為了高水平、高起點(diǎn)、高質(zhì)量、高標(biāo)準(zhǔn)地建設(shè)南沙濱海生態(tài)新城蕉門(mén)河中心區(qū)，廣州市規(guī)劃局南沙開(kāi)發(fā)區(qū)分局特舉辦廣州市南沙區(qū)濱海生態(tài)新城蕉門(mén)河中心區(qū)城市設(shè)計(jì)國(guó)際競(jìng)賽。有關(guān)事項(xiàng)如下：
With a view to developing the Jiaomen River Central Area of Nansha New Seaside Eco-city from a high starting point and at a high quality and standard, the Urban Design Competition for Jiaomen River Central Area of Nansha New Seaside Eco-city is hereby held by Branch Bureau of Nansha Development Zone, Bureau of Urban Planning of Guangzhou Municipality. 1. Project Profile
1.1 項(xiàng)目名稱：廣州南沙濱海生態(tài)新城蕉門(mén)河中心區(qū)城市設(shè)計(jì)國(guó)際競(jìng)賽項(xiàng)目
1.1 Project name: International Urban Design Competition for Jiaomen River Central Area of Nansha Seaside New Eco-city, Guangzhou

1.3 規(guī)劃范圍：蕉門(mén)河中心區(qū)北至小虎瀝，南至蕉門(mén)水道，西至大山乸、坦尾山，東至黃山魯森林公園，規(guī)劃總用地面積為18.58平方公里，包括協(xié)調(diào)區(qū)和核心區(qū)兩部分。其中核心區(qū)范圍：南至蕉門(mén)河水道包含南沙體育中心、文化中心，北至蕉門(mén)河出�？�，西至鳳凰大道、金蕉大道一帶，東至金嶺北路以東，核心區(qū)范圍包括蕉門(mén)河兩岸用地及城市中軸線地區(qū)，面積約為11.1平方公里（詳見(jiàn)附圖）。
1.3 Planning scope: Jiaomen River Central Area borders on the Xiao Hu Li on the north, the Jiaomen Waterway on the south, the Da Shan Na and Tan Wei Mountain on the west, and the Huang Shan Lu Forest Park on the east, totaling a land area of about 18.58 sq km and comprising the Core Area and Coordination Area. The scope of the Core Area extends to the Jiaomen Waterway on the south (including Nansha Sport Center and Culture Center), estuary of Jiaomen Waterway on the north, Fenghuang Ave. and Jinjiao Ave. on the west, and east of Jinling Rd. N. on the east. The Core Area covers the waterfronts on both sides of the Jiaomen River and the urban central axis area, totaling a land area of about 11.1 sq km. (See the attached map for details)
1.4 本次競(jìng)賽主辦單位為廣州市規(guī)劃局南沙開(kāi)發(fā)區(qū)分局，承辦單位是廣州市南沙區(qū)規(guī)劃編制研究中心，競(jìng)賽組織機(jī)構(gòu)是廣州采聯(lián)采購(gòu)招標(biāo)代理有限公司（以下簡(jiǎn)稱“競(jìng)賽組織機(jī)構(gòu)”）。
1.4 Branch Bureau of Nansha Development Zone, Bureau of Urban Planning of Guangzhou Municipality acts as the Employer of the Competition, with Nansha Urban Planning and Research Center as the organizer and Guangzhou Cailian Procurement & Tendering Agent Co., Ltd. as the Organizing Agent (Hereinafter referred to as Organizing Agent)
2 城市設(shè)計(jì)國(guó)際競(jìng)賽工作內(nèi)容：
2 Contents of International Urban Design Competition
本次競(jìng)賽是廣州南沙濱海生態(tài)新城蕉門(mén)河中心區(qū)城市設(shè)計(jì)的第一個(gè)階段，競(jìng)賽優(yōu)勝單位有資格進(jìn)入城市設(shè)計(jì)的第二階段，具體工作內(nèi)容詳見(jiàn)技術(shù)文件。
This Competition is the first stage of the urban design for Jiaomen River Central Area of Nansha New Seaside Eco-City, while only the winner of the Competition is eligible to enter the second stage. See Technical Document for specific work contents.
3 競(jìng)賽報(bào)名的要求
3. Registration for Competition
3.1 報(bào)名條件
3.1 Qualifications for Registration
3.1.1 在國(guó)際上享有較高聲譽(yù)，具有豐富的濱水地區(qū)城市設(shè)計(jì)經(jīng)驗(yàn)的城市規(guī)劃與設(shè)計(jì)單位。
3.1.1 Internationally reputed urban design and planning firms with rich waterfront urban design experiences.
3.1.2 設(shè)計(jì)單位可單獨(dú)報(bào)名，也可以聯(lián)合體形式報(bào)名。聯(lián)合體形式僅限境內(nèi)與境外設(shè)計(jì)單位之間的聯(lián)合， 不接受境內(nèi)單位之間或境外單位之間的聯(lián)合。
3.1.2 Design firm can register independently or form a consortium for registration. The consortium established by and between international and local design firms is acceptable, while that by and between mere local design firms or international design firms is not acceptable.
3.2 報(bào)名方法，有意參加競(jìng)賽的設(shè)計(jì)單位必須在報(bào)名截止時(shí)間前將填好的報(bào)名文件（簽字并加蓋公章）傳真、送達(dá)或郵寄至競(jìng)賽組織機(jī)構(gòu)。
3.2 Registration: Interested design firm must fax, deliver or mail the duly filled registration documents (with signature and official stamp) to the Organizing Agent before the registration deadline.
3.3 報(bào)名時(shí)間為：北京時(shí)間2009年11月30日9：00至2009年12月10日17：00（以競(jìng)賽組織機(jī)構(gòu)接收書(shū)面報(bào)名時(shí)間為準(zhǔn)）。逾期抵達(dá)的文件概不受理。
3.3 Registration time: from 9:00 am, Nov 30, 2009, Beijing Time to 17:00pm, Dec. 10, 2009 (The time when the Organizing Agent accepts the written registration shall prevail). Delayed documents will not be accepted.
3.4報(bào)名文件要求
3.4 Registration documents
3.4.1 報(bào)名文件以A4紙裝訂成冊(cè)，一式一份。所有文件均須真實(shí)無(wú)誤，并提供有效證明。
3.4.1 Registration documents shall be bound into A4 brochure in 1 copy. All the documents should be authentic and correct with valid certificates.
3.4.2 報(bào)名以收到報(bào)名參賽表格為準(zhǔn)，包括報(bào)名參賽單位名稱及資質(zhì)說(shuō)明、報(bào)名參賽單位簡(jiǎn)介、報(bào)名參賽單位的相關(guān)業(yè)績(jī)、設(shè)計(jì)人員的組成、主要設(shè)計(jì)人員相關(guān)設(shè)計(jì)業(yè)績(jī)、報(bào)名書(shū)等。
3.4.2 The registration is subject to receipt of registration documents, including company name, qualification description, company profile, project portfolio, design team, chief designer and reference projects and Letter of Registration.
【注明】設(shè)計(jì)單位的項(xiàng)目業(yè)績(jī)資料應(yīng)包含：項(xiàng)目名稱、項(xiàng)目地點(diǎn)、項(xiàng)目規(guī)模、所承擔(dān)的設(shè)計(jì)內(nèi)容、主要設(shè)計(jì)人員、項(xiàng)目完成情況（正在進(jìn)行、已經(jīng)完成）、項(xiàng)目圖片（設(shè)計(jì)圖或?qū)嵕罢掌�、業(yè)主聯(lián)系電話。
[Note] Design firm’s project portfolio information shall include: project name, location, size, design contents, main designers, project status (under construction or completed), project images (design drawings or photos), as well as the employer’s tel number.
3.4.3 法人代表證明、聯(lián)系人的法人代表授權(quán)委托書(shū)及身份證復(fù)印件。
3.4.3 Legal Representative Certificate, Power of Attorney issued by Legal Representative for contact person and the photocopy of the latter’s ID Card
3.4.4 報(bào)名參加本次競(jìng)賽的設(shè)計(jì)負(fù)責(zé)人及主要設(shè)計(jì)人員履歷和專業(yè)資格證明復(fù)印件，以及近五年的同類業(yè)績(jī)、獲獎(jiǎng)情況等相關(guān)材料。
3.4.4 CVs and photocopies of professional qualification certificates of the design principal and main designers, as well as relevant information like similar projects done in recent five years and awards received thereof.
3.4.5以聯(lián)合體名義報(bào)名參賽的設(shè)計(jì)聯(lián)合體應(yīng)提交所有成員共同簽署的“聯(lián)合體合作協(xié)議”。
3.4.5 Consortium should submit a Consortium Agreement jointly signed by all members of the consortium.
3.5 本次競(jìng)賽官方語(yǔ)言為中文，為保持參賽境外單位項(xiàng)目組能對(duì)地域背景和相關(guān)要求的準(zhǔn)確理解，項(xiàng)目組中應(yīng)至少有一名通曉中文語(yǔ)的專業(yè)人士參加。主辦方承擔(dān)獲得參賽資格的單位（6家）在12月21日技術(shù)發(fā)布會(huì)每單位2人往返的交通費(fèi)（不限境內(nèi)、境外），并提供發(fā)布會(huì)當(dāng)天2個(gè)標(biāo)間的酒店住宿。
3.5 The official language of the Competition is Chinese. To ensure that the design team from international design firm could properly understand the local background and relevant requirements, at least one professional with good knowledge of Chinese language is required in the design team. The Competition Organizer will cover the expenses of the round-trips (either domestic or international) for 2 persons of each qualified competitor (6 competitors) for the Technical Document Briefing on December 21 and hotel accommodation of 2 standard rooms on the date of briefing.
4 競(jìng)賽活動(dòng)期限：
4 Competition Period:
本次競(jìng)賽規(guī)定期限為2009年12月21日（北京時(shí)間，下同）至2010年1月20日，其中2009年12月21日舉行技術(shù)文件發(fā)布和答疑會(huì)，并進(jìn)行現(xiàn)場(chǎng)踏勘。各參賽單位需在2010年1月20日17：00前完成競(jìng)賽成果，并送達(dá)競(jìng)賽工作組指定的地點(diǎn)。
The Competition period lasts from Dec 21, 2009 to Jan.20, 2010 (Beijing Time; the same below). Briefing and clarification meeting of Technical Document, as well as the site visit are scheduled on Dec.21, 2009. Competitors shall accomplish the design works and send the deliverables to the place designated by the Organizer by 17:00pm, Jan.20, 2009.
5 競(jìng)賽方式
5 Competition Organization
5.1競(jìng)賽形式：本次競(jìng)賽采取國(guó)際公開(kāi)競(jìng)賽形式，通過(guò)在網(wǎng)上、報(bào)紙發(fā)布報(bào)名公告，公開(kāi)接受國(guó)內(nèi)外設(shè)計(jì)單位（設(shè)計(jì)聯(lián)合體）的報(bào)名。由競(jìng)賽資格預(yù)審委員會(huì)對(duì)報(bào)名的設(shè)計(jì)單位進(jìn)行資格預(yù)審，選出6家參賽單位作為正式邀請(qǐng)參賽單位，并發(fā)出邀請(qǐng)函。每家參賽單位限報(bào)送1個(gè)設(shè)計(jì)方案；任何未被邀請(qǐng)的設(shè)計(jì)單位報(bào)送的設(shè)計(jì)方案一律不予受理。本次競(jìng)賽設(shè)計(jì)時(shí)間為一個(gè)月。
5.1 Competition organization: The competition is an open international competition, for which Competition Announcement will be released via internet and newspaper to openly accept the registrations of design firms (design consortium). Following the prequalification review over the registered design firms, the Prequalification Committee will shortlist 6 design firms as the officially invited competitors and send them Letter of Invitation. Each competitor is required to submit only one design proposal, whereas the design proposal provided by any uninvited design firm shall not be accepted.
5.2 競(jìng)賽評(píng)選方式及費(fèi)用支付方法：凡接受邀請(qǐng)，按競(jìng)賽技術(shù)文件規(guī)定報(bào)送設(shè)計(jì)成果并經(jīng)評(píng)審認(rèn)定有效的設(shè)計(jì)文件的參賽單位（聯(lián)合體）可獲成本補(bǔ)償費(fèi)人民幣15萬(wàn)元（含稅）。凡經(jīng)技術(shù)審查委員會(huì)審查確定為無(wú)效的成果，不獲成本補(bǔ)償費(fèi)。
5.2 Evaluation and Cost Compensation: Any competitor (consortium) who accepts the invitation and submits deliverables as required by the Technical Documents, which is determined to be valid by Technical Committee, will receive a cost compensation of RMB 150,000.00 Yuan (including tax). Those who submit invalid deliverables as determined by Technical Committee shall not be compensated.
5.3 后續(xù)工作：競(jìng)賽優(yōu)勝方案的參賽單位自動(dòng)獲得深化設(shè)計(jì)資格，深化設(shè)計(jì)費(fèi)共700萬(wàn)元人民幣（包括設(shè)計(jì)經(jīng)費(fèi)、專家評(píng)審費(fèi)、稅費(fèi)等）。
5.3 Subsequent Design Assignments: The competitor submitting winning proposal is automatically awarded with the qualification of design detailing at a total design detailing fee of RMB 7 million Yuan (including design fee, expert evaluation fee and tax).
6 本項(xiàng)目的所有相關(guān)公告會(huì)在規(guī)劃在線（www.upo.gov.cn）、廣州市南沙區(qū)政府網(wǎng)（www.gzns.gov.cn）及競(jìng)賽組織機(jī)構(gòu)網(wǎng)站（www.chinapsp.cn）、建筑論壇（www.shihaitang.com）上公布，公布之日即視為有效送達(dá)，不再另行通知，有關(guān)此次競(jìng)賽活動(dòng)事宜，也可按下列地址以書(shū)面或電話形式查詢。
6 All relevant announcements of this project will be released at the websites of the Planning on-line (www.upo.gov.cn), government website of Nansha District, Guangzhou (www.gzns.gov.cn), website of Organizing Agent (www.chinapsp.cn), and Architecture BBS (www.shihaitang.com). The announcements thereof will be deemed as having been effectively delivered as of the date of announcement, hence no further notice would be made.
