“南京國(guó)際博覽中心”征集設(shè)計(jì)單位邀請(qǐng)函

南京市河西新城區(qū)位于主城西部，西依長(zhǎng)江夾江，總用地約為56平方公里，該地區(qū)規(guī)劃發(fā)展的目標(biāo)是：通過(guò)5-10年的建設(shè)發(fā)展，形成現(xiàn)代文明與濱江特色交相輝映的現(xiàn)代化新城區(qū)，成為現(xiàn)代化新南京的標(biāo)志區(qū)。新城區(qū)的建設(shè)對(duì)疏解老城壓力，保護(hù)并更新舊城將起到重要作用。2008年世界城市論壇將在這里舉行，這將成為加速河西新城及其中心地區(qū)開(kāi)發(fā)建設(shè)的重要契機(jī)。
南京市政府為了進(jìn)一步促進(jìn)河西新城區(qū)商貿(mào)經(jīng)濟(jì)的發(fā)展，完善和充分發(fā)揮中心城區(qū)的綜合職能，將南京國(guó)際博覽中心選址于河西新城區(qū)，以求更好地利用該片區(qū)的城市資源，提升河西新城區(qū)的城市品質(zhì)。
南京國(guó)際博覽中心位于河西新城區(qū)中部，臨江東南路等城市主干道，屬規(guī)劃城市綜合服務(wù)性功能區(qū)。按照可行性研究報(bào)告，南京國(guó)際博覽中心建設(shè)總規(guī)模約28萬(wàn)平方米，其中國(guó)際展覽館23萬(wàn)平方米，國(guó)際會(huì)議中心5萬(wàn)平方米，總投資約25億元人民幣。要建成為國(guó)內(nèi)一流、國(guó)際先進(jìn)的集展覽、會(huì)議、商貿(mào)科技、信息交流、餐飲、娛樂(lè)、辦公、旅游為一體的多功能綜合博覽設(shè)施。項(xiàng)目一期計(jì)劃建設(shè)14.8萬(wàn)平方米，總投資約12億元，建設(shè)展館和與之配套的可供08年城市論壇召開(kāi)的會(huì)議中心酒店。計(jì)劃2006年6月開(kāi)工建設(shè)，2008年投入使用。
根椐南京市人民政府的決定，由南京市河西新城區(qū)國(guó)有資產(chǎn)經(jīng)營(yíng)（控股）有限責(zé)任公司承擔(dān)建設(shè)南京國(guó)際博覽中心。為獲得先進(jìn)的規(guī)劃設(shè)計(jì)理念和高質(zhì)量的設(shè)計(jì)成果，同時(shí)確保方案征集工作的公平、公正、公開(kāi)，本次網(wǎng)上公開(kāi)征集設(shè)計(jì)單位，并計(jì)劃將于三月至四月份組織南京國(guó)際博覽中心設(shè)計(jì)方案征集，根據(jù)報(bào)名單位的工程業(yè)績(jī)、相關(guān)工程的設(shè)計(jì)經(jīng)驗(yàn)及能力，我們將從報(bào)名單位中選擇具有大型會(huì)展設(shè)計(jì)經(jīng)驗(yàn)和相應(yīng)設(shè)計(jì)資質(zhì)的設(shè)計(jì)單位參加。對(duì)未選定的報(bào)名者，以信函（傳真、電子郵件等）方式告知選定結(jié)果。
報(bào)名條件：
報(bào)名的設(shè)計(jì)公司應(yīng)具備大型規(guī)模的展覽、會(huì)議中心酒店及地產(chǎn)項(xiàng)目總體規(guī)劃經(jīng)驗(yàn)及相關(guān)工程業(yè)績(jī)。
參賽報(bào)名截止日期為2006年3月1日，報(bào)名單位報(bào)名時(shí)提交的材料應(yīng)在截止時(shí)間前送達(dá)。有關(guān)材料包括單位報(bào)名表及單位設(shè)計(jì)組領(lǐng)銜專(zhuān)家資質(zhì)和業(yè)績(jī)簡(jiǎn)介表（專(zhuān)業(yè)領(lǐng)域必須包括城市規(guī)劃、城市設(shè)計(jì)、景觀設(shè)計(jì)、展覽設(shè)計(jì)、酒店設(shè)計(jì)、交通規(guī)劃等），可通過(guò)郵寄、傳真或電子郵件等形式報(bào)送。

Invitation Letter of Collecting Design Plans for
Nanjing International Exposition Center (NIEC)
The new town of HEXI lies in the west of the city of Nanjing, on the west of the Yangtse River. The occupied area of this land is 56 km2. The development objective for the New Town is to become a representative district of Nanjing in 5 to 10 years, characterized by modern civilization and riverside attractiveness. The development of the New Town will be instrumental to relocating the growing population in the ancient city so that the ancient city can be better preserved and properly renovated. The World City Forum, expected to be held in the New Town in 2008, will be a good opportunity to speed up the development in the New Town, particularly the core area.
In order to boost the local economy and make the central area develop to its full potential, the Hexi New Town has been chosen by the Nanjing Municipal Government to be the site for the building of NIEC to pursue the goal of making full use of resources in the area and framing up a well-developed modern new urban area.
NIEC will be situated in the central area of the New Town, very close to the Town’s main avenues like Jiangdong Road, nestling with other buildings in what we call the Town’s multi-functional service zone. Based on the Feasibility Research Report, it is estimated that NIEC will have a construction area of 280,000 M2, in which 230,000 M2 will be allocated for international exposition hall and the rest for international conference center. The total investment amount will be as high as 2.5 billion RMB. It is planned to be a first-class multi-functional exposition facility, which can be divided into different functional zones for different purposes such as exhibition, conference, business, information exchange, restaurant, entertainment, office, and tourism. The first phase of the NIEC construction plan primarily centers on an exhibition hall of 148,000M2, covered by a budget of 1.2 billion RMB. The first phase also includes a conference center hotel built for the 2008 World City Forum and a number of supplementary commercial facilities. It is planned that the construction will begin in June 2006 and be put into operation in 2008.
According to the decisions made by the municipal government, Nanjing Hexi New Town State-owned Assets Management (Holdings) Co., Ltd is responsible for the building of NIEC. Aiming at obtaining high-quality design plans and achieving satisfactory results, we will carry out the online collection of design plans in a fair and transparent way. The collection of design plans for NIEC will commence sometime between March and April 2006. We will choose qualified company applicants as winners to participate in the design process of NIEC on the grounds of their past achievements, experience, and know-how in the field of designing large-scale exhibition facilities. For those applicants whose design plans are not chosen by us, we will inform them of the results by letter or fax or e-mail, etc.
Requirements for Application
The company applicants should be very experienced in the overall designing of large-scale exhibition hall, conference center hotel, and real estate projects. The applicants should have concrete achievements in such projects.
The deadline for the competition is set at Mar 1 2006 (Beijing Time). The applicants should submit required documents to us before the deadline. The required documents include Form of Company Applicants, Form of Qualifications and Achievements of Experts （ available for download from internet; specialized fields necessarily cover urban planning, city design, landscape design, exhibition design, hotel design, and traffic planning, etc). The documents can be sent in via mail, fax or email.
