項(xiàng)目定位
Project Positioning
深圳市文化館新館（原深圳市群眾藝術(shù)館新館）是一座融合教育、交流、培訓(xùn)、表演、展覽、文創(chuàng)等功能于一體的綜合性文化地標(biāo)建筑。The New Shenzhen Cultural Center（originally named The New Shenzhen Public Art Center） is a comprehensive cultural landmark which integrates the functions of education, communication, training, performance, exhibition and cultural creation.
本館的建設(shè)將與中國(guó)特色社會(huì)主義先行示范區(qū)的城市定位相適應(yīng)，高標(biāo)準(zhǔn)規(guī)劃、高水平設(shè)計(jì)、高質(zhì)量施工。項(xiàng)目將努力打造成為國(guó)內(nèi)乃至國(guó)際標(biāo)桿。
The project will be in line with the position of the Shenzhen city. With high standard planning, high-level design and high-quality construction，the New Shenzhen Cultural Center will strive to reach domestic-leading and even international-leading standard.
項(xiàng)目概況
Basic Information
項(xiàng)目用地位于深圳市龍華區(qū)民治中心地區(qū)，距深圳北站約1.2公里。地處民治大道和民康路兩條城市道路交界處西北角，西鄰游松河，東北角緊鄰地鐵出口。臨近的民治地鐵站將是環(huán)中線5號(hào)線和未來(lái)貫通龍華的地鐵22號(hào)線的交匯節(jié)點(diǎn)。
The project is located at the heart of Minzhi area of Longhua District of Shenzhen, about 1.2 km from the North Railway Station. The site is at the northwest of the cross of Minzhi road and Minkang road, and also adjacent to the Yousong River and the metro station. The nearby Minzhi metro station would be the transfer station of the metro line 5 and the planning metro line 22.
項(xiàng)目用地面積為31,367.04平方米，總建筑面積約8.3萬(wàn)平方米。
The site area is 31,367.04 square meters, and the gross floor area is about 83,000 square meters.

全過(guò)程設(shè)計(jì)（特殊專項(xiàng)設(shè)計(jì)，如：舞臺(tái)工藝設(shè)計(jì)、聲學(xué)設(shè)計(jì)、展陳設(shè)計(jì)等也包含其中）
Full Design Services (Specific design content, such as stage design, acoustic design, exhibition design, etc., would also be included )
最終招標(biāo)范圍及工作內(nèi)容以招標(biāo)文件與設(shè)計(jì)合同內(nèi)容為準(zhǔn)。
The final bidding scope and work content is subject to Tender Document and Design Contract.
設(shè)計(jì)內(nèi)容
Design Content
設(shè)計(jì)內(nèi)容涵蓋演藝活動(dòng)、交流展示、輔導(dǎo)培訓(xùn)、圖書(shū)閱覽、業(yè)務(wù)創(chuàng)作、業(yè)務(wù)配套及公共服務(wù)配套等。
Design Content including performance, exhibition, training, library, cultural creation and public service.
主要包括——
Mainly include:
演藝活動(dòng)區(qū)：1座1200座綜合劇場(chǎng)、1座500座音樂(lè)廳；
Performance Area: one 1200-seat theater, one 500-seat music hall;
交流展示區(qū)：多功能廳、各類展廳；
Exhibition Area: Multi-Function hall, different kinds of exhibition halls;
輔導(dǎo)培訓(xùn)區(qū)：靜態(tài)教室、排練廳、器樂(lè)教室、多媒體教室等；
Training Area: rehearsal halls, normal classrooms, instrumental classrooms, multi-media classrooms, etc.;
圖書(shū)閱覽區(qū)：藝術(shù)圖書(shū)陳列閱覽、自習(xí)教室；
Library: artistic library, study rooms;
業(yè)務(wù)創(chuàng)作區(qū)：文藝創(chuàng)作基地、錄音錄影棚、專業(yè)工作室等；
Cultural Creation Area: cultural creation rooms, recording rooms, professional studios, etc.;
業(yè)務(wù)配套：管理用房、設(shè)備存儲(chǔ)、服務(wù)配套、設(shè)備用房等；
Service: administration office, storage, service facility, etc.;
公共服務(wù)配套：地下停車場(chǎng)、公交首末站；
Public Service: Underground parking, Bus terminal.
招標(biāo)規(guī)則
Rules for the Bidding
1.資格預(yù)審階段 Pre-qualification stage
資格預(yù)審委員會(huì)對(duì)報(bào)名單位的公司資格、業(yè)績(jī)、擬投入項(xiàng)目的團(tuán)隊(duì)業(yè)績(jī)，概念提案等資料進(jìn)行評(píng)審，評(píng)選出入圍投標(biāo)單位進(jìn)入第二階段設(shè)計(jì)競(jìng)標(biāo)階段。
The Pre-qualification Committee will review the applicant's qualifications, achievements, team performance in projects that has undertaken, concept proposal, etc., and select the shortlisted bidders into the second stage.
2.設(shè)計(jì)競(jìng)標(biāo)階段 Design competition stage
投標(biāo)人提交符合設(shè)計(jì)任務(wù)書(shū)要求的成果文件，由招標(biāo)人組建評(píng)標(biāo)委員會(huì),采用記名投票法進(jìn)行評(píng)審，推薦中標(biāo)候選人，由招標(biāo)人組建定標(biāo)委員會(huì)從評(píng)標(biāo)委員會(huì)推薦的中標(biāo)候選人中確定中標(biāo)人。
Bidders submit the deliverable that meet the requirements of the design brief. A bid evaluation committee set up by the tenderee will review by voting with an open ballot and recommend candidates, and a bid determination committee formed by the tenderee will determine the bid winner from the said candidates.
報(bào)名要求
Application requirements
1.投標(biāo)人須具有國(guó)內(nèi)設(shè)計(jì)建筑行業(yè)（建筑工程）甲級(jí)及以上資質(zhì)。
The bidder is required for at least class-A qualification/certificate in Chinese architecture design and construction industry (Construction Engineering).
2.本項(xiàng)目接受聯(lián)合體投標(biāo)，以聯(lián)合體投標(biāo)的合作方須符合以下要求：
Consortium is permitted. The member of the consortium is required as below:
（1）聯(lián)合體成員不得超過(guò)2名（含牽頭單位）。
One consortium shall include no more than 2 members (including the leading member).
（2）聯(lián)合體牽頭單位須具有國(guó)內(nèi)設(shè)計(jì)建筑行業(yè)（建筑工程）甲級(jí)及以上資質(zhì)。
The leading member of the Consortium required for at least class-A qualification/certificate in Chinese architecture design and construction industry (Construction Engineering).
（3）聯(lián)合體成員不得再單獨(dú)或以其他名義與其他設(shè)計(jì)單位組成其他聯(lián)合體參與報(bào)名。
Each member of the consortium shall not further apply alone or participate by joining another consortium.
（4）聯(lián)合體合作方需簽署具法律效用的《聯(lián)合體協(xié)議》，并明確牽頭單位,各個(gè)設(shè)計(jì)階段中雙方的分工劃分方式和設(shè)計(jì)費(fèi)用的分?jǐn)偙壤�、分配方式等�?BR>The consortium members shall sign the Consortium Agreement legally and specify the leading member, as well as work distribution in each design stage and their share of rights and interests.
3.本項(xiàng)目不接受個(gè)人或個(gè)人組合的報(bào)名。
Individual or teams of individuals will not be accepted.
設(shè)計(jì)費(fèi)&優(yōu)秀方案補(bǔ)償費(fèi)
Design fee&Compensation
設(shè)計(jì)費(fèi)：
Design fee:
暫定2624萬(wàn)元，其中包括基本設(shè)計(jì)費(fèi)、BIM設(shè)計(jì)費(fèi)及竣工圖編制費(fèi)。
The provisional amount is RMB 26.24 million, including the basic design fee, the BIM design fee and the compilation fee of as-built drawings.
優(yōu)秀方案補(bǔ)償費(fèi)：
Compensation:
1.通過(guò)資格預(yù)審進(jìn)入評(píng)標(biāo)環(huán)節(jié)，未進(jìn)入定標(biāo)環(huán)節(jié)的單位，每家30萬(wàn)元；
In the design competition stage, each design teams that have not entered the final evaluation process will be compensated RMB 300,000.
2.進(jìn)入定標(biāo)環(huán)節(jié)，但未中標(biāo)的單位，每家50萬(wàn)元。中標(biāo)單位將被授予合同。
Among the finalists, the final winner will be awarded of design contract, the other teams will each be compensated RMB 500,000.

歡迎有意向的設(shè)計(jì)單位發(fā)送郵件szccproject@163.com，提交預(yù)報(bào)名信息，開(kāi)展相關(guān)競(jìng)標(biāo)準(zhǔn)備工作，并密切關(guān)注后續(xù)信息發(fā)布。
Design institutions are welcome to send e-mails to szccproject@163.com to submit pre-registration information, carry out the relevant bidding preparations and pay close attention to the follow-up information.
（2）正式報(bào)名Official application
時(shí)間預(yù)計(jì)6月上旬開(kāi)始，報(bào)名周期約20天。
The official application is expected to begin in the early of June and last for about 20 days.
具體招標(biāo)內(nèi)容與招標(biāo)日程以正式招標(biāo)公告為準(zhǔn)。
The specific bidding content and schedule are subject to the official tender notice.
