Proclaim of International Design Competition of Art Museum and Trading Center for Shenzhen Guanlan Print Base
一、項目背景 Project background
觀瀾地處深圳市北大門、寶安區(qū)東北面，自古以來就是遠近聞名的“文化之鄉(xiāng)”，有著悠久的歷史文化傳統(tǒng)。近年來，按照市委市政府的工作部署，區(qū)政府充分挖掘和利用觀瀾自身文化資源，打造文化品牌，在陳煙橋（中國著名版畫藝術家）的故鄉(xiāng)建立中國•觀瀾版畫原創(chuàng)產(chǎn)業(yè)基地。觀瀾版畫基地已構筑集原創(chuàng)、收藏、展示、交流、研究、培訓為一體的高端產(chǎn)業(yè)鏈條，并逐步發(fā)展成為中國與世界交流的版畫藝術平臺。
Guanlan is situated at the north gate of Shenzhen City, northeast of Baoan District; it has been renowned as “township of the cultural” since the ancient times, having a long history of historical and cultural traditions. In recent years, according to the arrangements of the Party’s Shenzhen Committee and Shenzhen Municipal Government, Baoan District Government unearths and uses Guanlan cultural resources fully, creates culture brand, and establishes China•Guanlan Print Original Industry Base in CHEN Yan-qiao(Chinese famous print artist)’s hometown. Guanlan Print Base has constructed to be a high-end industry chain link, which is a blend of original, collection, demonstration, exchange, research and training, and has gradually developed as the platform of exchanging print artistic between China and the world.
為做強做大觀瀾版畫基地，推動深圳文化產(chǎn)業(yè)的健康、快速發(fā)展，進一步提升城市的文化品位和內涵，深圳市寶安區(qū)人民政府將于近期啟動觀瀾版畫基地美術館及交易中心的建設。受寶安區(qū)人民政府的委托，由深圳市規(guī)劃局寶安分局負責組織對觀瀾版畫基地美術館及交易中心進行方案設計競賽。
In order to make Guanlan Print Base grow bigger and stronger, impel the culture industry of Shenzhen to develop healthily and fast, and further upgrade the city’s cultural status and connotation, Baoan District Government will start the construction of the art museum and trading center for Guanlan Print Base in short-term. Shenzhen Planning Bureau Baoan Sub-bureau, consigned by Baoan District Government, will organize an international design competition of the art museum and trading center for Guanlan Print Base.
二、項目概況 General information
深圳觀瀾版畫基地位于寶安區(qū)觀瀾街道東北部，西面毗鄰觀瀾高爾夫球場，東抵環(huán)觀南路，南起觀天大道，北至大外環(huán)。美術館及交易中心項目選址位于版畫基地中部，距基地南、北入口皆約為1400米。項目總用地面積約為3.1公頃。擬建建設規(guī)模：美術館1.5萬平方米（拆除舊廠房，新建），交易中心1-1.5萬平方米（新建與改造利用原有的古建筑相結合）。最終建設規(guī)模以寶安區(qū)發(fā)展和改革局立項批復為準。
Shenzhen Guanlan Print Base is located in the northeast of Guanlan Sub-district, the west side adjoining Guanlan Golf Course, the east reaching South Huanguan Road, the south beginning from Guantian Road, the north to Outer-ring Road.The site selection of art museum and trading center is in the middle of the print base, and both the distances apart from south entrance and north entrance of the base are about 1400 meters. The total land area of the project is approximately 3.1 hectares. The scale of scheduled construction: The art museum 15,000 square meters (demolish the old workshop, new built); the trading center 1 0,000-15,000 square meters (combine new built with transformation-use original construction). The final construction scale is subject to the ratified reply of Development and Reform Bureau of Baoan District.
三、日程安排 Time arrangement
1、2月13日至3月3日，面向全球征集報名，獨立設計機構、設計聯(lián)合體、個人均可報名參加；
1、Feb. 13th to March 3th , sign-up. This competition is facing the whole world independent design organizations, design cooperating unions, studios, and individuals as well.
2、3月4日至3月8日，進行報名機構資格審查。通過資格預審確定5家主要應征設計單位或聯(lián)合體，并發(fā)出正式邀請函（用聯(lián)合體名義參賽的設計單位以排名在前的為主要設計單位）；未獲邀請的設計單位或個人同樣歡迎參加競賽。對于符合成果要求的自愿參賽方案將在評審中一視同仁。
2、March 4th to March 8th, qualification prejudication. 5 design groups(single unit or union) will be selected and received the formal invitation letters through prequalification(the main designing unit of union is the former in the unit list ). The other groups or individuals which do not receive invitation may also involve into competition on next stage without discrimination.
3、3月15日，召開答疑會及現(xiàn)場踏勘
3、March 15th , Q&A meeting and site visit.
4、4月20日，提交咨詢成果
4、April 20th, consultation result submitting deadline.
5、4月21日至4月28日，召開咨詢方案成果評審會，及所有方案公眾評選。
5、April 21th to 28th, accreditation meeting, all qualified consultation proposal will be ranked. The other proposals have same opportunities to participate into media and public accreditation.

四、設計報酬 Design fees
本次咨詢活動采用一次性評審確認的方式，將從符合咨詢成果內容要求的所有方案中評出一等獎1名（優(yōu)選），獎金40萬元人民幣；二等獎1名，獎金20萬元人民幣。對于受邀的5家主要咨詢單位，凡提交的設計成果符合咨詢成果要求的，均可獲得10萬元人民幣的設計成本費作為工作補償。
Adopting the evaluation way of one-off, accreditation council will propose one first prize, and the bonus is ￥400,000 RMB; one second prize with bonus ￥200,000 RMB. For other invited participants , as long as the schemes meet the requirements, can also get cost fees no less than ￥100,000 RMB.
五、報名方式與要求 Sign up
1、應征設計單位應具有建筑設計經(jīng)驗；境外或在境內合法開展業(yè)務的設計單位應具有獨立法人資格和類似成功范例。
1、Sign-up organizations should have experience in architectural design. The foreign design groups should be independent legal organizations and have similar successful example.
2、應征設計單位報名時應填寫報名表（見附件），以及單位簡介、資質證明、相關案例簡介等材料，提交方式包括傳真、郵政快件或電子郵件等方式。
2、Sign-up organizations should fill in and post (or fax, email) the attached forms(given in attachment), along with organization introduction, qualification certificate, relative cases introduction when signing up.
3、應征設計機構報名材料提交截止時間為2009年3月3日 北京時間18：00。
3、Deadline for submitting sign-up materials: 18:00, March 3th, 2009. Beijing time.

六、備注 Remarks
若報名單位不足五家或報名單位條件不符要求，將終止本次競賽活動。
If the number of registration groups less than five or the condition of registration groups can not satisfy the requirements, this design competition will be terminated.
