Notice for the International Design Competition for
the Urban Planning of Guanlan River Eco-Cultural Corridor
一、項(xiàng)目背景 Project Background
龍華新區(qū)地處深圳市中北部,東臨龍崗,西接寶安、南山、光明,南連福田,北至東莞,總面積175.58平方公里,由民治、龍華、觀瀾、大浪四個(gè)辦事處組成。
Located north of the central Shenzhen, west of Longgang, east of Baoan, Nanshan and Guangming, north of Futian and south of Dongguan, Longhua District includes four local council offices, Minzhi, Longhua, Guanlan and Dalang,with a total area 175.58 square kilometers.
觀瀾河位于龍華新區(qū)中部,其流域自南往北流經(jīng)民治、龍華,大浪及觀瀾,是龍華新區(qū)的母親河。隨著經(jīng)濟(jì)的快速發(fā)展及大量產(chǎn)業(yè)及人口的集聚,巨大的環(huán)境壓力造成了河流水質(zhì)的嚴(yán)重污染,水量下降等問題,河流的治理及生態(tài)環(huán)境的恢復(fù)成為難題。
Located in the central district area, Guanlan River flows from south to north via Minzhi, Longhua, Dalang and Guanlan, as the mother river of Longhua District. However, the rapid economic growth and increase of the population have polluted the river. And the restoration of the river and the eco environment has become the major issue.
隨著龍華新區(qū)的成立,在新體制、新機(jī)制、新優(yōu)勢(shì)的發(fā)展條件下,新區(qū)提出了建設(shè)“兩區(qū)一城”,打造“一中軸九片區(qū)”的發(fā)展戰(zhàn)略。
The establishment of Longhua district, along with the new strategic planning system, has proposed a vision towards “TWO DISTRICTS, ONE CITY” and “NINE AREAS WITH ONE AXIS”.
因應(yīng)龍華新區(qū)行政體系調(diào)整、產(chǎn)業(yè)功能整合、新的發(fā)展定位確立,現(xiàn)龍華新區(qū)管委會(huì)組織開展觀瀾河生態(tài)文化走廊概念規(guī)劃國(guó)際咨詢工作,希望以國(guó)際視野和創(chuàng)新理念積極謀劃觀瀾河沿岸的發(fā)展藍(lán)圖,以此帶動(dòng)觀瀾河沿岸的城市功能轉(zhuǎn)型和城市空間品質(zhì)的提升。
As a response to the adjustment of the Longhua district administration system, integration of the industrial functions and establishment of the new development direction, an international design competition is jointly organized by the Longhua District Administrative Committee. The competition is to develop a future for Guanlan riverfront, with an international vision and innovative ideas, which will lead a transformation of the urban functions and improvement of the urban space.
二、規(guī)劃范圍 Planning Scope
本次咨詢范圍包括兩個(gè)層次,一是對(duì)觀瀾河干流兩岸約500-1000米范圍內(nèi)開展沿線概念方案設(shè)計(jì),總面積約23.7平方公里;二是在第一層次研究范圍內(nèi)選擇重點(diǎn)地區(qū)進(jìn)行城市設(shè)計(jì),總面積不小于5平方公里。
The planning scope includes two levels. Level 1 is to provide a conceptual masterplan along the vicinity of Guanlan River within 500-1000 meters, with a total area of about 23.7 square kilometers. Level 2 is to select the major areas within the research area of Level 1, and then provide relevant urban design schemes on these areas, with a total area of more than 5 square kilometers.
三、咨詢方式及規(guī)則 Means and Rules
3.1 本次咨詢將向全球發(fā)布競(jìng)賽公告,所有報(bào)名單位或聯(lián)合體需根據(jù)咨詢文件要求,提交相應(yīng)的報(bào)名材料。
The competition is open to the world. All the applicants should submit the required material according to the document.
3.2 咨詢工作分三個(gè)階段進(jìn)行,第一階段-資格預(yù)審階段,采取公開報(bào)名、資格預(yù)審的方式,政府規(guī)劃主管部門將組織評(píng)審委員會(huì)對(duì)報(bào)名單位的公司業(yè)績(jī)、設(shè)計(jì)團(tuán)隊(duì)構(gòu)成等情況進(jìn)行評(píng)選,最終確定8家設(shè)計(jì)單位入圍參加第二階段競(jìng)賽,選出2家備選設(shè)計(jì)單位,如入圍的設(shè)計(jì)單位退出,則備選單位依序替補(bǔ);未入圍設(shè)計(jì)單位不允許參加后續(xù)的設(shè)計(jì)競(jìng)賽。
The competition will be undertaken by 3 stages. Stage Ⅰ for qualification review: By the way of open registration and qualification review, the governing department will organize the jury to review on the company achievements of the applicants, composition of the team and etc. Finally, 8 bidders will be selected to enter Stage Ⅱ and 2 other alternatives will be picked up in case any of the bidders quit, they can take their place in order. Those who haven’t been selected can’t participate in the competition.
3.3 第二階段-總體概念規(guī)劃設(shè)計(jì)階段,8家入圍單位按要求提交本項(xiàng)目的總體概念規(guī)劃及進(jìn)行詳細(xì)城市設(shè)計(jì)的重點(diǎn)地區(qū)劃分說明,由評(píng)審委員會(huì)經(jīng)過排序評(píng)選出前5家優(yōu)勝單位進(jìn)入第三階段競(jìng)賽;
Stage Ⅱ for the conceptual master plan design: The 8 bidders will submit a scheme of conceptual masterplan and defining of the major areas for detailed urban design. By ranking their schemes in order, the jury will select the top 5 bidders to enter Stage Ⅲ.
3.4 第三階段-重點(diǎn)地區(qū)城市設(shè)計(jì)階段,5家優(yōu)勝單位按要求提交重點(diǎn)地區(qū)的城市設(shè)計(jì),政府主管部門將組織評(píng)審委員會(huì)進(jìn)行評(píng)選,將結(jié)合第二階段的評(píng)審結(jié)果(即第二階段評(píng)審結(jié)果占30%,第三階段評(píng)審結(jié)果占70%)評(píng)選出第一、二、三名。
Stage Ⅲ for the urban design of the major areas: The 5 bidders will submit an urban design scheme on the major areas. Then the governing department will organize the jury to select the top 3 winners by combining the review results of StageⅡ( that’s review results of StageⅡtakes 30%, while Stage Ⅲ takes 70%).
3.5 已報(bào)名的設(shè)計(jì)單位不可再和其他設(shè)計(jì)單位組成聯(lián)合體參加競(jìng)賽,也不得以顧問的形式參加競(jìng)賽。
Those who have signed up can’t participate with another company or work as consultant.
3.6 每家參賽設(shè)計(jì)機(jī)構(gòu)只允許提交一份設(shè)計(jì)成果。
Each participant can submit one scheme only.
四、報(bào)名條件及報(bào)名文件 Registration Requirements and Submittals

五、獎(jiǎng)金及設(shè)計(jì)補(bǔ)償費(fèi) Bonus and Compensations
5.1 入圍第二階段的8家設(shè)計(jì)單位提交的設(shè)計(jì)成果符合咨詢文件要求的,經(jīng)過評(píng)審進(jìn)入第三階段的5家優(yōu)勝單位每家將獲得人民幣30萬元的設(shè)計(jì)補(bǔ)償費(fèi),其余3家單位每家將獲得人民幣15萬元的設(shè)計(jì)補(bǔ)償費(fèi)。
For the 8 bidders who enter StageⅡ, 5 of them who enter Stage Ⅲ will each get RMB300,000 as compensation, while the other 3 will each get RMB150,000.
5.2 5家優(yōu)勝單位提交的設(shè)計(jì)成果符合咨詢文件要求的,經(jīng)過第三階段的評(píng)審,將按以下排名另獲得相應(yīng)獎(jiǎng)金;
After the review of Stage Ⅲ, the 5 bidders will get corresponding bonus according to their ranking order, if their submittals meet the requirements of the competition file;
第一名人民幣120萬元 The 1st Prize Winner: RMB1, 200,000
第二名人民幣70萬元 The 2nd Prize Winner: RMB700, 000
第三名人民幣40萬元 The 3rd Prize Winner: RMB400, 000
其余兩名每名人民幣20萬元 The other two will each get RMB200, 000.
