一、項(xiàng)目背景：
大連長(zhǎng)興島臨港工業(yè)區(qū)大孤山城市休閑度假區(qū)概念性詳細(xì)規(guī)劃設(shè)計(jì)項(xiàng)目，現(xiàn)以公開(kāi)邀請(qǐng)競(jìng)賽方式征求該項(xiàng)目規(guī)劃設(shè)計(jì)方案，擇優(yōu)選擇設(shè)計(jì)單位，凡具有相關(guān)設(shè)計(jì)經(jīng)驗(yàn)設(shè)計(jì)單位均可報(bào)名參加投標(biāo)。有關(guān)事宜公布如下：
長(zhǎng)興島“大孤山城市休閑度假區(qū)”擬建成一流的、現(xiàn)代化的生態(tài)城市休閑度假區(qū)，具備參觀、度假、休閑運(yùn)動(dòng)、市民健身的綜合區(qū)域。其核心主景觀為長(zhǎng)興島重要的、標(biāo)志性的建筑之一。

二、項(xiàng)目概況：
長(zhǎng)興島是僅次于臺(tái)灣、海南、舟山和崇明島的中國(guó)第五大島，同時(shí)也是長(zhǎng)江以北的第一大島。她位于遼東半島和大連渤海海岸線的中端，“四面皆水，唯島居中”，環(huán)島91.6公里的綿延岸線將這個(gè)明珠般的美麗島嶼包裹其中。
本次規(guī)劃設(shè)計(jì)面積約16.29平方公里，規(guī)劃范圍長(zhǎng)興島臨港工業(yè)區(qū)中的大孤山旅游區(qū)，位于長(zhǎng)興島的中南部。規(guī)劃用地東為未來(lái)南部城區(qū)；南為船舶制造產(chǎn)業(yè)岸線，與南側(cè)交流島隔渤海相望；北為綜合區(qū)；西為產(chǎn)業(yè)園區(qū)。擬按島級(jí)山林公園、休閑、度假標(biāo)準(zhǔn)，建設(shè)成為集旅游、休閑、度假等功能（可適當(dāng)考慮部分高檔居住區(qū)）為一體的城市休閑度假區(qū)。原有林地、山體應(yīng)盡量保留，在規(guī)劃區(qū)內(nèi)的主峰應(yīng)考慮建設(shè)一座標(biāo)志性建筑物（塔、臺(tái)、柱等）。
三、設(shè)計(jì)內(nèi)容：
長(zhǎng)興島大孤山休閑度假區(qū)概念性詳細(xì)規(guī)劃設(shè)計(jì)及主景觀設(shè)計(jì)。
四、資質(zhì)要求：
國(guó)內(nèi)設(shè)計(jì)單位須具有城市規(guī)劃甲級(jí)設(shè)計(jì)單位，具有類似項(xiàng)目規(guī)劃設(shè)計(jì)的豐富經(jīng)驗(yàn)，項(xiàng)目負(fù)責(zé)人為國(guó)家注冊(cè)規(guī)劃師。國(guó)外規(guī)劃設(shè)計(jì)單位、注冊(cè)規(guī)劃設(shè)計(jì)師可以參與競(jìng)標(biāo)。
五、報(bào)名須知：
參與報(bào)名的設(shè)計(jì)單位需提供以下材料：
1、加蓋公章的企業(yè)法人營(yíng)業(yè)執(zhí)照和資質(zhì)證書的復(fù)印件；
2、法定代表人身份證的復(fù)印件；
3、近年來(lái)類似工程設(shè)計(jì)作品介紹；(包括工程規(guī)模、獲獎(jiǎng)情況、方案圖冊(cè)等)；
4、項(xiàng)目負(fù)責(zé)人及主要設(shè)計(jì)人員情況。（包括職稱、資格、經(jīng)驗(yàn)等）設(shè)計(jì)單位詳細(xì)通訊地址、電話、聯(lián)絡(luò)人、電子郵箱等資料。
以上資料1、2、3項(xiàng)報(bào)名時(shí)審查原件。所有資料需提供復(fù)印件（加蓋單位公章）一套，按順序裝訂提交，同時(shí)提交PPT文件一套。（設(shè)計(jì)圖冊(cè)可單獨(dú)成冊(cè)）
六、資格確定：
征集單位將對(duì)應(yīng)征單位的材料進(jìn)行資格審查，邀請(qǐng)國(guó)內(nèi)、外知名規(guī)劃設(shè)計(jì)單位及設(shè)計(jì)師參與規(guī)劃方案競(jìng)賽。對(duì)資格審查后最終能夠參加方案設(shè)計(jì)的應(yīng)征單位將另行書面通知參加方案征集活動(dòng)，未入選單位恕不另行通知。
七、設(shè)計(jì)報(bào)酬：
本次活動(dòng)采用一次性評(píng)審確認(rèn)的方式，競(jìng)賽主辦單位將組織國(guó)內(nèi)城市規(guī)劃等方面專家組成評(píng)審小組對(duì)方案進(jìn)行評(píng)審，并投票表決方案的推薦排序，送長(zhǎng)興島管委會(huì)確定最終中選方。擬設(shè)一等獎(jiǎng)1名，方案費(fèi)50萬(wàn)元人民幣；二等獎(jiǎng)1名，方案費(fèi)30萬(wàn)元人民幣；三等獎(jiǎng)1--3名，方案補(bǔ)償費(fèi)各20萬(wàn)元人民幣（以招標(biāo)文件為準(zhǔn)）。
八、報(bào)名時(shí)間：
有意參加報(bào)名的投標(biāo)單位請(qǐng)攜帶上述相關(guān)資料，于北京時(shí)間2009年4月21日至4月27日（每天8：30—16：00，節(jié)假日除外）到代理機(jī)構(gòu)大連機(jī)械設(shè)備成套公司報(bào)名。

Announcement on the Program Collection for Conceptual Design of the Detailed Planning of Dalian Changxing Island Dagu Mountain City Leisure Resort，China

Project Background
The conceptual design project of the detailed planning of Dalian Changxing Island Harbor Industrial Zone Dagu Mountain city leisure resort is now inviting international designers to submit their qualification for invitational competition on planning and design, every design team has relevant design experiences can register.
Changxing Island “Dagu Mountain City Leisure Resort” to be built high-class, modern eco-city leisure resort， which have visit, holiday, leisure sports, citizen body-building of the integrated regional. Its main landscape will become one of the important landmark buildings in Changxing Island.

Project Overview
Changxing Island is second only to Taiwan, Hainan, Zhoushan and Chongming Island and the fifth largest island in China. It is also the first largest island in the north of the Yangtze River. She is located in Liaodong Peninsula and the coastline of Dalian Pohai, “surrounded by water, only island of the middle”.
The planning and design area is about 16.29 square kilometers, the planning scope is Changxing Island Harbor Industrial Zone Dagu Mountain tourist district, which is located in the central and southern of Changxing Island. The planned land use：East is the future southern city district；South is the shoreline of the shipbuilding industry；North is the comprehensive district；West is the industrial park. It is built into city leisure resort which has tourism, leisure, holiday function all in one body (Can be properly considered part of high-end residential area). The original forest and the mountain should be kept, the main peak in the planning area should consider the construction of a landmark building (Tower, etc).
Design Content
The conceptual design of the detailed planning and the main landscape design of Changxing Island Dagu Mountain leisure resort.
Qualification Requirements
Domestic design team are required to have the qualification of urban planning Class A design unit, have similar project planning and design experiences, project leader is national registered planner. Foreign planning and design units, registered planning designer can participate in the bidding.
Registration Instruction
The applicants need to provide the following materials:
1、Stamp an official seal on the copy of business license of legal entity and qualification certification
2、The copy of legal representative identity card
3、Projects of the similar type of the project in recent years (Including project size, the case of winning awards, program drawings, etc)
4、CV of the project leader and main design personnel (Including professional title, qualifications, experience, etc), the detailed address、telephone number、contact person、email of the design units.
The applicants need to provide original documents of the above information “1、2、3”, and a copy of all materials (Stamp an official seal), bind and submit in order， at the same time submit a PPT file (The design drawings could bind separately)
Qualification Determine
The competition organizers will select qualified design units and designers based on the materials submitted, and inform in writing to those selected only.
Design Reward
Jury of this competition will be a team of domestic urban planning experts. All projects will submit to Changxing Island Administrative Commission for final decision.
Final result includes:
1 first prize, ￥500,000 RMB；1 second prize, ￥300,000 RMB；1～3 third prize, ￥20,0000 RMB each (Be subject to the bidding document).
