Proclaim of Global Signing for International Consultation of Huaqiangbei Road 3D Street design scheme
一、 項(xiàng)目背景 Project background
作為享有“中國電子第一街”美譽(yù)和馳名國內(nèi)外的著名商業(yè)街，華強(qiáng)北路不僅是深圳市一張重要的城市名片，同時(shí)也是承載市民日常公共生活的重要空間舞臺。在脫胎于舊工業(yè)區(qū)空間格局和城市經(jīng)濟(jì)高速增長的特征條件背景下，華強(qiáng)北路逐漸受到空間資源緊缺、交通負(fù)荷超重、配套設(shè)施老化、環(huán)境品質(zhì)下降等城市問題的制約，并顯著影響到整個(gè)華強(qiáng)北地區(qū)商業(yè)生態(tài)環(huán)境的穩(wěn)定健康發(fā)展。
As “the Chinese top one Electronic-sales street”, Huaqiangbei Road, the world-widely famous commercial street is not only an important landmark of Shenzhen, but also an essential public performing stage for citizens’ daily life. In the background of rapidly economic blooming in Shenzhen and transforming space structure from old industrial district, Huaqiangbei Road is now facing more and more problems, such as: space scarcity, traffic overloaded, supporting facilities aging, and environment quality decreasing and so on. Those problems strongly affect the whole Huaqiangbei area’s stable and healthy development.
隨著深圳市產(chǎn)業(yè)功能向著高端服務(wù)業(yè)轉(zhuǎn)型和城市基礎(chǔ)設(shè)施條件的不斷改善，深圳市政府有關(guān)工作會議明確指出加快推進(jìn)華強(qiáng)北地區(qū)的城市更新，重點(diǎn)打造沿華強(qiáng)北路城市時(shí)尚新亮點(diǎn)，通過一系列規(guī)劃升級改造行動，鞏固并強(qiáng)化將華強(qiáng)北路打造成為世界一流商業(yè)街的發(fā)展目標(biāo)，繼續(xù)挖掘現(xiàn)有資源的開發(fā)潛力，提升城市品牌的影響力和競爭力。為此，深圳市規(guī)劃局聯(lián)合深圳市福田區(qū)人民政府共同組織開展本次《華強(qiáng)北路立體街道城市設(shè)計(jì)方案國際咨詢》。
Along with the transforming to advanced service industry in Shenzhen and the improving of urban infrastructures, Shenzhen municipal government determined to lunch a sort of actions to upgrade relative planning about north Huaqiang area, especially Huaqiangbei road as a new fashion and abstracting focus will be paid more attention. In order to target the aim that solidifying and strengthening Huaqiangbei road as worldwide top commercial street, exploring the development potential of current resource and enhancing the influence and competition ability of whole city, Shenzhen planning bureau and Futian district government are co-holding this international consultation of Huaqiangbei road urban planning project.
二、 項(xiàng)目概況 General information
1、項(xiàng)目名稱 Name of the project
華強(qiáng)北路立體街道城市設(shè)計(jì)方案國際咨詢 International Consultation of the 3D street design scheme for Huaqiangbei Road
2、項(xiàng)目范圍及研究范圍 Project range and study area:
�。�1）項(xiàng)目范圍：華強(qiáng)北路位于深圳市福田區(qū)華強(qiáng)北片區(qū)（也稱上步片區(qū)），設(shè)計(jì)區(qū)間南北長930米，道路紅線寬度30米。
(1) Project range: Huaqiangbei Road locates in Huaqiangbei area in Futian district (also named Shangbu area). The design interval is 930 meters from south to north, and the width of the road redline is 30m.
（2）研究范圍：以華強(qiáng)北路為中軸，本次國際咨詢的研究范圍東至華發(fā)北路，西至中航路和八號路，北至紅荔路，南至深南中路，面積45公頃；研究改進(jìn)范圍面積22公頃。
(2) Study area: Take Huaqiangbei Road as the central axis, this consultation study area is 45 hectares from Zhonghang road and the 8th road at west to the Huafabei Road at east, from Hongli road at north to Shennanzhong road at south. And the research improvement area is 22 hectares.
三、 任務(wù)要求 Tasks and requirements
結(jié)合華強(qiáng)北路沿線地區(qū)的特征條件和定位訴求，考慮優(yōu)先保障城市公眾利益、促進(jìn)多方利益互惠和協(xié)調(diào)帶動周邊地區(qū)發(fā)展，重點(diǎn)就設(shè)計(jì)空間范圍內(nèi)人的活動組織、空間更新與設(shè)施整合、城市系統(tǒng)運(yùn)作管理、城市特征形象塑造等幾方面內(nèi)容展開策略研究和詳細(xì)方案設(shè)計(jì)。
According to the character and condition of that area along Huaqiangbei road; ensuring citizens’ public interests, encouraging partnership and win-win situation among multiple-sectors, and enhancing economic performance of surrounding area will be priority consideration in this consultation. In addition, this consultation should provide research results and detailed proposal about public’s activities organization, space renew and infrastructure intergrading, city operating system managerment, and city character image-building and so on.
1、就沿華強(qiáng)北路地下街道空間的開發(fā)范圍、開發(fā)規(guī)模、開發(fā)方式、與兩側(cè)單元地塊地下空間的連接，以及采光通風(fēng)等環(huán)境使用要求提出詳細(xì)設(shè)計(jì)方案。
1 、 Provide detailed proposal on developing range, scale, mode, ventilation and lighting, as well as connection with other units of underground spaces along Huaqiangbei road.
2、提供明確合理的空間擴(kuò)容后地下共同管溝的規(guī)劃位置，整合并協(xié)調(diào)處理地下空間出入口、地鐵鳳亭、地面市政配套等城市公共設(shè)施。
2、Provide planning about the location of Common Service Tennel (CST) after rebuilt, and the location arrangement of city public infrastructures such as: underground entrances, exits, subway vents and overground supporting facilities as well.
3、提供地面街道城市公共空間的環(huán)境優(yōu)化和改善方案，滿足行人和沿路商家的不同使用需求（如遮陽擋雨、產(chǎn)品展示發(fā)布…）
3、Provide environment refine proposal on city public space in order to meet different needs from passengers and business requirements. (e.g.: providing shadow to avoid sunshine and raining, products advertisement for local business.)
4、建立系統(tǒng)有效的二層步行系統(tǒng)，清晰表達(dá)立體空間的連接關(guān)系，以指導(dǎo)下層次詳細(xì)工程設(shè)計(jì)與建設(shè)實(shí)施。
4、 Create a systematic efficient second-floor pedestrian system, the connection of the solid space should be stated clearly to indicate construction details for lower level.
5、提出對已有街道建筑立面整治方案和建議。
5、Propose renovating suggestions for existing street
6、設(shè)計(jì)體現(xiàn)地方特征的城市公共標(biāo)示系統(tǒng)（如廣告設(shè)置、交通導(dǎo)向、功能指引等）。
6、 Set public sign systems that incarnate characteristics of the city (like ad. Boards, traffic guide, etc.)
7、考慮立體街道生態(tài)、節(jié)能、減排等新能源、新技術(shù)的運(yùn)用（如雨水回收、聲光控制、街道空調(diào)系統(tǒng)等有關(guān)設(shè)計(jì)）。
7、 Neo-ecologic and energy saving method will be encouraged in this consultation in order to deal with rain reclaiming, light control, and street temperature control systems and so on.
四、 征選活動安排 Time arrangement
1、1月20日至2月8日，面向全球征集報(bào)名，獨(dú)立設(shè)計(jì)機(jī)構(gòu)、設(shè)計(jì)聯(lián)合體、個(gè)人均可報(bào)名參加；
Jan. 20th to Feb. 8th , sign-ups; this competition is facing the whole world independent design organizations, design cooperating unions, studios, and individuals as well.
2、2月9日至2月12日，進(jìn)行報(bào)名機(jī)構(gòu)資格審查，確定6家主要咨詢單位并發(fā)出正式邀請函；而未獲邀請的設(shè)計(jì)機(jī)構(gòu)或個(gè)人同樣可參加競賽，對于符合成果要求的自愿參賽方案將在評審中一視同仁。
Feb. 9th to Feb 12th , qualification prejudication, selecting 6 design groups will be selected and received the formal invitation letters. Whilst, the other organizations do not receive invitation may also involve into competition on next stage.
3、 2月19日，召開答疑會及現(xiàn)場踏勘
Feb. 19th , Q&A meeting and site visit.
4、 4月5日，提交咨詢成果
April 5th, consultation result submitting deadline.
5、4月6日-11日，召開咨詢方案成果評審會，及所有方案公眾評選。
April 6th -11th, accreditation meeting, all qualified consultation proposal will be ranked. The other proposals have same opportunities to participate into media and public accreditation.

五、 設(shè)計(jì)報(bào)酬 Design Fees
本次咨詢活動采用一次性評審確認(rèn)的方式，將從符合咨詢成果內(nèi)容要求的所有方案中評出一等獎(jiǎng)1名，獎(jiǎng)金50萬元人民幣；二等獎(jiǎng)1名，獎(jiǎng)金40萬元人民幣；三等獎(jiǎng)1名，獎(jiǎng)金30萬元人民幣。對于受邀的6家主要咨詢單位，凡提交的設(shè)計(jì)成果符合咨詢成果要求的，均可獲得20萬元人民幣的設(shè)計(jì)成本費(fèi)作為工作補(bǔ)償。
Accreditation council will propose one first prize, and the bonus is no less than ￥500,000 RMB; one second prize with bonus no less than ￥400,000 RMB; and one third prize with bonus no less than ￥300,000 RMB. For other invited participants , as long as the schemes meet the requirements, can also get cost fees no less than ￥200,000 RMB.
六、報(bào)名方式與要求 Sign up
1、參征設(shè)計(jì)機(jī)構(gòu)應(yīng)具有地下空間設(shè)計(jì)經(jīng)驗(yàn)與市政專業(yè)設(shè)計(jì)經(jīng)驗(yàn)；境外或在境內(nèi)合法開展業(yè)務(wù)的設(shè)計(jì)機(jī)構(gòu)應(yīng)具有獨(dú)立法人資格和類似成功范例。
1、Sign-up organizations should have experience and similar succeed examples in design underground space and public infrastructures, and should be independent legal organizations as well.
2、參征設(shè)計(jì)機(jī)構(gòu)報(bào)名時(shí)應(yīng)填寫報(bào)名表，以及機(jī)構(gòu)簡介、資質(zhì)證明、相關(guān)案例簡介等材料，提交方式包括傳真、郵政快件或電子郵件等方式。
2、Organizations should fill in and post (or fax, email) the attached forms, along with organization introductions, qualification certificate, relative cases introduction when signing up.
3、參征設(shè)計(jì)機(jī)構(gòu)報(bào)名材料提交截止時(shí)間為2009年2月8日 北京時(shí)間18：00。
3、Deadline for submitting sign-up materials: 18:00, Feb. 8th, 2009. Beijing time.
