refine the urban planning for the whole District and the detailed planning for constructional purposes in the key areas.
（二）征集報名要求：
(II) Qualifications of Applicants
1．具有獨(dú)立法人資格。
1. Being an independent legal entity.
2．設(shè)計單位應(yīng)滿足以下資格要求：國內(nèi)設(shè)計單位須具備住房和城鄉(xiāng)建設(shè)部頒發(fā)的城鄉(xiāng)規(guī)劃編制甲級資質(zhì)（在有效期內(nèi)）和建筑設(shè)計專業(yè)甲級資質(zhì)，在國內(nèi)有一定知名度，同時具有同類項(xiàng)目的設(shè)計經(jīng)驗(yàn)與成功案例。
2. The design units should have the following qualifications: domestic design should have Grade A Certificate of Urban and Rural Planning issued by the Ministry of Housing and Urban-Rural Development (within period of validity) and Grade A Certificate of Architectural Design Profession, and should be relatively reputable in China, and should have the successful experience of designing similar projects.
3．國外設(shè)計單位須在中華人民共和國境內(nèi)合法開展業(yè)務(wù)，在國際上具有一定知名度，且由國際知名設(shè)計大師領(lǐng)銜，并具有同類規(guī)模及以上項(xiàng)目的設(shè)計經(jīng)驗(yàn)與成功案例。具有同類城市規(guī)劃或城市設(shè)計經(jīng)驗(yàn)的優(yōu)先（提供同類項(xiàng)目中標(biāo)通知書或合同復(fù)印件加蓋公章）。
3. Foreign design agencies should be legally operating within territory of the People’s Republic of China and be famous internationally and led by world-famous designers and have successful experience of designing projects of similar or larger scale. Priority will be given to those that have design experience in similar urban planning or design (such agencies should provide relevant winning bidder notifications or contract photocopies of the contracts under official seal).
4．國內(nèi)投標(biāo)單位的擬任項(xiàng)目負(fù)責(zé)人必須具有注冊城市規(guī)劃師或國家一級注冊建筑師資格，項(xiàng)目負(fù)責(zé)人主持過至少2項(xiàng)同等規(guī)模、同等類型的城市設(shè)計項(xiàng)目。
4. The will-be project leader of the bidding design agency from China should be qualified Certified Urban Planner or national Class Ⅰ National Certified Architect, and should have the experience of leading at least 2 urban design projects of similar scale and the same type.
5．國外投標(biāo)單位的項(xiàng)目負(fù)責(zé)人主持過至少2項(xiàng)同等規(guī)模、同等類型的城市設(shè)計項(xiàng)目。
5. The will-be Project leader of foreign bidding design agency should have the experience of leading at least 2 urban design projects of similar scale and of the same type.
6．本項(xiàng)目接受兩家設(shè)計單位組成的聯(lián)合體參與方案設(shè)計。以聯(lián)合體名義報名參加的設(shè)計聯(lián)合體應(yīng)提交所有聯(lián)合設(shè)計單位共同簽署的“聯(lián)合體合作協(xié)議”。
6. The Project accepts the joint design proposal by two design agencies. The agencies applying in the name of joint design agencies should submit the “Joint Designing Agreement” signed by all joint designers.
7．項(xiàng)目人員組成要求，項(xiàng)目參與人中應(yīng)具有建筑、規(guī)劃、交通、市政、園林景觀等中級職稱以上技術(shù)人員，還應(yīng)具有城市開發(fā)運(yùn)營策劃方面的人員。（提供相應(yīng)執(zhí)業(yè)資格證書）。
7. Qualifications of Project Members
The Project members should include technicians with medium-grade professional title or higher in the profession of architecture, planning, transportation, municipal administration and landscape architecture, as well as professionals involving urban development and operation. (Relevant professional certificates should be provided.)
六、征集流程
VI. Procedures of Collecting
（一）報名階段
公告發(fā)布之日起接受報名，有意參加本次方案征集的設(shè)計單位將報名材料按照征集公告上要求（電子及紙質(zhì)文件各一份，膠裝成冊，以紙質(zhì)文件送達(dá)時間為準(zhǔn)）提交至貴州正佳招標(biāo)有限公司，報名截止時間于2015年7月7日17:00前（國外設(shè)計單位截止時間為2015年7月10日17:00前），逾期不再受理。

(I) Application
Application will be allowed since the issuing of the Call for Proposals. Design agencies interested may submit their application documents to Guizhou Zhengjia Tendering Co., Ltd. according to the requirements listed in the Call for Proposals (one electronic application by email and one paper application by mail are required, and the expiration should be subject to delivery time of the paper document). Application will be expired by 17:00, July 7, 2015, （The application of foreign design agency will be expired by 17:00, July10, 2015）,and application overdue will not be accepted.

（二） 資格預(yù)審
經(jīng)過綜合評選出6家設(shè)計單位開展本次設(shè)計工作。
(II) Prequalification
With comprehensive comparison, the 6 design agencies will be selected and enter next stage of design.
（三）獎勵設(shè)置
本次方案設(shè)計評選出前三名，具體獎勵設(shè)置如下：
（一）第一名，獎勵人民幣150萬元；
（二）第二名，獎勵人民幣110萬元；
（三）第三名，獎勵人民幣80萬元；
未獲獎作品經(jīng)專家組審定，若滿足項(xiàng)目設(shè)計要求及深度。國外設(shè)計單位給予一次性補(bǔ)償30萬元人民幣，國內(nèi)設(shè)計單位給予一次性補(bǔ)償20萬元人民幣。
第一名進(jìn)入下一步成果完善階段（具體要求待第一輪設(shè)計完成后再商定）,設(shè)計費(fèi)用為： 200萬元人民幣整。
注：所有獎金為稅前金額
(III) Award setting
Three design agencies will be selected and awarded as follows:
(1) The First-Prize Winner will be awarded RMB 1,500,000；
(2) The Second Prize Winner will be awarded RMB 1,000,000；
(3) The Third Prize Winner will be awarded RMB 800,000.
For design proposals not awarded but meeting the requirements of the specialist reviews, foreign design agencies will be compensated for RMB 300,000 in a lump sum while Chinese design agencies will be compensated for RMB 200,000 in a lump sum.
The First Prize Winner will move into the next stage and refine the design proposal (Specific requirements are to be finalized upon completion of the first round of design), and the expected expense is RMB 2,000,000.
Notice: All bonuses listed are pre-tax amounts.
三、注意事項(xiàng)
III Notes
1、獲獎作品成果享有權(quán)歸主辦單位所有，設(shè)計單位需保證其所交付的最終設(shè)計成果完整、無誤、有效，并保證所交付的成果不侵犯第三人的任何合法權(quán)益。甲方對設(shè)計單位交付的設(shè)計成果驗(yàn)收后，因涉及成果所產(chǎn)生的包括只是產(chǎn)權(quán)在內(nèi)的任何權(quán)利均歸甲方所有。
1. Only the Sponsor should be entitled to the award-winning works. The design agency should ensure that the final design results submitted by them be complete, true and valid, and that the results delivered do not infringe any legal interest of a third person. When Party A accepts the design results delivered by design units, any right generated and related to the results including intellectual property should be owned by Party A.
2、參賽作品須提供圖片及文字說明資料，主辦單位有權(quán)在獲獎作品中選擇，作為下一步深化設(shè)計階段資料。獲獎方案有義務(wù)配合主辦單位開展下階段深化設(shè)計相關(guān)工作。
2. The bidding works should be attached with pictures and words for reference. The Sponsor has the right to select information from the award-winning works for the purpose of refining the design in next stage. The award-winners should be obliged to cooperate with the Sponsor on issues related to the refinements in next stage.
3、本次方案征集公告由承辦單位貴州貴安新區(qū)管理委員會規(guī)劃建設(shè)管理局負(fù)責(zé)解釋。如果英文和中文內(nèi)容不一致,以中文為準(zhǔn)。
3. The interpretation of this Call for Proposal is reserved to the Planning and Construction Bureau of Management Committee of Guizhou Gui’an New District. In case of any discrepancy between the English and Chinese versions, the Chinese version shall prevail.
